Abstract
In different parts of the world, the COVID-19 pandemic is testing the federal system of government like never before. Federalism—which believes in shared sovereignty and territoriality between multiple constituent units of governance—was anticipated to fail against a massive pandemic that needed swift, and presumably centralised, response. This brief examines federal India’s own experience in the past 18 months. The aim is to uncover the nature and dimensions of India’s pandemic response, and the obstacles it has had to hurdle given the challenges posed by its federal design. The brief outlines lessons for future crises.
