Abstract
Urbans are the multifunctional living areas with high density which contains natural and unnatural and where agricultural activities are hardly any. Physical planning dimension of the vision created for the urbans with strategy plans and environment plans are named zone planning. Acorrding to the current zoning plan construction legislation, it is considered sufficient to make master and implementation zoning plans by city planners. However, the climate change and its consequences whose negative effects have been felt increasingly in recent years and loss of life and property caused by wrong settlement selection in natural disasters point out clearly the necessity of holistic approach to the urban planning. Thanks to detailed and holistic considering many factors such as natural and artificial thresholds, climatic characteristics, vegetation, geological structure, socio-economic values in the process of the developing of implemention zoning plan, it can be constructed sustainable, viable and publicly supported urban areas.
 When the urban design examples in developed countries are examined, it is determined that the holistic approach to planning is dominant. But, if native examples are analysed, it is seen that the urban design applications remains at the level of improving the building facades and signboard organization, except some urban desings in the rural areas.
 It should be aimed to ensure that acknowledgment by the stakeholders that the urban design work is specific to the urban area and it is a product of a detailed analysis process and to practice across the country. For this reason, it is the most important aim of this study to show that urban design studies constitute an important source and basis for gaining a holistic approach to urban planning. It is thought that the study will be an example of the necessity of a holistic approach to preparation process of the implementation development plan and will provide an insight to the elimination of the deficiency in the current plannig legislation and contribute to the literature.
