Abstract

최근 학교안전에 있어서 많은 제도적, 시설적 보완이 이루어지고 있으나, 아직까지 학교 안전관리의 인프라와 지원인력의 운영 등은 보완이 필요한 실정이다. 또한 안전관리를 위한 CCTV 모니터링 등 관련 업무에 대한 기대 역할과 교육 등의 개선이 필요하다. 이에 본 연구에서는 국내외 학교안전 인력의 현황과 국내 학교 안전인력의 업무를 분석하고, CCTV 관련 업무에 대한 보완 필요사항을 분석한 결과를 통해 정책적 제언을 도출하고자 하였다. 분석 결과, 국내 학교보호인력의 채용기준이 원칙적으로 지켜지고 있지 않으며, 이들의 급여체계 또한 개선이 매우 필요한 것으로 나타났다. 따라서 학교보호인력의 채용기준 강화 및 자격과 상이한 자를 고용할 시의 처벌 기준 마련, 적합한 급여체계 개선을 제안한다. 또한 현재는 CCTV 모니터링 및 자료 보관 등과 관련한 교육이나 매뉴얼이 없는 실정으로, 학생안전인력의 역할 중 CCTV 오퍼레이터로서의 역할 강화를 위한 교육 및 매뉴얼 개발이 필요할 것으로 사료된다. Recently, a great deal of complementary institutions and facilities are implemented for safety in school; However, skills and qualification of staff related to school safety need to be enhanced. Also, expectations, role, and education on relevant management such as CCTV monitoring for safety have to be improved. For these reasons, the study analyzes the current status of labor force being in charge of school safety, and what they do for school safety. With these results concerning necessary considerations that need to be complemented such as CCTV monitoring for safety management, some policies were suggested. As a result, recruitment criteria for applicants of school safety has not been applied as principle, and salary system of employees appears to need more improvements. Consequently, hiring qualifications of applicant for school safety should be enhanced, criteria for penalty when hiring applicants whose skills are fall short of should be established, and appropriate salary system should be improved. Since there is little education related to monitoring CCTV camera and keeping materials and relevant manuals currently, training session to reinforce CCTV operatorsí role among many roles protecting students, and development of manual are considered to be necessary.
