Abstract

There is a great danger that the title, themes and content of this study course, which comes at a time of alleged frustration and disenchantment with many of the efforts and outcomes of social work and the social services; when for the first time in almost fifty years we are faced with the social and personal consequences of world recession and high unemploy ment; and when the preferred political and economic strategies have worsened the chronic lack of resources long suffered by the personal social services; will be interpreted as implying BASW's support for government policies. It may also may provide credence and nourishment to those who argue against free universal welfare and personal social services as a public necessity; and suggest that we propose supplanting government-sponsored formal social work agencies with self-supportive, self-sufficient voluntary aids.
