In the article the bases of creation of favorable educational environment for cadets of State Emergency Service of Ukraine are offered. The complex of methods of theoretical research was used in the article: comparative analysis of scientific, learning, methodical, military sources in order to determine the state of the research problem; analysis of nomenclature documents of organization of learning process at universities of State Emergency Service of Ukraine in order to find out the features of creation of educational environment for cadets of State Emergency Service of Ukraine; classification and systematization of different points of views to the problem of modern directions and ways of development of educational environment for cadets of State Emergency Service of Ukraine. The basic results of the article are the analysis of term «educational environment», the underpinnings of its creation and its main components. The term «educational environment» in our research is interpreted as a form of existence of integrated educational processes, events and phenomena, that are filled by human senses, well-organized to the varieties of intellectual activity and co-operation. We selected two basic components of cadets’ educational environment. The organizational and administrative component of educational environment foresees logistical, educational and technological (methods, forms, learning tools, educational technologies etc) support of educational process; co-operation in the link ‘cadet – teacher – officer’, administration, representatives of universities (library, computer class etc); creation of favorable conditions for cadets’ professional activity; improvement of officers’ and teachers’ professional activity as well. The content and informational component provides the information ground, its accompaniment, satisfaction of cadets’ educational needs and is directed to cadets’ getting competencies and forming skills (informative, operational, organizational etc) by means of information technologies. The information technologies develop the educational environment greatly. The approach to creation of favorable educational environment for cadets of State Emergency Service of Ukraine offered by the author is the main result of the research, it influences to cadets’ successful professional activity. Problem of the Readiness of Cadets of Specialized Higher Educational Establishments of the State Emergency Service of Ukraine for a managerial activity

The article deals with theoretical aspects of a problem of the formation of the readiness of cadets of specialized higher educational establishments of the State Emergency Service of Ukraine for a managerial activity. On the basis of studied literature it was found out by the author that readiness for a managerial activity is considered as a complex, stable personal formation, expressing the aspirations of a specialist, on the basis of available professional knowledge, skills, professional orientation and personal qualities to successfully solve the tasks of management of personnel and a unit as a whole; it provides for the special organization of the educational process of future officers; the awareness of cadets and students about their reflection in the system of training for future activities. It was determined that a managerial activity is a complex socio-psychological phenomenon. The components of the readiness of future specialists of the State Emergency Service of Ukraine for the management activity are determined as: a discipline, a self-organization and punctuality, a possession of an effective management style, an ability to clearly formulate tasks and goals, a possession of etiquette rules, an ability to conduct educational work, a communicative competence. It is also proved that technical, professional, psychological and pedagogical training of students influences the improvement of readiness for a managerial activity. It is theorized that graduates of specialized institutions of the State Emergency Service of Ukraine should be able to quickly take their bearings in emergencies and adapt to them, take initiative, be selfless and persistent in fulfilling their tasks, improve their professional skills, be able to assess the situation correctly and adequately, take managerial decisions and to be psychologically ready for extreme situations while carrying out operational activities and extinguishing fires. It is determined that the cadets of specialized higher educational institutions of State Emergency Service of Ukraine strive for a self-improvement and a self-development, possess executive and communicative skills, and can confidently, timely and faithfully apply functions of planning, organization, motivation, control and coordination.

Economic and legal analysis of financing the needs of the Civil Service of Ukraine in Emergency Situations under martial law

The paper is devoted to the current issue of economic and legal analysis of financing the needs of the civil service of Ukraine in emergency situations during the legal regime of martial law. Analyzing the statistical data of the State Budgets of Ukraine for 2021-2025, we can conclude that further growth in expenditures on defense and security, including the State Emergency Service of Ukraine, is expected due to increased threats to national security. It is possible to redistribute funds between different types of law enforcement agencies depending on the priorities of state policy. The analysis of statistical data on the financing of the State Emergency Service of Ukraine and the National Police of Ukraine reflects the dynamics of the percentage ratio of their financing. Funding for ensuring the activities of civil protection bodies and units has been increased by UAH 29.04 billion, with the largest share of the increase in expenditures falling on this area due to the need to strengthen the capabilities of the State Emergency Service to respond to emergencies, in particular, the ones related to military aggression. UAH 160 million was allocated for the construction of housing for rescuers which indicates the state's concern for the social protection of the employees of State Emergency Service of Ukraine. It should be noted that personnel training, scientific and scientific-technical activities in the field of civil protection and fire safety are not provided for in the 2025 budget. This fact may indicate a temporary decrease in the priority of scientific research in the field of civil protection in favor of operational measures. All changes in financing of the State Emergency Service of Ukraine are connected to a number of factors: increased threats to national security, an increase in the number and scale of emergencies related to military actions, as well as the need to modernize the material and technical base of the State Emergency Service. A forecast has been made for the financing needs of the State Emergency Service of Ukraine for 2026 under economic instability in the amount of UAH 47,840,000 thousand, which will be reflected in the Law of Ukraine “On the State Budget of Ukraine for 2026”.

Professional burnout of employees of the organs and units of the state emergency service of Ukraine

Every day, employees of the State Emergency Service of Ukraine perform complex tasks of eliminating the consequences of rocket attacks, clearing debris, rescuing Ukrainian citizens, and ensuring the protection of the population and territories from emergencies. An important scientific and psychological area is the research of the peculiarities of professional burnout of employees of the State Emergency Service of Ukraine in order to develop vectors of psychological correction and psycho-correction in case of its occurrence.The scientific article presents a structural and functional model of the socio-psychological features of professional burnout of employees of the organs and units of the State Emergency Service of Ukraine.The supporting structures for the design of the structural and functional model were: Rybalka-Shevtsov's four-dimensional personality structure and the structural and functional model of psychological mechanisms of social adaptation of young people with musculoskeletal disabilities by I. Chukhriy and A. Shevtsov.Professional burnout is presented in the structural-functional model in the context of considering socio-psychological adaptation (socio-psychological adaptation, resilience, self-efficacy) and socio-psychological maladjustment (socio-psychological maladjustment, professional burnout).External factors that influence the formation of professional burnout among employees of the State Emergency Service of Ukraine include education (availability of secondary specialized, higher, secondary general education); specialized training (peculiarities of training of employees of organs and units of the State Emergency Service of Ukraine); work experience; marital status; and extreme working conditions.Individual psychological factors are grouped as follows: emotional-affective (emotional comfort/emotional discomfort, situational anxiety, personal anxiety, depression, aggressiveness, hostility); communicative (leadership, sociability, reflectivity); cognitive (cognitive processes, reflectivity); behavioral (dominance, escapism, prominence, dependence/independence, sociability/unsociability); motivational and volitional (internal control/external control, prominence, acceptance of struggle/rejection of struggle).The personality structure itself is presented as follows: age, genetic dimension, individual psychological dimension, and activity dimension.It is important to note that the proposed structural-functional model demonstrates the interconnection of all its structural components, and its ascending core is the structure of the specialist's personality, which is formed in the age, genetic, individual psychological and activity dimensions. Through the individual psychological dimension, we have the opportunity to explore the individual psychological factors that influence the emergence of professional burnout as a component of the process of socio-psychological maladjustment, or the formation of socio-psychological adaptability, resilience and self-efficacy as components of socio-psychological adaptation. The external (social) factors that demonstrate the social conditions for the emergence of professional burnout or can act as factors that prevent its emergence (family, career growth opportunities, etc.) are of great importance in the proposed model.

Стаття присвячена проблемі формування мотивації вивчення іноземної мови у профільних вищих закладах освіти ДСНС України. Проведений аналіз публікацій, присвячених проблемі мотивації, її видів та різних аспектів проблеми формування навчальної мотивації під час вивчення іноземних мов. Представлені результати опитування здобувачів вищої освіти І курсу різних спеціальностей Черкаського інституту пожежної безпеки імені Героїв Чорнобиля Національного університету цивільного захисту України стосовно мотивів вивчення іноземної мови та основних труднощів, які виникають під час цього процесу. Зроблений висновок, що складна проблема підвищення мотивації вирішується комплексно, з акцентом на зміст навчання, методику викладання мови та психологічну складову навчання. Авторами підкреслюється роль викладача, його особистості та професійної підготовки, володіння ним сучасними методами навчання іноземним мовам. Враховуючи дефіцит часу на вивчення іноземних мов у профільних закладах ДСНС України, звертається особлива увага на зміст навчання та вибір навчального матеріалу, беручи до уваги індивідуальні та професійні інтереси здобувачів вищої освіти. Авторами виокремлені такі методи інноваційної навчальної діяльності як освітні платформи та інтерактивні програми, які можна використовувати з метою урізноманітнення процесу навчання, адаптації навчальних матеріалів до рівня знань студентів та курсантів, надання персоналізованих завдань та підбору оптимальних методів навчання. Авторами наголошується необхідність враховувати психологічну складову процесу опановування іноземної мови, формування позитивного ставлення до навчальної дисципліни та нівелювання минулого негативного досвіду. На основі аналізу результатів опитування надані рекомендації стосовно формування позитивної мотивації вивчення іноземної мови в немовних вищих закладах освіти.

Comparative Review of Endurance Development in Cadets and Students in Track-and-Field Classes and Training at Educational Institutions of State Emergency Service of Ukraine

The purpose of the research is to provide a comparative review of the endurance development in cadets and students in track-and-field classes and training at educational institutions of the State Emergency Service of Ukraine.
 Research methods: analysis of scientific and methodological literature, pedagogical testing and methods of mathematical statistics of data reduction.
 Research results. The study resulted in a comparative analysis of the levels of endurance development in the cadets and the first-year students of the School of Psychology and the School of Emergency Rescue Forces of the National University of Civil Defence of Ukraine.
 Conclusions. The study results prove that the first-year students of the School of Psychology and the School of Emergency Rescue Forces have a low level of endurance (special and aerobic) as compared to the cadets. In this regard, the physical training syllabus ought to include more exercises intended to develop special and aerobic endurance.

REGULATORY AND SCIENTIFIC SUPPLY OF FUNCTIONING OF THE STRIP OF PSYCHOLOGICAL PREPARATION OF FIRE-RESCUERS AND RESCUERS

Based on the analysis of the regulatory support of the operation of the strip of psychological preparation in the territorial divisions of the State Emergency Service of Ukraine, the place of the strip in the training of fire-rescuers and rescuers was established and a change in its name was proposed. The experience of using by the territorial divisions of the State Emergency Service of Ukraine, educational institutions of civil protection, the Ukrainian Civil Protection Research Institute the strip of psychological preparation in the system of service training of fire-rescuers and rescuers is given, the composition parts of the strips of psychological preparation available in the divisions are analyzed. The absence of a unified approach to the structure of a typical strip of psychological preparation and the expediency of developing technical and regulatory documentation of the strip of preparation (modules). Taking into account the proposals of the territorial divisions of the State Emergency Service of Ukraine, educational institutions of civil protection, the Ukrainian Civil Protection Research Institute on the using the strip of psychological preparation in the system of official training of fire-rescuers and rescuers, programmed the main components of the modules (simulators). The statistical data on fires during 2013-2017 are analyzed, the conditions were determined in which fire extinguishing was carried out by the State Emergency Service workers in living rooms, in production facilities, in trade and storage facilities. Conditions, which complicated the fire extinguishing, the general characteristics of the objects of fires and obstacles, which fire-rescuers were overcoming during performing the tasks for the intended purpose were given. To determine the main obstacles through which rescuers moved, and the conditions in which the rescuers worked during carrying out tasks for their purpose, the analysis of statistical data on the quantitative indicators of classified emergency situations, the characteristics of emergency situations and examples of participation of the personnel of the Operational-Rescuer Services of Civil Protection in the liquidation of emergency situations was conducted. The main obstacles that must be overcome and the conditions necessary to create on the strip of preparation for fire-rescuers and rescuers during working out skills of work in difficult and extreme conditions. Taking into account the foreign experience of fire divisions, it was proposed to form a strip from separate functional modules.

ON JUSTIFICATION OF QUALITY INDICATORS AND METHODS OF THEIR EVALUATION OF SPECIAL FIRE PROTECTION EQUIPMENT

During the elimination of emergencies, fires and their consequences, units of the State Emergency Service of Ukraine work in a specific environment, which is due to adverse factors affecting them. Fire hazards are manifestations that cause or may lead to burns, poisoning by volatile combustion products or injury or death, causing material and other damage. Dangerous factors of fire include: fever, smoke, deterioration of the gas environment. To date, a number of different (both in terms of technical characteristics and type) special protective equipment is used to perform the tasks assigned by the State Emergency Service of Ukraine, which may not always protect the firefighter from the effects of certain dangerous factors that occur in a fire. The current national standards in Ukraine set only the minimum technical requirements for such equipment, which are insufficient to identify substandard products that fall into the equipment of these units. Therefore, in order to prevent the use of such low-quality protective equipment, it is necessary to study all possible risks and dangers that arise during emergency response by the State Emergency Service of Ukraine and develop reasonable requirements for special protective equipment and appropriate test methods. The above determines the relevance of the study aimed at implementing in Ukraine modern requirements for quality indicators of special protective equipment for firefighters, methods and procedures for their evaluation. This is necessary to implement the requirements of the Technical Regulations for construction products, buildings and structures in order to ensure the safety of rescue teams during firefighting. In order to assist in solving this problem at the Institute of Public Administration and Research on Civil Protection by order of the State Emergency Service of Ukraine plans to conduct research on "Substantiation of quality indicators and methods of assessing special protective equipment firefighter" (topic code: Protective equipment - indicators quality "), which will develop a draft national standard of Ukraine, which sets requirements for quality indicators of special protective equipment for firefighters, methods and procedures for their evaluation.

Improving the operational efficiency of control centers for emergency events by using GIS technologies

The object of the study is the functioning of control centers during emergencies. Ukraine has faced large-scale emergency events caused by Russian aggression. The experience of crisis management in emergency events showed the need to find new solutions and improve the activities of emergency management centers at the State Emergency Service of Ukraine and GIS technologies in decision-making support systems. The curent paper has formulated a conceptual model of the work of emergency management centers at the Emergency Service of Ukraine; based on it, their main functions were formed. Identification of risks for objects that carry potential danger was carried out and a block diagram of object risk assessment was developed to improve the work of emergency control centers at the State Emergency Service of Ukraine. An approximate list of software and online resources for the operation of emergency management centers at Emergency Service of Ukraine is provided, which makes it possible to summarize the risks that are present in the given territory, isolate them, and pay special attention to prevent possible consequences from them. Based on the computer software MARPLOT, CAMEO, and ALOHA, an example of response to an emergency event was described. In this case, the weather conditions, physico-chemical parameters of the dangerous substance, and the radii of the danger zones of its distribution and the number of people who need to be evacuated were taken into account. In practice, having this knowledge, a head of the emergency management center at the State Emergency Service of Ukraine will be able to effectively manage people without exposing them to danger, as well as conduct timely evacuation. The use of these programs makes it possible to reduce the time of hazard assessment and visualize them, which creates advantages over the existing methodology of the State Emergency Service of Ukraine in terms of speed of hazard assessment. The results have made it possible to solve the problem of increasing the efficiency of the emergency management centers at the Emergency Service of Ukraine and to create the prerequisites for building a geo-information portal that could combine various methods and techniques on one platform

DEVELOPMENT OF MANAGERIAL COMPETENCE IN FUTURE PROFESSIONALS STATE EMERGENCY SERVICE OF UKRAINE

The dynamic operational context of the State Emergency Service of Ukraine (SESU) demands specialists who combine technical proficiency with well-developed managerial competence. This article examines managerial competence as an integral component of SESU professional competence and clarifies its structure, levels, and conditions of formation during higher-education training. The aim is to substantiate the necessity of purposeful managerial-competence development for future SESU specialists and to outline a coherent framework for its cultivation in universities. Methodologically, the study employs general scientific methods - literature analysis, comparison, generalization, and explanation - supplemented by a conceptual synthesis of management principles, methods, and techniques applicable to SESU training. The analysis identifies three core components of managerial competence: an operational-technological component (mastery of management activity algorithms), a scientific-theoretical component (knowledge required to implement these algorithms), and a psychological component (intellectual, motivational, and volitional preconditions for effective performance). It further delineates levels of mastery - scientific-theoretical, content-personal, imitation-activity, and professional-activity - corresponding to progressive readiness for real managerial tasks. The results specify management principles for SESU professional training (scientific validity, planning, personnel selection and placement, competence and efficiency, optimality, material and moral incentives) and distinguish management methods (organizational-administrative, psychological-pedagogical, economic), linking them to the cultivation of managerial culture, positive value attitudes, teamwork, reflexivity, and early experience in solving managerial problems. The study concludes that systematic, principle-guided integration of these components and methods into SESU higher education can resolve the current contradiction between the objective need for managerial competence and uneven training practices, thereby enhancing graduates’ readiness for decision-making, responsibility, and effective leadership in emergency contexts.

Особливості формування готовності до професійної комунікації у майбутніх офіцерів служби цивільного захисту

Literature review was conducted to gather evidence-based materials that address strategies to promote readiness for professionally oriented activities. The purpose of the article is to emphasize the importance of communicative training in departmental educational institutions and to determine factors which affect readiness for communication and increase its effectiveness. The overall study objective is to theoretically substantiate and experimentally test the author’s model of the system of professionally oriented communicative training of future civil protection service officers in the institutions of higher education of the State Emergency Service of Ukraine. To achieve the purpose of research the following methods have been applied: theoretical; method of theoretical modeling; empirical. Research was carried out on the basis of departmental higher educational institutions of the State Emergency Service of Ukraine. 422 cadets, 163 teachers and officers were involved at various stages of the research. The author’s structural-functional model of professionally oriented communicative training of cadets in departmental institutions is introduced. The model has an appropriate structure of interconnected structural components, content and characteristics of which are described. The author distinguishes and substantiates the following subsystems of the model: target, conceptual-strategic, organizational-designing, procedural-technological, control-evaluation and resultative. The contributing factors to effective communicative training of future officers have been summarized: formation of a value attitude to future profession; introduction of interactive teaching methods; improvement of teaching and methodical provision; optimization of the subject-subjective interaction of participants in the educational process during simulated situations of professional communication. The study confirmed validity of the author's model.

Integral Development of Power Endurance in Cadets of Higher Educational Institutions of the State Emergency Service of Ukraine

The purpose of the study is to experimentally substantiate the effectiveness of specially selected methods for the development of strength endurance of cadets of 1-2 courses of the National University of Civil Protection of Ukraine. It was revealed that the main criterion for choosing exercises for developing the strength of cadets of 1-2 courses is the degree of workload of various muscle groups during their performance, as well as the optimal physical load in strength exercises of various kinds. The results of the study can be applied in the system of general and applied physical training in educational organizations of the State Emergencies Service of Ukraine to optimize the strength training of cadets for the effective implementation of professional duties.

Introduction. The article considers the problem of professional communicative competence as a key to successful adaptation of rescue service watch commanders of the State Emergency Service of Ukraine. The author proves the significance of the study explaining it by the fact that they get the information on functioning of life support facilities, activities of the staff, emergency and its consequences in the process of communication.Purpose. The purpose of the research is to identify the psychological features of the development of communicative competence as a condition of adaptive behavior of watch commanders at the State Emergency Service of Ukraine.Methods. The following research methods have been used in the study:theoretical (analysis of research literature, which regulates communicative competence in the conditions of adaptive behavior of watch commanders at the State Emergency Service of Ukraine; generalization of the obtained information;empirical (observation, questioning, testing).Originality. The analysis of numerous research papers proves that psychological conditions for the development of watch commanders’ communicative competence at the institutions of higher education of the State Emergency Service of Ukraine have been insufficiently investigated. Thus, a special socio-psychological study of the conditions and peculiarities of the communicative competence development of the future watch commanders becomes relevant.Conclusion. The author concludes that communication is the transfer of information from one person to the other in the process of activity. If communication is poorly organized, decisions may be flawed and employees may misunderstand what the leader wants them to do, and people’s relationships may get worse. It means that effective performance and successful problem solving depends on successful communication. Thus, communicative competence is a complex integral characteristic of the watch commander’s personality. Communicative competence is not only knowledge and skills, but also the willingness to apply them adequately and effectively in direct professional activity. Communicative competence is normative in nature, includes the rules and patterns of communicative behavior in the society. It is understood as a personal characteristic, which reflects the way a watch commander performs professional tasks and the attitude to the profession, to himself/herself and the type of interaction with other people.

Summary. The purpose of the research is to discover the historical stages of establishment and development of the leading higher education institution in the system of the State Emergency Service of Ukraine – Cherkasy Institute of Fire Safety named after Chornobyl Heroes in the period from 1973 till 2019. The research methodology is based on the principles of historicism, system-formation, scientific character, the authors’ objectivity, the use of general scientific methods (analysis, synthesis, generalization), methods of empirical research and special methods (deduction, induction). The scientific novelty of the article consists in the argumentation of the fact that, for the first time, the comprehensive historical analysis of the 46-year-long path of the higher education institution in the system of the State Emergency Service of Ukraine was made. Conclusions. The main task of Cherkasy Institute of Fire Safety during all the stages of its establishment and development was training of highly skilled professionals for the Civil Protection Service. Education system sponsored by government agencies occupies a leading place in the country’s educational sector making its contribution to the preparation of engineering and technical staff for Ukraine. Quality of teaching in higher education institutions sponsored by government agencies is high. History of higher education institutions sponsored by government agencies including Cherkasy Institute of Fire Safety is a part of history of Ukraine which has a number of peculiarities shown on social, economical, political and cultural development of the country. At the core of the work of the higher education institution in the system of the State Emergency Service of Ukraine is orientation towards improvement of teaching and learning process, giving professional knowledge, skills, self-realization of the personality to the creative work and continuous education for life, formation of the future professionals ready for full integration into social and professional life of the society.

Reforming the system of educational institutions of the State Emergency Service of Ukraine in Ukraine is aimed at forming the professional competence of a new generation of future fire safety and civil defense specialists using innovative training technologies capable of effectively performing assigned tasks.
 Currently, the problem of forming the modern content of departmental education, implementing effective innovative learning technologies and creating a favorable environment for mastering the latest professional competence in the training of future fire safety and civil protection specialists is being actualized.
 The most important task of the educational system today is the formation of a new approach in which the following needs are expressed: active cognitive activity of those who are taught, partnership relations between teachers and those who are taught, an individual approach to learning - revealing the cognitive potential of an individual through the use of reserves laid down by nature.
 The problem of formation of professional competence of future specialists (from the standpoint of its continuity) in any field is in the field of view of many sciences.
 Of particular importance today is the development of the professional and pedagogical competence of the teachers of departmental educational institutions, which train future fire safety and civil defense specialists with the introduction of innovative learning technologies.
 A modern teacher of a departmental educational institution needs flexibility and non-standard thinking, the ability to adapt to rapid changes in life, the ability to creatively approach the organization of the educational process and achieve high work results. An important condition for intellectual and professional improvement is the mastery of motivational, technological, methodical, psychological-pedagogical, intellectual and communicative competences.
 Participation in master classes and professional trainings contribute to increasing the level of professional and pedagogical competence; updating the content of advanced training and internship; improvement of methodical competence in the inter-course period; participation in competitions of professional skills; mastering information and telecommunication technologies.
 The article, based on a theoretical study, scientifically substantiates the need for the formation of professional competence in the application of innovative learning technologies in the preparation of future fire safety and civil defense specialists using innovative learning technologies.
