Judicial application and limitations of artificial intelligence
The emergence of new technologies offers wide-ranging opportunities for the development of the judicial system. Technological advances are completely modernizing the judicial and legal system, creating a channel for judicial reform — smart justice, an area of innovation in China’s judicial technologies. Smart justice represents a modern leap forward in human legal civilization, blending judicial system reform and information technology revolution. In the new era in China, significant changes are observed in the judicial system, including smart courts and smart procuratorates, supported by important legal norms and policies, with special attention given to fundamental improvement of the existing legal system. This reality, organized by the state, represents a form of “Chinese innovation”. Innovative development of the judicial system, combined with a deep synthesis of intelligent technologies, creates an objective basis for the application of intelligent systems in the judicial process. However, the dual nature of AI technologies means that while increasing judicial efficiency and reshaping the judicial process, intelligent systems also face the impact and challenge of traditional legal ethical concepts. Due to insufficient rational understanding of the limits of application of intelligent systems, there is a violation of their supportive role. It is necessary to strictly control the application of intelligent systems within certain limits, using technological rationality to eliminate deviations from value rationality, using value rationality to counteract the influence of technological rationality, correcting and regulating the limits of application of intelligent systems. Considering the position of instrumentalism and the auxiliary status of AI in the judicial process under the influence of rationalism as the main principle, limiting the scenarios for the application of AI in justice, establishing regulation of usage scenarios, improving the model of regulating the restriction of AI application, ultimately smoothing the tension between justice and artificial intelligence technologies, and exploring a rational path for justice.

Introduction. The judicial system in today's world is faced with a large number of cases that require efficient and fair resolution. Thanks to the development of information technologies, the automation of the process of conducting court cases and the introduction of intelligent systems have become urgent tasks for improving judicial justice. The justice sector has been slower than other sectors to adopt artificial intelligence and information technology (IT) in general. However, in most countries the amount of digital information resulting from the use of IT in legal proceedings is increasing. In this regard, the possibility of using artificial intelligence (AI) in the work of judicial bodies, prosecutor's offices and other specialized judicial bodies around the world is increasingly being investigated. Jurisprudence includes a wide range of problems and, accordingly, different sources of data for their solution. Using legislation, materials of criminal and administrative cases, concluded contracts and other legal documents, relevant specialists make decisions. In turn, artificial intelligence technologies, according to examples in other domains, can become assistants for specialists or make decisions in an autonomous mode.. The purpose of the article. To review the existing approaches to the application of artificial intelligence in the judicial system, to find out the shortcomings, advantages and limitations of machine learning algorithms in the judicial system. Determine the goals and methodology for further research. Results. In this work, the application of machine learning methods for solving problems arising in the field of jurisprudence is considered, algorithms, data sets and goals for further work are defined. The article is devoted to the possibilities and problems of application of artificial intelligence (AI) systems in the arbitration of the Republic of Kazakhstan, i.e.: in forensic examination, analytical and organizational work, adjudication, interpretation and analysis of law, as well as control over the adoption and execution of court decisions. In the course of the research the foreign experience of using artificial intelligence systems in the judicial systems of Great Britain, the USA and the Netherlands was analyzed. In addition, three main directions of application of artificial intelligence in judicial proceedings were identified. Based on the application of artificial intelligence in practice, it was determined that the use of the European Charter of Ethics in the legislation of judicial and law enforcement systems leads, as predicted by researchers, to positive and negative consequences of use. In addition, it was determined that the use of artificial intelligence in judicial proceedings can optimize the judicial system, prevent subjective attitudes, corruption and possible miscarriage of justice, and risk is necessary. These include: compliance with the ethical principles of artificial intelligence, the impossibility of ensuring transparency and verifiability of court decisions made by artificial intelligence, their legislative non-approval and non-compliance with the requirements of law, protection of personal information. In conclusion, recommendations are given to prevent the negative impact of the introduction of artificial intelligence in arbitration.

Criminal abuse of influence; in addition to disrupting the rule of law and governance, is one of the complex and serious problems of Afghanistan's judicial system and an obstacle to criminal justice. While the administration of criminal justice and the rule of law are considered the most important issues of governance and the judicial and legal system, this article, using a descriptive-analytical method and relying on library and documentary sources, attempts to answer this question: What deficiencies does Afghanistan's judicial-criminal policy face in dealing with criminal abuse of influence? Although this behavior is criminalized under the title of 'abuse of influence' in Afghanistan's Penal Code, findings from examining various dimensions of judicial-criminal policy in dealing with this phenomenon show that legal gaps, weak independence of the judiciary, inefficiency of oversight institutions, lack of coordination between judicial and legal institutions; non-compliance with fundamental criminal principles and sentencing standards, susceptibility of courts and judges to influence, and interference and influence by individuals throughout the judicial process are considered the most significant challenges in the judicial and legal system. The aforementioned deficiencies have led to increased corruption and public distrust in the judicial system, weakened the rule of law and judicial institutions, as well as caused the spread of judicial deviation and social disorder. Measures such as legislative reform and the development of comprehensive and clear laws regarding the crime of abuse of influence, specialized training for judges and staff of judicial and investigative institutions, implementation of measures to reduce political interference and ensure judicial independence, strengthening independent oversight institutions and increasing transparency, establishing effective mechanisms for cooperation between judicial and legal institutions to reform and strengthen judicial-criminal policy regarding criminal abuse of influence; are proposed.

Interaction by means of technology has been prominent in both public and private lives of people. Hence technological variation of information has been upgraded through the application of artificial intelligence, delivering an optimistic opportunity for speedy justice. A computer with strong AI exhibits all the behaviors that you would expect from a human. Hitherto, all state institutions are imperative to the functions of the state, with the judiciary holding the category of a nucleus in the system. The laws are disseminated through the courts. Unfortunately, in Pakistan, legal practice remains shy of the ultimate goal, which certainly circumvents the enaction of the judiciary. The number of cases outnumber the holding capacity to resolve them, as the mega pile up is tantamount to the lack of resources at hand. The judicial system is deprived of an effective case-flow management system, which is certainly considered an international best practice in the legal realm. The researcher has explored avenues to incorporate plausible information technology solutions to the problem in existence. Albeit inquiring through doctrinal and non-doctrinal approaches of the qualitative inquiry, the application of artificial intelligence technology in judicial proceedings is available. Only some realms of the judicial procedure are with artificial intelligence including but not limited to electronic case filing, research, and case-flow management. Hitherto, subsequent finding has alluded after the fact the practical awareness or usage of the system doesn’t seem to be an application. Promulgated regulations pertaining to the case-flow management have yet to be ratified through the parliament, tantamount to the lack of concerns, albeit assertions in the governing elite about the issue. Our article envisages of pioneering Artificial Intelligence in Judicial case-flow Management systems of Pakistan, as remedies towards conveyance of quicker justice, e- court services, plausible solutions, and considerate phenomenon. The Case Management System (CMS) is the insightful, interface for administering court justice in the world. It's an international best practice, which applies artificial intelligence as a core tool to implement international best practices. Inevitably, oblivion to this system, will impede progress, as the lack of technological infrastructure, socio-economic corridors, non-optimizing performance generators. Pakistan’s current ranking is stuck at 130/160, in judicial affairs in world ranking. The comprehensive analysis and shined in this article will enable enactment of artificial intelligence in the Pakistani judicial system. Apart from the mainstream, the designated fields, to be digitalised will be indicated in the initial phase. The judicial process in the Islamic Republic of Pakistan will be indicative of artificial intelligence technology, alongside the case-flow management system could be programmed for complete digitalization of the judicial backups. Furthermore, this study alludes to the point that AI is a useful rather significant element which can be compatible with the Pakistan judicial system in the fields of e-filing and CMS. AI has a great future and significant work will be done in it so for that purpose we discussed the recent past and future of this field also

With the development of society and the progress of science and technology, more and more technologies are being applied to the intelligent building system. The study summarizes and analyzes the development status of intelligent buildings, then analyzes and generalizes the advantages, disadvantages, and applications of several artificial intelligence and communication technologies in the intelligent building system. Results show that this paper introduces the three applications of artificial intelligence systems in intelligent buildings, including expert control systems, artificial neural systems, and intelligent decision systems, as well as the application of communication technology in intelligent buildings, including virtual LAN technology, communication network technology and broadband network technology. Artificial intelligence technology can reflect the current situation of buildings to people in real-time, judge emergencies instead of experts, and make the best choice to prolong the service life and stability of buildings. Communication technology can help users realize remote offices and home offices. The application of these technologies in intelligent buildings may not be mature at this stage, but the development and application potential are still very considerable.

One of the most important documents of the second half of the XIX century in the history of the Central Asia outskirts of the Russian Empire is the Temporary Regulation "On administration in the Ural, Turgai, Akmola and Semipalatinsk regions" of 1868, which became the basis for the region administrational reform contributing to the integration of the region into the general imperial space. The Temporary Regulation played a special role in the formation of a new configuration of the judicial and legal system in the Steppe Regions. The article analyzes the process of preparing the "Temporary Regulation", defines the goals, objectives and results of the work of the Commissions of 1863 and 1865. The article considers the organization of the judicial system of the Steppe Regions, which was a complex one, combining the principles of the new and pre-reform judicial systems and institutions with the elements of traditional judicial and legal system. The biy court, while retaining its significance, was reorganized and integrated into the regional justice system. However, despite the importance of the "Temporary Regulation", several years after its implementation, significant shortcomings in the work of the judicial and legal system of the region were identified. This problem caused a wide discussion at the regional and central levels of the government. The low efficiency of the regional judicial system caused comments, while the principle of forming a judicial system intergrating formal and informal institutions was contradictory. The lack of effects made the Government start a new draft of the judicial and legal system reform, taking into account regional peculiarities and experience in implementing the "Temporary Regulation".

The intelligent judicial trial assistance system is an intelligent auxiliary judicial trial tool based on generative artificial intelligence and machine learning technology. It can achieve auxiliary functions such as case upload, trial result prediction, and legal document generation through automated, digital, and informational means. It utilizes technologies such as Recurrent Neural Networks (RNN) and Long Short-Term Memory networks (LSTM) to train generative models for generating trial recommendations and assisting in decision-making. Through in-depth research on the working principles and optimization paths of the intelligent judicial trial assistance system, the best applicable path for the system in judicial trial practice is explored. By establishing optimized models, risks and biases are minimized to the greatest extent.

We are glad to introduce you that the 2021 3rd International Conference on Artificial Intelligence Technologies and Applications (ICAITA 2021) was successfully held on September 10-12, 2021. In light of worldwide travel restriction and the impact of COVID-19, ICAITA 2021 was carried out in the form of virtual conference to avoid personnel gatherings. Because most participants were still highly enthusiastic about participating in this conference, we chose to carry out ICAITA 2021 via online platform according to the original schedule instead of postponing it.ICAITA 2021 is to bring together innovative academics and industrial experts in the field of Artificial Intelligence Technologies and Applications to a common forum. The primary goal of the conference is to promote research and developmental activities in Artificial Intelligence Technologies and Applications and another goal is to promote scientific information interchange between researchers, developers, engineers, students, and practitioners working all around the world. The conference will be held every year to make it an ideal platform for people to share views and experiences in Artificial Intelligence Technologies and Applications and related areas.This scientific event brings together more than 100 national and international researchers in artificial intelligence technologies and applications. During the conference, the conference model was divided into three sessions, including oral presentations, keynote speeches, and online Q&A discussion. In the first part, some scholars, whose submissions were selected as the excellent papers, were given about 5-10 minutes to perform their oral presentations one by one. Then in the second part, keynote speakers were each allocated 30-45 minutes to hold their speeches.We were pleased to invite three distinguished experts to present their insightful speeches. Our first keynote speaker, Prof. Yau Kok Lim, from Sunway University, Malaysia. His research interests include Applied artificial intelligence, 5G networks, Cognitiveradio networks, Routing and clustering, Trust and reputation, Intelligent transportation system. And then we had Prof. Peter Sincak, from Technical University of Kosice, Slovakia. His research includes Artificial Intelligence and Intelligent Systems. Lastly, we were glad to invite Chinthaka Premachandra, from Shibaura Institute of Technology, Sri Lanka. His research interests include Artificial Intelligence, image processing and robotics. In the last part of the conference, all participants were invited to join in a WeChat group to discuss and explore the academic issues after the presentations. The online discussion was lasted for about 30-60 minutes. The first two parts were conducted via online collaboration tool, Zoom, while the online discussion was carried out through instant communication tool, WeChat. The online platform enabled all participants to join this grand academic event from their own home.We are glad to share with you that we still received lots of submissions from the conference during this special period. Hence, we selected a bunch of high-quality papers and compiled them into the proceedings after rigorously reviewed them. These papers feature following topics but are not limited to: Artificial Intelligence Applications & Technologies, Computing and the Mind, Foundations of Artificial Intelligence and other related topics. All the papers have been through rigorous review and process to meet the requirements of international publication standard.Lastly, we would like to express our sincere gratitude to the Chairman, the distinguished keynote speakers, as well as all the participants. In today's information society, the rapid pace of technological advancements and the increasing complexity of information processing necessitate that individuals acquire a broader and more diverse set of skills. In this dynamic environment, adopting innovative approaches in education has become essential for individuals to develop their competencies and keep pace with the demands of the era. This study aims to examine the potential of artificial intelligence (AI) technologies in adult religious education and to evaluate how these technologies can contribute to learning processes. The research investigates whether AI systems function as mechanisms that completely replace the roles of religious educators or as tools that enhance existing educational processes. The study employs a qualitative methodology to understand the impact of AI in adult religious education. Initially, a detailed review of literature in cognitive sciences, AI technologies, computer sciences, and adult religious education was conducted. This review provided a comprehensive understanding of the development and applications of AI technologies in education while also identifying existing research gaps. The literature review also covered the historical role of AI in education and the innovations it offers today. Furthermore, the study analyzed the effectiveness of innovative applications such as intelligent tutoring systems, personalized learning platforms, gamification tools, and virtual reality technologies. The degree to which these systems address the individual needs of adult learners was evaluated through detailed analysis. The research also placed special emphasis on ethical considerations, addressing issues such as data privacy, human-machine interaction, and the limitations of AI in transmitting values. Proposed solutions to mitigate these challenges were presented. These ethical discussions also encompassed the question of how technology can align with a human-centered approach, forming an integral part of the study. All data were evaluated using thematic analysis, providing a comprehensive understanding of the role of AI in religious education. The findings indicate that AI technologies hold significant potential in adult religious education. However, these technologies cannot fully replicate the indispensable roles of human educators, such as fostering empathy, providing ethical guidance, and offering spiritual support. The most effective use of AI in education lies in its role as a complementary tool that enhances existing processes. Technological innovations, particularly gamification and virtual reality applications, demonstrate significant potential to make learning experiences more engaging. However, challenges were observed regarding adult learners’ adaptation to these innovations. Personalized learning platforms offer structured support in areas such as text interpretation, exploring ethical issues, and learning ritual practices, effectively addressing individual learning needs. Nonetheless, the importance of human-centered pedagogical approaches in developing emotional intelligence, social belonging, and critical thinking has been reaffirmed. Therefore, AI technologies demonstrate potential in supporting personalized learning and enhancing student engagement in religious education. However, their integration must prioritize the preservation of pedagogical values and the reinforcement of educators’ guiding roles. This ensures that technological advancements can be utilized while maintaining the human-centered nature of education.

In the rapid development of artificial intelligence technology, some scholars proposed to integrate artificial intelligence and UAV technology together, comprehensively improve the application technology level of UAV, and truly meet the needs of information collection and processing in different fields. According to the application of UAV technology means in recent years, whether in the military field or the civil field, UAV has a very broad prospect for development. Intelligent UAV will replace the traditional UAV in a comprehensive way. Therefore, Chinese scientific research field should strengthen the integration of artificial intelligence and UAV technology research and development efforts, so as to guide the sustainable and healthy development of our UAV cause. After understanding the advantages of artificial intelligence and UAV technology, this paper mainly explores the development and application of UAV intelligent machine learning system according to the existing UAV technical means and artificial intelligence algorithm, and takes the UAV intelligent machine learning system in the agricultural field as an example to effectively verify the reliability of the application algorithm.

The study relevance lies in understanding strategic objectives' content concerning intelligent technologies’ application. The development and application of artificial intelligence in various branches of human activity carry the potential for global changes in society, which, in methodological terms, increases the relevance of considering these problems. The study of ethical problems of artificial intelligence in the concept of sustainable development of society is connected with the dynamic development of innovative artificial intelligence (AI) technologies, which are considered a process of becoming a new technosubject in the context of neuroscience development. The article emphasizes that the development of artificial intelligence acts as an innovative form of technology development when a new kind of human-machine technosubject is formed. The authors identify social problems of artificial intelligence application as the digitalization of life becomes a global anthropological challenge. Innovations of artificial intelligence are directly related to a number of ethical problems, as they contribute not only to the sustainable development of society but also cause dehumanization of relations between people and society. Based on the analysis of qualitative changes in scientific and technological research, using human-machine devices is becoming inevitable. Humankind must develop ethical guidelines for the application of AI systems.

Artificial intelligence (AI) technology has introduced significant transformations in the field of law and judicial procedures. Intelligent legal systems, utilizing machine learning and natural language processing, can enhance both the speed and accuracy of judicial processes. However, the adoption of this technology presents legal challenges such as the protection of privacy, the risk of bias, and ambiguities in accountability. In recent years, researchers and policymakers have become increasingly aware of the potential disruptive effects of AI on court operations and judicial decision-making. Although AI systems are currently employed to a limited extent in courts, debates persist regarding the future of this technology in judicial decision-making. Designing an automated court or an AI judge requires consideration of societal expectations, as well as the necessary skills and resources. Fundamental principles such as fairness, impartiality, and efficiency must be integrated into the design of new judicial systems in order to maintain public trust. AI has the potential to expand access to justice, render judicial decisions based on logical evidence through data analysis, and prevent discriminatory outcomes. Additionally, this technology may enhance transparency and public trust while increasing the efficiency and accuracy of case adjudication. This article adopts a descriptive-analytical approach, relying on library-based sources, to explore the role of AI in the judicial process. It aims to elucidate the applications of AI within this domain and to identify both its strengths and weaknesses.

In order to promote the development of intelligent teaching system, artificial intelligence technology is combined with computer assisted instruction (CAI) system to produce intelligent CAI (ICAI), and the design of ICAI is studied in order to facilitate the application and implementation of intelligent teaching system. First, there is an introduction of the basic concepts, related theories, and implementation principles of ICAI. Then, the requirements of ICAI are analyzed in detail on the basis of studying the relevant technologies required by ICAI, including the functional and non-functional requirements. The subsystem is set based on the different needs of the target users (administrator, teacher, and student users). Finally, the general and functional structure of ICAI are designed, and there are tests for the system functions. The results show that the system takes Java Server Pages (JSP) as the development language, Struts2 as the technical framework, and SQL Server 2008 as the back-end database, which realizes a teaching platform mainly for teachers, students, and administrators. After testing, the overall operation of the system is good, and the functional test results of the login module, homework release, and learning resource upload meet the software design requirements. The response time of the system prolongs, the number of users who can’t successfully log in grows, and the utilization of server central procession unit (CPU) and memory utilization both increase, which are caused by the increasing number of concurrent users. The results indicate that the combination of CAI and artificial intelligence (AI) technology can meet students’ online teaching demands, break the time-space limitation of traditional teaching, and provide important reference value for the reform of teaching mode and the improvement of teaching quality

The application of artificial intelligence (AI) technology in computer network technology is becoming increasingly extensive and in-depth. This paper analyzes the application of artificial intelligence in network security, network management, Internet of Things, edge computing and network services in detail. In network management, AI technology realizes network traffic optimization, automatic configuration and fault prediction, and improves the efficiency of network management. In the field of Internet of Things, AI technology helps manage and analyze a large amount of device data, supporting the development of smart homes and smart cities. In edge computing, AI technology enhances the data processing capabilities of edge nodes and reduces latency. In network services, artificial intelligence technology optimizes routing, voice recognition and personalized recommendation services. However, the application of artificial intelligence in network technology also faces challenges such as data privacy, computing resources and laws and regulations. This paper aims to provide a comprehensive reference for industry insiders to promote the application and development of artificial intelligence technology in computer networks.
