INTEGRATION OF NEW PUBLIC GOVERNANCE AND LOCAL WISDOM IN PUBLIC SERVICES AT THE SUB-DISTRICT LEVEL: A CASE STUDY OF MUSI RAWAS REGENCY
This study examines public service governance at the sub-district level in Musi Rawas Regency, focusing on the integration of local wisdom and the principles of New Public Governance (NPG). The research highlights the importance of collaboration between government agencies, vertical institutions, and the community in improving service efficiency and responsiveness. Using a descriptive qualitative approach, the study identifies key elements of effective public service governance, including collaboration, flexibility, risk management, and innovation. The research aims to analyze how local wisdom can play a role in addressing contemporary challenges in public service, such as transparency and accountability. The integration of local wisdom is deemed capable of building trust and fostering active participation, particularly through personalized approaches that respect cultural values and the implementation of decentralized services. The study also emphasizes the importance of technology and policy frameworks in ensuring the sustainability of service innovations, including direct engagement with rural communities. The research method employs a descriptive qualitative approach, utilizing data collection techniques such as Focus Group Discussions (FGD), interviews, documentation, and observation, involving 20 key informants. The findings reveal that the combination of NPG principles with local wisdom can create a governance model that is not only efficient and transparent but also responsive to the values and needs of local communities. This integrated approach indirectly strengthens trust, accountability, and inclusiveness in public services while offering a model that can be applied in other regions facing similar challenges.

In the digital era, the integration of local wisdom with public services presents a unique opportunity to enhance community engagement and effectiveness. This study, grounded in qualitative research methodologies, explores how local cultural and traditional knowledge can be seamlessly incorporated into the digital infrastructure of public services. The primary objective is to assess the impact of local wisdom on the efficiency and user satisfaction of public services in a digitized context. By employing in-depth interviews, focus group discussions, and thematic analysis, the research delves into the experiences of community members and service providers. The findings reveal that embedding local wisdom in digital services not only preserves cultural heritage but also increases the accessibility and relevance of these services to the local populace. This approach fosters a sense of community ownership and enhances trust in digital platforms. The study concludes that the marriage of local wisdom with digital innovation in public services not only aligns with contemporary technological advancements but also ensures the retention of cultural identity, offering a balanced path forward in the digitalization era.

This volume calls attention to the importance of collaboration and design for public sector innovation. In Chapter 1, we distinguished a model of public sector innovation inspired by NPM from one inspired by NPG (see Figures 1.1 and 1.2 for summaries). While NPM has certainly helped to place public sector innovation on the agenda over the last two decades, we believe that its focus on 'making the managers innovate' (as we might slightly restate the more usual aphorism 'making the managers manage') leads to a narrow view of the possible benefits of innovation (e.g., lean production) and overlooks the importance of understanding the process of innovation itself. We argue that collaboration and design are at the heart of this process and that attention to these contingent aspects opens up a wider perspective on the possibilities and benefits of public sector innovation. As opposed to a narrow focus on efficiency, the lens of innovation through collaboration and design permits us to imagine more radical innovations achieved through creative problem-solving.

The objective of this theoretical article is to present and discuss the evolution of the adoption of the New Public Governance (NPG) agenda, with a view to improving management, transparency, accountability, society participation, integrity and the quality of public services. The theoretical approach is based on administration, institutional and agency theories. Based on the literature and reports, The discussion on the adoption of the new public governance (NGP) agenda proves to be original and relevant for understanding the changes taking place in public administration. The results of the discussions show that the evolution of governance agenda in the public sector has a direct relationship with the pressures and demands of society for improved management, transparency, accountability, greater participation by society, and the quality of public services. It was also evident the need for governments to prioritize in the country's political agenda the adherence of the policy to the governance strategy in the public sector. The findings of the study show that the New Public Governance (NGP) proves to be promising in meeting the demands for public policies and services, in a more democratic and transparent way, at a lower cost. These changes are impacting the functioning of government and public administration, which opens the opportunity for the emergence of new ideas in the field of public administration theories and governance strategy in the public sector.

Purpose– Based on the concept of “intelligent public organisation” as a new theoretical trajectory for New Public Management (NPM) theory, this paper brings together the recent critical discussion on NPM as it relates to public services and service science while specifically pinpointing the nature of public sector intelligence, evaluation, as well as management and leadership of public services. The paper aims to discuss these issues.Design/methodology/approach– The paper highlights the ongoing discussion on service-dominant logic and reflects the major innovations in service research, innovation studies, organisational learning, development methods, and evaluation from the public services’ perspective.Findings– It is argued that contemporary public management theories and practices – and theories reflecting the role of public services – should make more use of that body of literature focusing on substantive service-dominant theories found in marketing and business studies. The paper concludes that the academic discourse on NPM and New Public Governance (NPG) has been rich in content, but to date rather biased from a public services perspective.Practical implications– It is argued that public services are arenas for interaction, co-operation, and co-creation, orchestrated by the networks of organisations providing these services. The essence of “service user” has also changed in recent decades. This development has practical implications for developing leadership practices in public services.Originality/value– Doctrines of NPM and NPG have been missing an appreciation of the comprehensive role played by public services and the role of evaluation of public services has also been largely ignored. In this light and in regards to public services in particular, the new wave of public policy evaluation paradigms could usefully be integrated with NPG.

Public service innovation is the eternal theme of government management. Scientifically recognizing the change process, evolution logic and dynamic mechanism of the government's public service purchase policy is not only an important support for grasping the policy direction and optimizing the policy design, but also a realistic demand for promoting the quality and efficiency of public services and accelerating the modernization of the national governance system and governance capacity. Based on the analytical perspective of historical institutionalism, the government's purchase of public services in China has experienced three important stages: local exploration, standardized development, and deepening reform. Its historical evolution has been profoundly influenced by situational factors, institutional factors, path dependence, and key nodes. The demand for government function transformation and social governance mechanism innovation, as well as the need for service object needs change and public service supply model innovation, are the driving forces behind policy change. Looking ahead, the government's purchase of public services should focus on standardizing and adjusting the setting of guiding catalogs, improving the needs assessment of service purchase, perfecting the implementation process of service purchase, and strengthening the process supervision and evaluation of results, so as to promote the high-quality development of the government's purchase of public services.

This study explores the effectiveness of the Scientific Inquiry Learning Model Based on Local Wisdom of Dayak Ketapang Culture on students' learning interest, with a focus on existing related literature. Through a review of previously published articles, the study findings highlight that the integration of Ketapang Dayak cultural local wisdom in scientific learning can significantly increase students' interest in learning. Research also emphasizes the importance of a contextual approach in introducing scientific concepts to students, allowing them to feel the relevance of the subject matter to their lived realities. The results of the analysis show that the integration of local wisdom in scientific learning has great potential to strengthen students' interest in learning and improve their academic achievement. The implications of this research reinforce the importance of promoting and actively supporting the integration of local wisdom in education to create an inclusive and effective learning environment

Waste management is one of the most pressing environmental challenges in Bali, along with increasing tourism activities and population density. This research aims to analyze how local wisdom applied through customary instruments such as awig-awig and pararem can be integrated into public policies to create sustainable waste management. The method used is qualitative descriptive based on literature studies and secondary case studies that examine various customary-based waste management practices in Bali. Data were collected through the analysis of policy documents, activity reports, and previous research results, and analyzed using the Miles and Huberman models. This study found four main things: (1) the application of pararem and customary sanctions to increase community discipline in sorting and processing waste; (2) synergy between customary institutions and local governments through community-based management programs to strengthen the implementation of formal policies; (3) the values of Tri Hita Karana play a role as a moral foundation that fosters collective environmental awareness; and (4) collaboration between actors within the framework of collaborative governance encourages the formation of an adaptive and sustainable management system. Practically, this research provides an understanding of the importance of the role of indigenous villages in supporting local value-based waste management policies, while academically adding insight into the integration of local wisdom in public policies in the environmental sector.

This research aims to identify forms of local wisdom relevant for integration in Social Studies learning in elementary schools and demonstrate their relationship with the Pancasila Student Profile dimensions, analyze effective strategies and learning models in integrating local wisdom, and evaluate the influence of Social Studies learning integrated with local wisdom on the formation of Pancasila values and elementary school student character. This research uses a qualitative approach with an interpretive paradigm and multi-site case study design involving three elementary schools in urban, suburban, and rural areas. Research subjects include Social Studies teachers, students in grades IV-VI, parents, and community leaders. Data collection techniques were conducted through participatory observation, in-depth interviews, focus group discussions, documentation studies, and open questionnaires. Data were analyzed using thematic analysis techniques with data triangulation to increase research validity. Research results show that the forms of local wisdom integrated include traditional organic farming practices, mutual cooperation systems, customs, traditional medicine knowledge, folk stories, and local handicraft traditions, all of which have meaningful relationships with the Pancasila Student Profile dimensions. Effective learning strategies include contextual learning (CTL), project-based learning, collaboration with community leaders, narrative learning based on folk stories, and outdoor learning with structured field trips. The combination of strategies with local context adjustments proved most effective. Social Studies learning integrated with local wisdom significantly influences the formation of Pancasila values and student character, demonstrated by a 45 percent increase in understanding Pancasila values, strengthening of cultural and national identity (92 percent of students), development of mutual cooperation and empathy character (78 percent of students), 3.5-fold increase in social participation, and learning motivation increasing from 65 percent to 87 percent. This research proves that the integration of local wisdom in Social Studies learning is an effective and meaningful strategy to realize the Pancasila Student Profile, not only increasing conceptual understanding but also building strong connections between students and their communities, strengthening cultural identity, and encouraging students to become agents of positive change in society

Seaweed cultivation (Kappaphycus alvarezii) is the primary source of livelihood for the coastal communities of Tanjung Village, Pamekasan, Madura. This study aims to examine the role of local wisdom in seaweed conservation, including traditional practices that support the coastal ecosystem. The research employed a qualitative approach using semi-structured interviews conducted with 15 key informants, including seaweed farmers, traditional leaders, and village officials. This was followed by a Focus Group Discussion (FGD) with 10 participants from seaweed farmer groups to confirm data and collectively discuss conservation and local wisdom issues. The collected data were analyzed using thematic analysis techniques to establish the relationship between traditional practices and the sustainability of seaweed. The study indicates that the local wisdom practiced by the Tanjung Village community, such as sasi rules (a traditional prohibition system) and traditional planting methods, contributes significantly to the conservation of Kappaphycus alvarezii seaweed. This local wisdom not only preserves the availability of seaweed resources but also strengthens social cohesion within the community. The integration of local wisdom with modern technology has the potential to enhance the effectiveness of conservation and seaweed productivity. Recommendations for advancing the cultivation of Kappaphycus alvarezii in Tanjung Village include: Collaboration between modern science and traditional practices is necessary to develop environmentally friendly and productive cultivation techniques, and the development of a community-based conservation model involving traditional leaders, farmers, and village officials is crucial for sustainable seaweed resource management.

The increasing reality of climate change demands innovative and sustainable solutions to maintain ecosystem balance and community resilience. In Indonesia, agroforestry based on local wisdom emerges as a practical approach to tackle these challenges. This study aims to delve deeper into the role of locally-informed agroforestry in strengthening community resilience and enhancing carbon sequestration. The method employed is a Systematic Literature Review (SLR) covering publications from 2020 to 2025, allowing for the comprehensive collection and synthesis of scientific evidence. Data analysis techniques involve grouping information based on key themes such as types of agroforestry practices, integration of local wisdom, and their impact on carbon sequestration and community resilience. The analysis results indicate that locally-based agroforestry enhances land productivity and sustainability and strengthens local communities' socio-economic structure. Significant contributions to carbon sequestration are demonstrated through planting endemic trees and traditional medicinal plants, which also serve as local ecosystem balancers. This research also highlights the need to integrate environmental education and local cultural wisdom to build holistic ecological awareness. This is crucial in establishing a more comprehensive sustainability approach. By combining environmental education and local wisdom, communities can better understand the importance of preserving the environment and utilizing natural resources sustainably. In conclusion, agroforestry based on local wisdom offers a sustainable solution to addressing climate change by strengthening community resilience and increasing carbon sequestration. It emphasizes the importance of leveraging local wisdom in designing more effective mitigation and adaptation strategies. Therefore, further research is needed to explore integrating environmental education and local cultural wisdom as a holistic approach to sustainability.

Digital transformation has become a crucial aspect in the development of the global tourism sector, with the need for integration of technology and local wisdom increasingly urgent. This study aims to explore the influence of digital transformation on Lake Toba tourism with a local wisdom-based approach and SEM analysis on GIS integration in the creative economy. Through a survey of 384 respondents, validity and reliability analysis was conducted using Cronbach’s Alpha, while SEM analysis used model fit index, path coefficients, and t-values. The results show that technology adoption, service quality, and tourist experience positively influence the economic impact of tourism. The tourist experience variable has the most significant influence on economic impact. The implication is that the integration of local wisdom in digital transformation can increase the competitiveness of Lake Toba tourism globally. This research provides a foundation for the development of more effective policies and strategies in utilizing tourism potential by considering the uniqueness of local culture and the application of modern technology.

Public sports service is an important component of the modern government construction service system. They play an important role in strengthening the national physique, improving people’s satisfaction with public services, and improving people’s welfare. With the implementation of the national sports strategy, the quality of sports has continuously improved, and significant progress has been made in the construction of sports facilities, sports service mechanisms, sports service projects, and sports service personnel. Due to the inclination of national development centers and differences in regional economic levels, the effectiveness and implementation of public sports service governance may be affected. In order to solve the current problems of unbalanced development of public SS and insufficient social security, this article used cloud computing to conduct an innovative design for public SS governance and surveyed the satisfaction of residents in the community with public SS governance under the innovative design. Through comparative experiments, it studied the service quality and implementation effect of cloud computing on public SS governance. Through experimental analysis, it was found that the service quality and implementation effect of the public SS governance innovation strategy were higher than the original public SS service system. The service quality of the edge computing public SS innovation system was about 10.6% higher than the original public SS system, and the implementation effect was about 8.1% higher than the original public SS system. Experiments have verified the feasibility of sports service innovation strategies under cloud computing.

This research presents a literature review about the integration of local wisdom into Civics learning in junior high schools with an independent curriculum to strengthen Indonesia’s national identity. Through a deep understanding of local wisdom, students can develop a sense of pride in their cultural heritage. This can help strengthen national unity and prevent social disintegration. Besides, the integration of local wisdom can also help raise students’ involvement in the Civics learning process, because material that is relevant to the local context will be easier for students to understand and identify. The literature used in this study comprises 2 books and 30 articles from relevant journals. Based on the results of the review, it can be concluded that the integration of local wisdom into Civics learning can be done by incorporating local wisdom values into Civics material according to the “Theme” or “Topic”. Meanwhile, the hidden curriculum of local wisdom can be included in regulations, norms, and learning rules; for example, in the learning process, students must behave based on existing local wisdom values. This will make learning more meaningful because the material studied is relevant to the context of community life and students discover local values that are relevant to life through interaction with their environment.
