Abstract
Informacni a komunikacni technologie jsou odbornou veřejnosti v souvislosti s problematikou bezpecnosti diskutovany z mnoha pohledů. Autoři chapou informacni a komunikacni technologie jako potencial a zaroveň hrozbu pro bezpecnostni prostředi. Cilem clanku je holisticky analyzovat zakladni souvislosti mezi infomacnim ramcem a funkcnosti systemu kriticke infrastruktury spojenou s cinnosti veřejne spravy v Ceske republice. Jako modelový připad je diskutovana ochrana kriticke infrastruktury před toxickými latkami. Turbulentnost bezpecnostniho prostředi, transformace konfliktů do hybridnich nebo asymetrických forem a, jak je v clanku prokazano, klicove a průřezove postaveni informatiky v těchto procesech cinni toto tema velmi aktualni.
