The aim of this article is to analyze the implementation and role of legislation, as well as promotion and research agencies, in the recent development of South Korea's cultural and creative industries, and to explore how this experience can provide strategic insights for shaping cultural policy in Chile. Since the 1990s, both countries regained their democracies and adopted a markedly neoliberal economy that has been reinforced in the last three decades. Both Chile and South Korea designed and implemented cultural policies under this economic model, but with dissimilar participation of the State in the strategic design of their cultural and creative industries. Through a bibliographic review, in-depth interviews and field visits in Seoul, this article seeks to identify learning dimensions of the Korean context that help to think about the design and implementation of policies to promote Chilean cultural and creative industries. The article demonstrates that the creation of strategic research and development agencies in the area in the 2000s were crucial to its commercial success, an aspect that has been incipiently implemented in Chile in recent years.

The purpose of this article is to analyse the main trends in the development of cultural and creative industries in Ukraine in the first quarter of the 21st century. It examines the influence of cultural, social, and economic changes on the formation and transformation of cultural and creative industries, including artistic projects, national brands, and cultural initiatives. The research methodology is based on general scientific principles of systematisation and generalisation, which enabled the author to identify and scientific prove the key trends of the development of cultural and creative industries in Ukraine. The implementation of the systematic approach provided an analysis of cultural and creative industries as a complex and dynamic system that interacts with socio-cultural and economic processes. The comparative method allowed for the analyse of the development of cultural and creative industries in European countries and the identify their specificity in Ukraine. The analytical method facilitated the identification of conceptual foundations and characteristics of cultural and creative industries as a tool for cultural transformation. The historical approach ensured an understanding of the evolution of cultural and creative industries in the context of global trends and transformations of the Ukrainian cultural space. Using the descriptive method, the current state of the development of cultural and creative industries, their impact on Ukraine's artistic environment, and the international cultural brand of the country were analysed. The scientific novelty of the article lies in conducting a cultural analysis of the main trends in the development of cultural and creative industries in Ukraine in the first quarter of the 21st century, particularly through studying their interaction with European and global practices. For the first time, conceptual approaches to the formation of Ukraine's cultural brand based on artistic projects in the context of globalisation challenges and contemporary cultural transformations are examined. Conclusions: The development of cultural and creative industries in Ukraine in the first quarter of the 21st century occurs amidst dynamic changes in the socio-cultural environment, driven by globalisation, digitalisation, and the activation of artistic initiatives. An analysis of international experience confirms that cultural and creative industries play a key role in shaping the national cultural brand and enhancing Ukraine's international competitiveness. It has been established that artistic projects are an effective tool for developing cultural and creative industries, contributing to creative self-expression, creating new opportunities for artists, and strengthening cultural ties at both national and international levels. Integrating global practices and adapting them to Ukrainian realities opens up prospects for the further development of cultural and creative industries as an important element of the country's cultural transformation.

IoT technology empowers the digitalization of art, culture and creative industries

Digital technology has penetrated all aspects of the cultural industry and has an important role in the development of the industry that cannot be ignored. This paper takes the location entropy data of each province, region, and city from 2008 to 2022 to reflect the level of digital development of art, culture, and creative industries in each province and city, and calculates the difference in digital development of industries between provinces and regions based on entropy weight TOPSIS method. A benchmark regression model was established with the digital development level of cultural and creative industries as the explanatory variable and the application of IoT technology as the explanatory variable, and a benchmark regression analysis was carried out. The global Moran’s I index and correlation test were used to investigate how IoT technology affects the art and culture industry. Finally, the path of IoT technology in empowering the digital development of art, culture, and creative industries was investigated through group analysis. The results show that the regression results of IoT technology on the digital development of art, culture, and creative industries are significant at 1% level and the influence coefficient of this variable is 0.719. The correlation coefficient of IoT technology application and art, culture, and creative industries is 0.866 and the Spearman’s coefficient is 0.748, which indicates that IoT technology has a positive influence on art, culture, and creative industries at 1% level. The impact of digital development is positive. This study provides new ideas for the innovative development of the cultural industry in the era of the digital economy, which has certain practical significance.

Analysis of Internal and External Factors Affecting the Development of Cross-Strait Cultural and Creative Industries

By selecting iconic cities from Chinese mainland and Taiwan, this paper introduced the present situation of cross-strait cultural and creative industries, detailing the overall development of the creative industries. Based on creative industry development factor theory, this paper analyzed internal factors affecting the development of creative industries, including enterprise interaction, regional networking, innovation system, and cultural environment, as well as external factors, including facility conditions and government environment. Taipei Cultural & Creative Zone and Hangzhou Cultural & Creative Zone were selected for a questionnaire survey, and with the use of principal component analysis, Chinese mainland and Taiwan were compared as to factors affecting the cultural and creative industries and priorities in development, giving some reference for the future study of cross-strait cultural and creative industries. To accelerate the development of creative industries, both sides should in view of these internal and external factors define industrial orientation, promote creative and cultural industrialization, develop creative industry clusters, build creative industry service systems, and strengthen intellectual property management, so as to optimize the industrial environment, enhance the core competitiveness of creative industries, thus to achieve economic and social benefits of the creative industries.

The Innovation and Development Path of Cultural and Creative Industries in Anhui Province, China: Nvivo12-Based Policy Text Analysis

The policy planning of cultural and creative industries is the leading factor affecting the development of cultural and creative industries and is also an important factor in driving China's economic transformation. How to combine the policy with the actual industrial development and how to scientifically assess the construction effect of cultural and creative industries and build the corresponding planning system are the key points of the current development of cultural and creative industries in Anhui Province, China. The study first analyzes the regional cultural characteristics and development status of Anhui Province, then uses Nvivo12 qualitative software to conduct grounded research and qualitative text analysis on 20 Chinese cultural and creative industry development policy texts, and summarizes three core elements that promote the development of China's cultural and creative industry: “development task,” “development goal,” and “development guarantee.” Then, according to the three core elements of the text, we propose policy recommendations for the innovation and development of Anhui's cultural and creative industries: focus on “cultural heritage and sustainable development” policy formulation, explore Anhui's regional characteristics and culture; strengthen the development of urban-rural cultural integration and mechanism innovation; optimize and adjust the structure and supply of cultural industries; top-level design to clarify the strategic direction of culture, and coordinate the research tasks to empower industrial innovation. Relying on new media means, it integrates three major development strategies to build a new mechanism for internationalized communication of cultural and creative industries in Anhui Province, develop regional advantageous industries, form advantageous cultural industry clusters, effectively spread local culture, and promote sustainable development of local economy.

Impact of Cultural and Creative Industries on Regional Economic Development in China — A Spatial Econometric Approach

In the 1990s, the United States and some developed European countries began to focus on developing some emerging industries, such as the cultural and creative industries, which developed effectively with traditional industries and achieved great economic benefits. With the worldwide economic integration, as a developing country, China has gradually realized the importance of emerging industries in the 21st century. Cultural and creative industries have also attracted more attention and achieved rapid development in the past few years. However, cultural and creative industries in China are still in the early stage of development. Industrial investment and related facilities have not yet formed the scale. Besides, relevant industrial policies are constantly changing. Meanwhile, the speed of cultural and creative industries’ development and their impact on the economy vary greatly in different regions of China due to factors like the scale of industry-related talents and the level of scientific research, resulting in uncoordinated development of technical layout and unbalanced economic development. Therefore, it is imperative to study the relation between cultural and creative industries and regional economic development.This paper selects data of 31 provinces from 2003 to 2013 and forms spatial panel data set. Four types of spatial econometric models are utilized to assess the impact of cultural and creative industries on regional economic development in China. Empirical results show that there is a strong spatial autocorrelation among different regions’ economic development in China. The development of cultural and creative industries can effectively promote the development of the regional economy in many aspects. In particular, the economy in the Center and the East is affected more significantly by the development of cultural and creative industries. Cultivation and inflows of cultural and creative talents, expenditure of scientific research, support of government and construction of related facilities are important factors of improving regional economy. For the West, the development of cultural and creative industries has a certain hindrance to the regional economy and some more effective ways should be raised to improve the region’s economy. Finally, according to the empirical result, this paper puts forward corresponding policy implications for different cultural and creative industries and the economy in different regions.

Presentation of Cultural and Creative Industries in the Region of Epirus

This part of the study describes the development of cultural and creative industries during the last few decades with emphasis on the years of the recent economic crisis. The data used in this part came from the Chambers of Epirus and were collected between September 2014 and March 2015. The database is built according to the NACE codes used to describe the cultural and creative industries and details presented in the report of The European Cluster Observatory “Priority Sector Report: Creative and Cultural Industries” by Dominic Power (2011). The presentation of the cultural and creative enterprises is two-dimensional; the first dimension is of the regional units: regional unit of Ioannina, regional unit of Arta, regional unit of Preveza and regional unit of Thesprotia. The second dimension refers to the enterprises’ activity by sector. According to the data collected 2.8 % of the total number of the enterprises operate in 41 sectors of the creative and cultural industries in the four regional units of Epirus. Τhe evolution of cultural and creative enterprises in the region from the 1980s until today is also presented.

Based on the financial support and talent support for industrial development, the basic route for the development of port cultural and creative industries is determined. According to the composition elements of the port cultural and creative industries, the port industrial structure is divided, and the factors affecting industrial development are analyzed. Utilizing technologies such as multimedia cultural processing, cultural and creative industrial park environment development, online cultural industry promotion, and SWOT industry assessment and other technologies to develop port cultural and creative industry development strategies. After applied research and analysis, it was found that the applied design of port cultural and creative industry development strategies can effectively increase the economic benefits of coastal cities by about 27%.

Granting Ukraine the status of a candidate for membership in the European Union will contribute to an even greater rapprochement of the parties than as a result of the ratification of the Association Agreement with the EU, which laid the groundwork for cooperation and cultural exchange. The purpose of the article is to study the role of cultural and creative industries in the national economy, as well as their development in the context of European integration processes. The work focuses on the analysis of the existing experience in the development of cultural and creative industries in the course of cooperation between Ukraine and the EU. The methodological basis of the research is a system of general scientific and special methods, such as: the method of systematic and comparative analysis and structural-logical, as well as historical and statistical methods. With the help of methods of systematic, expert and statistical analysis, the characteristic trends of the development of cultural and creative industries in the context of European integration were revealed and the problems inhibiting this development were investigated. It has been found that cultural and creative industries represent types of economic activity based on human creativity and produce creative, socially significant products with the help of production for further commercialization. It is shown that a number of creative industries, in particular IT, advertising, PR, audiovisual art are successful, the necessary conditions are created for their development and there are no obstacles. However, it was found that such industries as: cinema, publishing, literature and performing arts need the support of the state for their full development. It has been established that Ukraine continues to standardize the legislative framework, expand the range of institutions involved in the development of the sphere of cultural and creative industries, but this is still not enough. It was analyzed and concluded that the study and adoption of the significant experience of European countries in this field, as well as the use of the system of main indicators of the influence of culture on socio-economic development according to European standards, will be able to give Ukraine a new impetus to the development of cultural and creative industries in the context of European integration.

The Location and Built Environment of Cultural and Creative Industry in Hangzhou, China: A Spatial Entropy Weight Overlay Method Based on Multi-Source Data

Quantitative identification of the location of cultural and creative industries has always been an important issue in the study of micro-locations in human geography. However, most of the previous studies on the location of cultural and creative industries focused on the macro description of the existing cultural and creative industry and lacked quantitative identification of micro-locations suitable for cultivating and developing cultural and creative industries. Therefore, based on the relevant location theory of cultural and creative industries, the urban creative field strength and its quantitative model are proposed. From the perspective of the built environment, 500 m × 500 m grids were established as analysis units based on multi-source data, including society, economy and geography data, using the geographic information system (GIS) analysis technology and spatial entropy weight overlay method to describe and visualize the micro-locations of urban cultural and creative industries. Based on the empirical study in Hangzhou, the following can be concluded: (1) the study method of “single index measurement–entropy method weighting–space weighted summation–hot spot analysis” constructed can quantitatively identify the micro-location of urban cultural and creative industries. It proves that the research framework proposed is scientifically valid. (2) The overall field strength of the creative field in Hangzhou has a circular structure with multiple centers, gradually decreasing outward from the main urban area of Hangzhou, with the sub-centers of the creative field scattered around the core urban area. The most suitable location for the cultivation and development of cultural and creative industries in Hangzhou is located in Wensan District as the core area, which includes Wensan Road, Xueyuan Road, Wulin Square, Hangzhou Future City-Xixi Wetland, etc. (3) The location around the provincial/city/district government land is the core area of creative field strength, which is more suitable for the development of cultural and creative industries. The farther from the core area, the smaller the creative field strength is, and the more obvious the attenuation of distance is.

Exploitation of Sinking Market, Industry Clustering and Development of Cultural and Creative Industry

With the rapid development of emerging technologies, the conflict between the old solidification concept and the industrial thinking of technology addition makes the exploitation of the sinking market one of the structural difficulties in the development of cultural and creative industries. The gradual improvement of Internet infrastructure lays a realistic foundation for the exploitation of the sinking market. Under the trend that the cultural and creative industry is evolving towards aggregation, the research on the functional relationship between the exploitation of the sinking market, industry clustering and the development of the cultural and creative industry is of great significance. Based on the theoretical analysis of literature, the panel data of 31 provinces in China from 2004 to 2018 are selected for empirical analysis using the bidirectional fixed effect model. The research results show that the exploitation of sinking market has a significant positive impact on the development of cultural and creative industries. Further analysis shows that the agglomeration of cultural and creative industries will weaken the role of the sinking market in the development of cultural and creative industries.

Cultural and creative industries are one of the important aspects of modern service industry, '11th Five-Year Plan' made by Beijing puts forward high-end industrial development and clearly indicates the emphases of developing cultural and creative industries. The breakthrough driving modern service industries by mean of developing cultural and creative industries is of great significance for Beijing's economic and social development. Against this background, this study investigates the development status of Beijing's cultural and creative industries and finds Beijing's cultural and creative enterprises' business circumstance, human resource development, internationalisation status and enterprise innovation and intellectual property protection. The study also discusses Beijing's the cluster development of cultural and creative industries, aiming at discovering the development status quo and characteristics of cultural and creative industries, analysing its problems in order to make strategies and recommendations for the development of Beijing's cultural and creative industries.

Cultural and Creative Industries in Higher Educational Institutions of Ukraine: Current Trends and Development Prospects

The purpose of the article is to investigate current trends and prospects for the development of cultural and creative industries in higher education institutions of Ukraine, as well as the role of these industries in the formation of new approaches to learning, the development of innovations and the stimulation of students' creative potential. The research methodology involves the application of the dialectical principle of cognition, a systemic approach, as well as general scientific and interdisciplinary methods: analytical, comparative, semantic, synthetic, which allows for an analysis of the current state, to outline key trends and determine development prospects. The scientific novelty lies in the systematic generalisation of the development of cultural and creative industries in higher education in Ukraine, as well as in the analysis of the potential of these industries for the formation of new approaches to the professional training of students, including the integration of creative practices and innovative technologies into educational programmes. Conclusions. Analysis of current trends and prospects for the development of cultural and creative industries in higher education institutions of Ukraine has revealed several key aspects: the integration of cultural and creative industries into the educational process is an important element of innovative education; the active use of creative industries contributes to the formation of new forms of cultural and economic activity on the basis of higher education institutions; the combination of art, technology and business within the educational environment ensures the creation of the creative potential of the individual and contributes to the development of innovative approaches in society.
