Abstract

This paper aims to identify pivotal issues of intergovernmental coordination in handling COVID-19 in Indonesia. This study used a qualitative approach with NVivo 12 Plus to evaluate and visualize data gathered from online media reports and government regulatory documents on intergovernmental coordination in handling the COVID-19 outbreak. This study identified pivotal issues in intergovernmental coordination, including synchronization, relation, communication, and regulation. This study gives four propositions about the pivotal issues. This study also considered implications and directions for future research.
