KNOWLEDGE MANAGEMENT AS A BASIS FOR THE FORMATION OF THE CONTENT OF COMPETENCE TRAINING OF DIGITAL ECONOMY ENTITIES IN THE CONTEXT OF DIGITALIZATION OF EDUCATIONAL INSTITUTIONS
The digitalization of higher education in Ukraine is both a challenge and a key driver of transformation amid global technological shifts. Universities must adapt to digital realities and foster students’ competencies for success in the digital economy. Educational programs require constant updates aligned with market needs and knowledge system trends. This article substantiates knowledge management as a strategic tool for shaping digital competence training. It examines the integration of research, innovations, and analytics into the learning process and proposes a model connecting knowledge management systems with e-learning platforms to align education with real market demands. The findings support strategies for digital program transformation, enhanced internal communication, and creation of a structured knowledge base for high-quality training of digital economy professionals.

The environmental component of education determines the socio-economic foundations of society and is the basic component of the state environmental policy. The nature of interaction with the environment at the personal level and society makes it possible to implement the concept of sustainable development, and therefore the assessment of the current state of higher environmental education in Ukraine is an urgent problem. The purpose of article is to analyze the formation and current state of higher environmental education in Ukraine, which is the central link in the system of continuous environmental education. An important step in the development of the system of continuous environmental education, in particular higher environmental education, was the development of the Concept of Environmental Education of Ukraine (2001), the principles of which were not properly implemented. The content of higher environmental education is reflected in four generations of standards for higher environmental education in Ukraine, which took into account changes in the relevant regulatory and legislative documents and requirements for the content and results of educational activities of higher educational institutions within certain areas of training and specialties. The article describes the structure and content of standards of higher environmental education in Ukraine. Despite the fact that the environmental component currently prevails in the form of education that most consider education for sustainable development, yet this is only the beginning of the formation of a new system-integrated model of education for sustainable development. The importance of greening and ideas of sustainable development is reflected in the current standards of higher education in Ukraine for applicants for higher education "bachelor" of all specialties. But the environmental component is still absent in the educational programs and curricula of many specialties of "non-environmental" higher education institutions, is not due attention is paid to the greening of higher education in Ukraine. Some provisions of the existing Concept of Environmental Education of Ukraine are no longer relevant, which leads to the development of a modern Concept, and, perhaps, a separate Concept of higher environmental education in Ukraine. In recent years, there has been a decline in state interest in the training of environmentalists, so it is advisable to develop measures to improve the training of applicants for higher environmental education.

The article attempts to explore and highlight the peculiarities of innovative development of higher pedagogical education in Ukraine at the present stage, to outline the possible “modernization” risks of such progress. The relevance of the chosen topic is due, on the one hand, to the fact that innovation in education is a requirement of the time, on the other hand, the sphere of innovation is extremely complex and multifaceted, so it is quite difficult to study and predict. The following theoretical methods were used for the study: systematic analysis of researches of domestic scientists on the problems of innovative development of society and education, meta-analysis of applied research; structural and logical analysis of the studied processes. Five main featuresof the development of higher pedagogical education and related “modernization risks” were outlined the first two key features of the innovative development of higher education in Ukraine: formalization and regulation of innovative activities in the field of education («top-down» position) and the rapid accumulation of scattered empirical data on certain aspects of innovation in education; the third feature of innovative development of higher pedagogical education in Ukraine is the dominance of empirical findings on certain innovative aspects with low productivity of innovative solutions. Higher education in the information society really needs innovations and can no longer be imagined without digital technologies, but, in our opinion, there is a phenomenon of certain identification and sometimes substitution of the concepts of «innovation» and «digitalization». This is the fourth feature of the innovative development of higher pedagogical education in Ukraine. The last (fifth) feature of the innovative development of higher pedagogical education that we have identified is closely related to the concept of «digital divide»

Economic, social, demographic, ideological, and political instability in Ukraine has become the cause of a whole range of socio-economic problems in higher education. It requires studying their composition, interdependence, and impact on higher education. Nowadays different ranges of socio-economic problems in higher education in Ukraine are being discussed in the literature. Despite a large number of publications, the systematization of socio-economic problems in higher education in Ukraine is not given due attention. For a better idea of their composition, interdependence, and focus, it is useful to systematize them and develop their catalogue. The purpose of the study is to identify approaches to systematization and classification of socio-economic problems in higher education in Ukraine. Methodology. The following theoretical methods of socio-economic phenomena and processes learning as abstract-logical (methods of induction and deduction, analysis and synthesis, analogy, generalization, comparison, system-structural, abstraction), content analysis, empirical research (description and comparison), systematization of scientific knowledge were used in research. To systematize socio-economic problems in higher education, their catalogue was developed, on the basis of which these problems were directly systematized and classified. Results. The major socio-economic problems and contradictions in higher education in Ukraine, as well as in European countries and the United States, were determined and analysed in the given study. The analysis of the recent studies and publications on socioeconomic problems in higher education showed that there are currently no proposals for the formation of their single system. On the basis of research, the catalogue containing forty-one most important socio-economic problems in higher education in Ukraine has been developed. For the visual representation of the system of problems and causal relationships between them, a conceptual map has been proposed. For that, the problems that are directly related to the purpose of the study are selected from the catalogue. As an example, a conceptual map of socio-economic problems caused by inadequate funding for higher education, as well as problems linked with the formation and maintaining its principal resource – academic staff – was developed. To classify the socio-economic problems in higher education in Ukraine, a 3×3 matrix is proposed, in which problems in higher education are grouped depending on the place of their manifestation and the place of solution. The places of manifestation and places of the solution are defined as: a sphere of higher education, other spheres, a sphere of higher education, and other spheres simultaneously. It allows us to identify the problems, solution to which society puts on higher education only, and those that require joint efforts. Distribution of problems by the determined features identifies their targeting and the degree of responsibility of the higher education system for their solution. The practical relevance of the given study is to provide further research on the state of higher education and problems of its functioning. The approaches proposed to the systematization and classification of socio-economic problems in higher education in Ukraine can be applied to other countries as well.

Innovative approaches in higher education in Ukraine are crucial to address changing global education dynamics, technological advancements, and evolving workforce needs. The primary aim is to assess the significance of innovation in shaping the educational experience and teaching methodologies. The research employs a mixed-methods approach, combining surveys and in-depth interviews with educators across various disciplines. The collected data from 125 participants provide insights into their perspectives on the importance of innovation. The results indicate a growing interest in innovative methods among educators and students, highlighting a desire for continuous improvement in the learning process. Сhallenges related to the implementation of innovative approaches are identified, including technological barriers, limited resources, and resistance from within the academic community. In conclusion, while innovation remains a crucial component for advancing higher education in Ukraine, strategic planning and targeted support are essential for successful implementation. The study underscores the need for enhanced international collaboration, a focus on overcoming identified challenges, and the development of a comprehensive support system for educators. These findings contribute to the ongoing discourse on the evolution of higher education in Ukraine and offer insights for policymakers, administrators, and educators seeking to foster a dynamic and effective learning environment.

The article analyzes the process of adaptation of European standards of higher education in Ukraine and considers the challenges and opportunities associated with their implementation. European and national standards of higher education are compared, the role and requirements for educational institutions and scientific and pedagogical workers are determined, the importance of improving the quality of education is considered. The author of the article established that the implementation of European standards of higher education in Ukraine is an urgent task that creates opportunities for improving the quality of education and increasing the competitiveness of Ukrainian graduates on the international labor market. In addition, the implementation of European standards of higher education will contribute to the integration of Ukraine into the European educational space, which will lead to the development of scientific relationship and cooperation between the universities of Ukraine and the countries of the European Union. The article also analyzes issues related to the introduction of European standards in the field of higher education in Ukraine, which were partially studied by Ukrainian and foreign scientists. Thus, there are the opinions of a group of scientists who actively support the process of integration of the higher education system of Ukraine into the European space. Another group of scientists expresses some concern about the implementation of European standards and notes their negative impact on higher education in Ukraine. Therefore, this topic requires further research. The author of the article cited the reasons that prevent the full implementation of European standards in higher education in Ukraine, including the Russian invasion of Ukraine, insufficient financial support of higher educational institutions, lack of sustainable motivation among scientific and pedagogical workers, bureaucratic obstacles and ineffectiveness of mechanisms for monitoring and evaluating the quality of education. For the successful integration of Ukrainian education into the European area of higher education, the author of the article proposed ways to solve these problems, which include, among other things, developing effective mechanisms for monitoring and evaluating the quality of education. The conclusion of the article states that the introduction of European standards of higher education in Ukraine is an important step in the direction of reforming the system of higher education and bringing it in line with the requirements of the modern world. The article examines the problems and prospects of the accreditation system as a tool for ensuring the quality of higher education in Ukraine. The state and peculiarities of integration of the Ukrainian accreditation system into the European context are investigated. The purpose of this study is to analyse the accreditation system of higher education in Ukraine and to study its impact on ensuring the quality of education in accordance with European standards. The emphasis is placed on analysing the theoretical and practical aspects of accreditation in Ukraine, identifying problems and opportunities for further improvement. The study uses general scientific methods. The method of documentary analysis was also used. The article examines topical issues related to the accreditation system of higher education in Ukraine, in particular the factors that affect its effectiveness and compliance with European standards. The analysis of the state of integration of the Ukrainian accreditation system into the European dimension has revealed key challenges and prospects. The theoretical aspect of the study highlights the conceptual foundations of accreditation, its goals, and impact on the quality of education. The practical analysis revealed problems such as the lack of a unified assessment methodology and insufficient coordination between accreditation bodies. The results of the study can serve as a basis for developing specific strategies and recommendations to improve the effectiveness of accreditation and maintain higher quality standards in Ukrainian higher education. The article emphasises that accreditation is an important tool for monitoring and ensuring the quality of higher education in Ukraine. It serves not only as a mechanism for determining the compliance of higher education institutions with the established standards but also guarantees a high standard of education and compliance with academic standards. Recommendations for improving the quality of higher education in Ukraine are proposed, taking into account the European experience in the field of accreditation. The study emphasises the importance of affinity with European models and the need for active cooperation to ensure a high standard of quality of higher education in Ukraine.

The actualization of research on the problem of charitable and philanthropic support for the formation of higher education institutions of Ukraine is due to the fact that constructive retro-experience has prospects for use for the post-war recovery and development of modern institutions of higher education in Ukraine. The purpose of the study is to analyze the experience of charitable and philanthropic support for the establishment of higher education institutions in Ukraine at the beginning of the 19th century. Research methods. Achieving the goal of the article made it possible to use the methods of analysis, synthesis, comparison, concretization and generalization. The article specifies the main approaches to interpreting the concepts of «charity», «charitable activity», «patronage», «patronage activity». Based on the analysis of dissertations and scientific publications, it was established that the establishment of higher education institutions in Ukraine at the beginning of the 19th century took place with significant charitable and philanthropic support from broad sections of the population: nobles, craftsmen, former Cossacks, and peasants. It manifested itself in the provision of funds for the opening of higher education institutions, the transfer of material assets and land allotments, etc., which significantly supplemented budget funding. The value of the experience of charitable and philanthropic support for the formation and development of the system of higher education in Ukraine in the first half of the 19th century is indicated, since philanthropists were the initiators and sponsors of the opening of most universities, higher women's courses, lyceums and schools (gymnasiums) of higher sciences, and philanthropic support for the opening and development of universities and institutions of higher professional education in Ukraine in the 19th century became a common phenomenon.

The article provides a comparative analysis of different approaches to ensuring the quality of higher education in Ukraine. The concept of "quality of education" is characterized as a set of knowledge, skills and abilities that a future specialist acquires during his studies at a higher education institution, forming his information potential. The quality of higher education is the foundation for the development of democracy in Ukrainian universities, strengthening public trust and increasing the international prestige of Ukraine. It is found that ensuring the quality of education in Ukraine is carried out using three main mechanisms: internal quality control in educational institutions, external assessment and control by state bodies, as well as a quality management system at the level of bodies responsible for education policy. Recent years in Ukraine have been marked by significant progress in the formation of the legal framework for the introduction of a system of guaranteeing and ensuring the quality of higher education. It is noted that the current quality of educational services in Ukraine is being formed under the influence of a full-scale invasion that began on February 24, 2022. The main measures that contributed to the stabilization of the situation in the field of quality of educational services are outlined. These include providing psychological assistance to higher education applicants, creating appropriate conditions for learning, flexible and clear planning of the educational process, ensuring effective communication between all participants in the educational process and active interaction. All these measures have a direct impact on the further development and implementation of the higher education quality management system. They reflect modern realities and make quality standards and principles more adapted to today's requirements. The system of ensuring the quality of higher education in Ukraine is based on a combination of national strategic planning documents (such as the National Doctrine of Education Development), international standards (ISO 9001) and legislative acts. The main elements of this system are academic integrity as a fundamental principle that ensures trust in the results of the educational process, an effective accreditation and licensing system, a unified assessment system and material and technical support. Several alternative models of quality management in higher education in Ukraine are considered and characterized, in particular the TQM, EFQM and IQMS models. It is noted that the responsibility for choosing a model of quality management of educational services lies with the management of the educational institution. This choice must be justified and take into account both internal factors (goals, resources) and external (needs of society). The study confirmed that the quality of higher education in Ukraine is a multidimensional concept that encompasses the level of knowledge, skills and abilities of graduates, as well as a system of management and control mechanisms. Further development of the quality management system of higher education in Ukraine should be based on an integrated approach that takes into account both global educational trends and national challenges, ensuring a high level of specialist training and international recognition of Ukrainian universities.

Purpose. To carry out complete historical and scientific analysis of Professor P.P. Kopniaiev's activities and establish his role and place of achievements in the formation of the basic concepts and directions of the theory of electrical engineering and its practical application in the development of higher education in Ukraine. Methodology. We have applied general scientific methods of logic and classification, analysis and synthesis and special historical methods – historical-comparative, problem-chronological, synchronic and diachronic. Results. On the basis of generalization of a wide range of sources of central, regional and personal archives, the principles and content of scientific-pedagogical, organizational and public activities of P.P. Kopniaiev were revealed and the classification of the scientific work according to the main directions of his research was conducted. Originality. Complex analysis of P.P. Kopniaiev's scientific-pedagogical, organizational and public activities were carried out in the field of higher electrical engineering education and industrial development in Ukraine, and his scientific achievements were classified according to the main directions. Practical value. Factual information, generalizations and conclusions can be applied in the teaching of humanitarian and engineering disciplines in higher education, in particular in the development of the lecture courses and textbooks used in educational activities, as well as in the preparation of general and scientific works on the history of science and technology.

The article provides a comparative analysis of the historical development of higher education systems in Ukraine and Georgia. It is stated that the history of the formation and development of higher education in Ukraine and Georgia have much in common. Thus, the end of the 19th - the first decade of the 20th century (origin and active development of higher women’s education), the Soviet period, the path taken by Georgia in the period of 1917-1921 have much in common with the destiny of Ukraine. 1921-1941 is a period of significant achievements of the Georgian and Ukrainian science, both in the humanities and in the natural sciences, while the 1990s, when the collapse of the Soviet system and the disintegration of the former Soviet Union destroyed all links between universities and labor markets, led to the stagnation of educational systems, including higher education in both Georgia and Ukraine. The paper argues that modern Georgia is gradually moving from a centralized governance structure to a decentralized, liberal (Western) model of education thanks to the broad support of the country’s intelligentsia, which recognizes the need for radical reforms in higher education aiming to provide professionals for all the fields of human activities. The article defines the reform activity as a determining factor in the success of modernization, i.e. the transition from thoughtless copying of Western educational models to the identification of internal reserves and patterns of transformation of educational space and their balanced adaptation to the challenges of globalized society. To successfully complete the reforms, the authors propose a number of areas for change.

The article deals with the introduction of innovative practices in Ukraine, their feasibility in higher education, challenges and risks that cause both progress and decline in higher education. The authors emphasize the need to introduce innovative resources in the field of adult education, because it is in the current crisis conditions that innovative digital resources are created. It is determined that the purpose of this article is to reveal the effectiveness of the implementation of innovative practices as an important object of development of higher education in Ukraine. The task is to study innovative practices: the challenges of today, the feasibility of application and avoidance of risks that could lead to the decline of higher education; review of the advantages and disadvantages of artificial intelligence resources: Gamma, ChatGPT. The authors characterize the peculiarities of the concepts of "innovation" and "innovative practices" aimed at ensuring quality education for higher education students in today's crisis conditions, in particular, full-scale invasion and lack of electricity. The author analyzes the feasibility of introducing innovative practices of the twenty-first century, which include applications of artificial intelligence, for example, Gamma, ChatGPT. The author emphasizes that higher education in Ukraine is significantly influenced by the European space, since education is based on the European-type structure, and, accordingly, the learning process is on the way to mastering them. It is found that the adult education system in European countries is imperfect, the biggest problem is ensuring quality teacher training, which should be given sufficient attention, since the basis of qualitative education is highly qualified specialists. In conclusion, the author emphasizes that the preservation of the intellectual potential of the nation in the difficult conditions of the twenty-first century, characterized by the challenges of society, depends on the introduction of innovative practices in higher education in Ukraine.

In the article, the trends and approaches to digital transitions in higher education in the context of quality assurance are revealed based on the analysis and synthesis of the strategies of the global and European dimension, presented in the documents of the UN and the European Commission, as well as in the analytical and guiding documents of the EHEA. The global social development goals of the UN and the European Education Area are agreed primarily in terms of equal access to quality higher education for vulnerable populations, modernization of higher education institutions to create an inclusive educational environment, and are required the introduction of digitalization in higher education in order to achieve them. A trend towards the spread of digitally enhanced learning and teaching (DELT) in the EHEA covering both the traditional format of providing higher education and distance education has been revealed. The main approaches to providing digital higher education have been determined. A partnership approach to assuring high-quality and inclusive digital higher education requires the consolidation of public efforts based on the partnership of various stakeholders, and national policies and legislation should provide for such partnership and mechanisms for its implementation. The investment approach to financing the resource provision of quality digital higher education involves attracting appropriate investments in connectivity, equipment, and organizational potential and skills for successful digital transition in higher education. Digitally competency approach to the development of professional standards for University teachers and their professional development, re-training and professional excellence in the context of digital transition. An open approach to creating digital courses on platforms available for obtaining degree qualifications, partial qualifications and micro-credentials. A systematic approach to the creation and development of digital study programmes, which provides for high-quality educational content and quality assurance of digital higher education, in particular digital teaching, learning and assessment. It is emphasized that national strategic and other documents in higher education should be harmonized with international documents and strategies regarding digital transition in higher education to effectively introduce high-quality digital higher education in Ukraine and overcome the challenges of the state of war.

Purpose. Digitalization of higher education is a long-term trend that has gained a new impetus for further devel- opment due to the forced transition to distance learning during the pandemic COVID-19. The article analyzes the im- pact of digital transformation on the educational process in higher education institutions via teachers’ and students’ per- ception; explores the experience of mass distance learning provision in Ukraine’s higher education system due to COVID-19. Methodology. The research study is based on the survey results conducted by the authors in November- December 2020 among teachers and students of sixty-five Ukrainian institutions of higher education. The authors have also explored the current state of the educational process provision in the sector of higher education in Ukraine, the EU and the world under the conditions of the pandemic; have identified problem areas in the work of higher education inst i- tutions during quarantine and social isolation conditions, as well as challenges in each structural integral. Results. The authors have specified the transformational changes experienced by the global higher education system under the im- pact of the pandemic, which bring to higher education institutions a huge number of serious challenges and will signifi- cantly change the global higher education system in the future. Originality. The paper investigates students' attitudes towards distance learning as a three-level unity with emotional, cognitive and behavioral aspects and draws a general conclusion that, in general, distance learning is both a field of opportunity and a possible source of individual and inst i- tutional risks. Practical value. The article determines the directions of e-learning in the entire system of distance learn- ing in the national system of higher education in the pandemic and after it. The article analyzes the theoretical and practical foundations of humanization and humanization of domestic higher education in the late twentieth - early twenty-first century. Based on a comprehensive historical and pedagogical analysis, the research identifies and characterizes the essence of humanization transformations of higher education in Ukraine. The research hypothesis is based on the thesis that special value-oriented pedagogical conditions in the process of professional training are a prerequisite for the acquisition of values and sense experience of future specialists in foreign philology, which creates important prerequisites for the formation of axiological competencies. The proposed study is aimed at determining the level of formation of values and sense experience among future specialists in foreign philology at the initial and final stages of the experiment. The paper analyzes the key concepts, the essence of humanization and humanitarianization and its established features. The main periods are singled out: the first (1985-1990) - directive humanization and humanitarianization of higher education in Ukraine; the second (1990-1995) - humanization and humanitarianization in the process of higher education reform; the third (1995-2004) - normative-legal institutionalization of the process of humanization and humanitarianization of higher education; fourth (2005-2012) - international integration of higher education in Ukraine in the process of humanization and humanitarianization with their inherent trends. The article has comprehensively researched tendencies, ways, innovative technologies of humanization and humanitarianization of higher education of Ukraine, the possibilities of the improvement taking into account the European educational standards, accumulated positive experience, national traditions and modern tendencies in the organization of higher education in the conditions of Ukraine’s integration into the European educational space. The course of scientific research has proved that the axiological approach to humanization and humanitarianization of the process of training future specialists in higher education is to focus the learning process on personal growth of the student, ensuring his/her comprehensive, cultural, socio-moral and professional development. The teaching of professional and methodological disciplines does not act as a transfer of information, but as activation and stimulation of the process of independent search for one’s own value position in relation to the world, formation of worldview, development of youth perception, ensuring students’ understanding of human values and harmony of human relations. The results of the study have confirmed the effectiveness of the author’s approach to the formation of the humanistic orientation of future professionals in the higher education system of Ukraine during the study period. The research on the humanization and humanitarianization of higher education in Ukraine in the late twentieth - early twenty-first centuries made it possible to involve in scientific circulation a wide range of materials that are representative in nature and reproduce certain aspects of the studied problem, and therefore need to be generalized. Various principles, methods and techniques of modern methodology used in the process of the research have allowed avoiding subjective and biased assessments, ensuring the scientific validity of the results obtained during the research, confirming a sufficiently representative character of the identified sources.
