A study on the laws, systems and development cases of urban regeneration in Japan, which are prior to urban regeneration and urban development, foresaw the development measures of urban residential regeneration projects in Korea. To this end, Japan’s Special Act on Urban Regeneration was compared with Korea’s Urban Regeneration Act, which was enacted in 2013. In particular, the Private Urban Regeneration Project, which is being embodied in Japan’s Special Act on Urban Regeneration, proposed the need to revise the Urban Regeneration Act as it did not specify support and deregulation in Korea In order to find out the need for a private-centered urban development project, Japan’s representative Odaiba, Rock Peak Hills, and Evisgarden Place development projects were analyzed. As a measure to revitalize urban housing regeneration projects in Korea, firstly, it was suggested that private participation for private capital and technology inducement is needed, secondly, urban-based and central-town urban regeneration projects linked to regional economy and job creation should be promoted, and third, that competitiveness should be secured through complex urban housing regeneration projects.The purpose of this study is to analyze the development of the Urban Regeneration Act and the Urban Regeneration Act in Japan.

Analysis of the Themes and Evolution Trends of Urban Renewal Policies in Hangzhou—Based on a Text Mining of the Policy Documents from 2002 to 2021

Urban renewal is an essential means of urban development. It improves the city's physical environment and has a wide range of significance for an economic, social, and cultural revival. The subject analysis of the policy text's content helps clarify the policy subject and its evolution path. This paper takes the policy text of Hangzhou urban renewal from 2002 to 2021 as the research object, uses text analysis to extract key terms as the basis for policy content analysis, identifies the essential elements of Hangzhou's urban organic renewal model, and divides them into three main thematic categories, namely urban renewal strategies, urban renewal mechanism, urban renewal activities, three main thematic categories and five thematic subcategories, namely objectives of urban renewal, principles of urban renewal, types of urban renewal, models of urban renewal, and urban renewal activities. By analyzing the coding structure of policy themes, this paper summarizes the relevant experience of “urban organic renewal” in Hangzhou. The Role of Strategic Environmental Assessment for Sustainability in Urban Systems Transformation

Cities and urban systems transformations towards sustainability are paramount for global change. These transformations aim at systemic change necessary to tackle socio-ecological challenges, decision-making processes (e.g., policy, plans, programmes), and governance issues, in urban systems. To advance policies and planning for urban transformation is necessary to understand the type of capacity that enables the desirable change. Strategic Environmental Assessment (SEA) is an environmental policy tool with the potential to help this transformation towards urban sustainability. This chapter explores how SEA contributes to the enhancement of urban systems transformations capacity. Specifically, this chapter examines how an SEA for Sustainability place-based conceptual framework is linked with urban transformations’ scholarship and how SEA can contribute to urban transformations capacity towards sustainability. Findings show that SEA for Sustainability is aligned with three main themes that are focused on the urban transformations’ literature: governance and community empowerment; knowledge co-production and cooperation networks, resilience enhancement. Overall, this work lays the foundation for future research into examining the effects of SEA in urban systems transformation and exploring opportunities to enhance sustainability in these territories.

Urban Transformation and Service Industry Development Based on Spatial Autocorrelation Test

Aiming at the interaction between urban transformation and service industry development, an interactive mining method based on urban transformation and service industry is proposed. In light of the problem of large data volume, discrete urban transformation data storage and clustering analysis efficiency, a preprocessing model based on discrete and rasterized check-in data is proposed. The spatial autocorrelation test of urban transformation data and service industry development shows that it has significant spatial clustering characteristics. Taking Xi'an City as an example, this paper carries out data mining and assaying of urban transformation and service industry development. The results show that the interactive mining method based on urban transformation and service industry has a strong correlation with urban planning transformation, which provides a good strategy for urban transformation and effectively promotes the development of service industry.

Urban regeneration through cultural-based activities has emerged as a crucial feature of the postmodern city of consumption. One of the most dramatic elements of contemporary urban regeneration is the visual transformation of the cityscape associated with the rise of cultural economy and high-quality urban design. The paper tries to discuss this style of urban culture-led regeneration at the museum-greenway district at downtown Taichung, especially when Taichung city-county consolidated into an evolving metropolis. It tries to explore how urban regeneration management promote cultural clusters, gradually develop the cultural creative economy and enhance an image of brandscape, associated with the value-added cityscape and livable environment. Meanwhile, this paper also tries to propose the spatial strategies in urban culture-led regeneration for the inner Taichung city. Finally, the paper concludes by briefly noting some critical issues and policy implications for promoting the cultural creative industries for the inner city at Taichung.

This article examines the terminology associated with the concepts of «urban planning transformation», «urban transformation», and «urban conversion transformation» as well as their synonymy in domestic and international sources. Various perspectives on urban transformation processes, prevalent in international academic literature, and urban transformation strategies in contemporary international practice are considered. It is established that when localized methods are implemented, transformation becomes spontaneous, unmanaged, or poorly managed. Integrated and systemic approaches, which promote planned, managed, and systemic transformation, appears the most promising.

Urban landscape and quality of life are particularly affected by factors such as intensive population growth, technological activities and spatial growth. In this context, urban renewal projects have become important in order to make urban areas more liveable. However, when urban renewal works are carried out, problems arise such as the disregarding of users' demands and their opinions, construction on a parcel scale rather than a whole, the not adoption of environment-friendly functional approaches. The aim of this study is; to draw attention to the effects that urban renewal projects have on people; to see how the local people behave towards urban renewal in the Isparta Karaağaç neighbourhood; to reveal demand and expectations from urban renewal projects and to provide the formation of a participatory approach. Therefore the data obtained as a result of the 300 questionnaire study with shareholders were evaluated by pair-wise comparison using the Person Chi-Square method in the SPSS program. In the direction of the resulting data, a participatory approach strategy plan was composed in urban renewal (UR) projects. In the conclusion and suggestions section, the social dimension in UR studies was examined and solution offers for the problems were developed.

Integration of Intermodal Transport Stations as a Tool for Urban Renewal in the City of Baghdad

The recent population growth, urban expansion, and high standard of living witnessed by most cities, including Baghdad, have made the provision of integrated urban transport systems a major challenge for those in the transport sector. To address the central issues related to urban renewal, growth and land use in cities, and the importance and impact of integrated intermodal transport systems on the design and urban renewal of cities, it is thus important to investigate the role of integrated stations in achieving the urban development and renewal of the city and to determine the most important comprehensive indicators in the field of integration of such systems in order to develop tools for urban renewal and growth.This paper offers an analytical and evaluation method to assess the potential for redevelopment of major intermodal transport stations and the opportunities for space and urban renewal that might follow such redevelopment. The methodology was implemented in the redevelopment of Berlin Central Station and the comprehensive plan for road transport for the Emirate of Abu Dhabi 2030, and may thus offer a basis for assessing and evaluating the city of Baghdad in terms of transport and developing future plans in this area. However, it required the development of correct scientific frameworks for the integration of multi-modal urban transport stations (systems) as development tools and attractions, and to have a positive impact for the city. This led to the research problem of investigating the “lack of sufficient perception of the impact of the complementarity of intermodal transport stations and their role as a tool in the urban renewal of the citybased on the assumption that integrated intermodal transport stations are large and multi-functional facilities, consisting of several integrated smaller systems, operating in a single overarching system such as a city at a scale that allows them to act as a tool in the process of urban renewal by promoting positive interaction with the surrounding environment.

Method for Evaluating Urban Building Renewal Potential Based on Multimachine Learning Integration: A Case Study of Longgang and Longhua Districts in Shenzhen

With the continuous advancement of urbanization, urban renewal has become a vital means of enhancing urban functionality and improving living environments. Traditional urban renewal research primarily focuses on the macro level, analyzing regions or units, with limited studies targeting individual buildings. Consequently, the unique characteristics and specific requirements of individual buildings during urban renewal have often been overlooked. This study first identified individual buildings undergoing urban renewal in the Longgang and Longhua Districts of Shenzhen, China, from 2018 to 2023 using multisource data such as the 2018 Shenzhen Building Census. A regression analysis based on building characteristics and locational factors was conducted using a stacking ensemble machine learning model. In addition, buildings were categorized into residential, industrial, and commercial types based on their usage, enabling both overall- and category-specific predictions of building renewal. The results show the following: (1) Using the prediction results of multilayer perceptron (MLP) and eXtreme Gradient Boosting (XGBoost) base models as inputs and fusing them with an AdaBoost classifier as the final metamodel, the goodness of fit of the overall building renewal regression model increased by 2.19%. (2) The regression model achieved an overall urban renewal prediction accuracy of 89.41%. Categorizing urban renewal projects improved the goodness of fit for residential and industrial building renewal by 0.14% and 6.13%, respectively. (3) Compared with traditional macro-level evaluation methods, the experimental results of this study improved by 8.41%, and compared with single-model approaches based on planning permit data, the accuracy improved by 29.11%.

Urban renewal theory is one of the theoretical frameworks in supporting urban development, which begins with an increase in the number of buildings in the city to accommodate basic human needs, continuing with the preservation of historical landmarks, as well as the introduction of green plants and sustainable ecology. It indicates that people pay greater attention to the urban living environment and shape the quality standards for urban design and the building of the city's image. The aims of Global urban renewal are almost the same, although the techniques and tactics of urban growth and renewal in the West and East vary to some extent. To fulfill the developing demands of the times, the city needs to renovate and upgrade the city's older parts while also considering the city's overall expansion and progress. This article examines and contrasts the history, idea, and urban renewal approach in the United Kingdom and China, and also investigates the similarities and differences in the growth of western and eastern cities. The cities are selected for their long history and unique planning features. Edinburgh in the U.K. and Xi'an City in China are selected as examples for an in-depth analysis of urban planning sequences in regeneration. The study of the evolution of urban morphology and the urban regeneration strategies of British and Chinese cities is reflected in the modern urban renewal of Edinburgh and Xi'an, along with the relationship between urban morphology and urban history and culture. It also discusses the impact of green space and the ecological environment on these two cities, separately, which also offers inspiring ideas and references for future city governance and revitalization.

Urban regeneration is emerging as an important means of transforming cities for development, with built environment as the main object of operation. Modern urban regeneration process has become a mechanism in the evolution of urban landscape, where decision-making factors such as legal, institutional and administrative systems have a direct impact on the implementation of regeneration activities. In turn, the built environment will also influence the urban decision-making process. Accordingly, this article interprets the important role of decision-making factors in urban regeneration from the perspective of urban landscape, taking Liverpool docklands as a case as it bears the history of shipping and trade and is also the main area of Liverpool’s urban regeneration. Based on the literature and official documents, this article reviews the urban regeneration process staging in Liverpool Docklands, identifies the decision-making factors, and constructs an explanatory framework, then the role of decision-making factors in shaping urban landscape is interpreted in stage. It is found that the role of decision-making factors is rooted in the notion of legitimacy of development power and influenced by institutional systems and administrative relationships, generally involving different agents from public, private and intermediate organisations. And the role in shaping urban landscape takes three forms: restrictive, chance and evolutionary.

The problems emerging with the development areas of contemporary cities and urban transformationis a significant field of debate. The priorities in urban development and transformation haveincreased the importance of the points of view debated at the political level about planning regardinghow the mobility produced in the space as a result of interventions made with public instruments isto be managed, and regarding what type of planning decisions are possible. The aim of this study isto reveal the just city approach as one of the recent theoretical approaches in planning; to show thenormative views developed around this approach; and to evaluate urban transformation on the basis ofthis approach. The just city approach is evaluated with the case of Havaalani neighborhood in Istanbul’sEsenler district, which underwent one of the first urban transformation projects. The study is based onin depth interviews held with local managers of urban transformations, contractors, residents of thedistrict and representatives of non-governmental organizations active in the district. Alongside thenecessity for considering the urban justice in urban transformation practices that are assumed to be amodel for development, the search for principles to meet this need have also been the basic focus ofthis study. The approaches treating urban planning with concern for justice will put the urban transformationpractices on a solid and accurate ground. Policies with such principles that ensure justice haveto be developed to sustain this approach.
