Abstract

China's public revenue amounts to 110 to 120 billion yuan a year. Our traditional practice in the past was to accord top priority in financial expenditures to key construction projects, increase gradually outlays for education, science, and culture, ensure the necessary military and administrative spending, and give proper consideration to other expenses. The so-called key construction projects mainly refer to capital construction in the economic field. Is it a correct practice to attach primary importance to economic construction and secondary importance to education, science, and culture? From a traditional point of view, such a practice is right and proper. This is because economy is the foundation and education and culture are the superstructure. Only on the basis of a developed economy can educational and cultural undertakings move forward.
