The article explores ways to achieve an optimal and fair gender distribution of time in Ukraine’s public administration through the lens of spiritual principles of human coexistence: balance and fairness, responsibility, causality, interaction, and unity. The article provides an overview of these principles and highlights the most influential research on the subject. It examines the impact of technological changes on the organization of time, noting that despite the advancement of digital technologies, changes in gender roles occur slowly. The article proposes an analysis of the causal relationships in gender time distribution and the importance of implementing the spiritual principles of balance, fairness, responsibility, interaction, and unity to achieve sustainable societal development. It emphasizes that the use of these principles in public administration contributes to gender equality, harmony between professional and personal life, and social justice.The article also focuses on vertical and horizontal relationships in public administration, exploring how to achieve gender equality through the adjustment of workloads, the introduction of flexible working conditions, equal access to career opportunities, and the establishment of clear gender-sensitive standards. The application of the principles of balance, fairness, responsibility, causality, interaction, and unity not only enhances the efficiency of management processes but also fosters sustainable societal development. The article further highlights the importance of considering personal-level interactions and the use of digital technologies to reduce gender bias in the allocation of working time. Ultimately, ensuring an equal gender distribution of time in public administration depends on the conscious efforts of both individuals and organizations at the institutional level, creating a harmonious and productive environment for all participants in administrative interactions.

In modern construction development, the integration of stakeholders into the investment and implementation processes of projects is a key factor in ensuring their efficiency and sustainability. Successful management of stakeholders allows minimizing risks, improving the quality of project implementation and ensuring the stability of financing. The introduction of a systematic approach to stakeholder integration contributes to the optimal allocation of resources, improving communications between participants in the construction process and reducing the likelihood of conflicts. Modern methodological approaches to stakeholder integration involve the integrated use of financial, management and digital technologies. They are based on the principles of partnership, openness and mutual responsibility of all participants in the development process. Particular attention is paid to the implementation of digital platforms that provide process automation, transparency of financial flows and analytical support for management decisions. Key aspects of effective integration are the formation of mechanisms for interaction between investors, developers, government agencies, financial institutions and end users. The use of innovative management models, such as public-private partnerships, digital ecosystems and blockchain technologies, allows to increase the level of trust between participants and ensure effective control over the implementation of development projects. Therefore, the integration of stakeholders into the processes of investment and implementation of construction projects is a strategically important direction for the development of development. The use of advanced management methods, analytical tools and digital technologies contributes to the optimal allocation of resources, risk reduction and increased efficiency of the implementation of construction initiatives. In addition, an important aspect of successful stakeholder integration is the implementation of multi-level management mechanisms, which allows taking into account the interests of all participants in the process. The development of management strategies based on predictive analysis and assessment of potential risks ensures greater adaptability of development companies to changes in the market and the legislative framework. In particular, the use of digital technologies, such as artificial intelligence and big data analysis, allows to significantly increase the accuracy of forecasting and management of financial flows. Also, an important element of stakeholder integration is increasing the level of social responsibility and environmental sustainability of projects. The involvement of environmental standards, principles of sustainable development and the use of energy-efficient solutions helps to improve the reputation of development companies, attract new investors and expand financing opportunities.

The purpose of this study is to explore the extent to which CV SBA implements business ethics in Islam. This is inseparable from the various issues that have developed that many SME business actors treat their employees arbitrarily, exploitatively and tyrannically. This prompted the author to conduct research at CV SBA as a furniture company located in South Tangerang City. The method used in this research is descriptive qualitative research. namely the work steps to describe an object, phenomenon, or social setting. Business ethics in this study uses the principles of Islamic business ethics proposed by Fauroni (2022), namely: 1) the principle of unity, 2) the principle of balance (tawazzun), 3) the principle of free will, 4) the principle of responsibility, and 5) the principle of truth (benevolence and honesty). CV SBA has run its business in accordance with Islamic business ethics. This refers to the 3 principles of Islamic business ethics that have been implemented in its business activities and activities. Принципи взаємодії органів державної влади і громадських структур як основа гармонізації суспільства

Охарактеризовано рівні співпраці між державними і громадськими структурами: інформування про діяльність державних органів влади, яке здатне видозмінити уявлення про владу, що склалося в суспільній думці, а отже, сформувати позитивний або негативний імідж; консультування, коли влада запитує громадськість щодо думки про конкретну політику, напрями розвитку чи інші державні ініціативи; діалог як двосторонню комунікацію про потенційно спільні цілі з метою розробки конкретної політики; партнерство як вищий рівень спільного державно-громадського управління із взаємними обов’язками кожної сторони. Визначено три основні принципи взаємовідносин органів державної влади з громадськістю, без дотримання яких співпраця буде неефективною: 1) участь громадськості у процесі прийняття державно-управлінських рішень; 2) соціальна довіра, яка передбачає повагу, взаємну надійність і чесну взаємодію між суб’єктами та секторами громадянського суспільства та органами державної влади; 3) відповідальність, прозорість та підзвітність. Обґрунтовано основні перешкоди для дотримання принципів забезпечення ефективної координації та співробітництва між державними органами влади та громадськими структурами. На основі аналізу функцій та принципів взаємовідносин між досліджуваними суб’єктами визначено основні шляхи подолання бар’єрів, які утруднюють необхідну співпрацю.

Goal. Generalization of the features of the use and development of digital technologies in public administration. Method. In the research process, general scientific methods of research, abstraction and specification were used; system analysis. The results. The development of information and communication technologies in the state sector is one of the main tasks of the socio-economic development of the country. Innovative and rational application of digital technologies will become the basis for the creation of a single economic and informational space. The foundations of the development of the digital economy in public administration are considered. Scientific novelty. Systematized tools of digital development in public administration; the complex of tasks regarding the use of digital technologies in public administration is substantiated; approaches to the formation of a balanced portfolio of projects in the field of digital development have been developed under the conditions of identification and determination of risk gradation levels. Practical significance. The implementation of recommendations on the comprehensive application of digital technology development tools in the public sector makes it possible to improve the quality of public administration.

Digital transformation of public administration: opportunities and risks

The article discusses the priorities and socio – economic risks of the digital transformation of public administration. The main approaches to the problem of the use of advanced digital technologies in the activities of state and municipal government bodies aimed at the formation of a modern system digital environment are investigated. The main directions of the digital transition in public administration are considered, which include the digitalization of communications between public authorities, the active introduction of digital technologies into the practice of providing state and municipal services to business structures and households, stimulating the introduction of effective digital solutions as one of the important conditions for social dynamics.The article identifies the factors and social risks affecting the digital transformation of public administration in the Russian Federation. Among them are the high level of digital inequality, deep social differentiation of regional development, the costly nature of digitalization, risks to the labor market and traditional forms and conditions of employment, problems of adaptation of citizens to the active use of digital technologies in the public administration system, as well as the unconditional provision of citizens' rights and information security in the digital environment. The importance of the course of the Russian state to dynamize the digital transformation of the state and society in the conditions of unprecedented aggravation of international relations in the modern world and tough economic and political sanctions imposed against our country was confirmed.

Islamic business ethics are provisions of ethical norms in doing business based on the Qur'an and Hadist which should be used as a guideline for doing business by a businessman. But in fact what is found in the field are many unscrupulous business people who have not properly implemented Islamic business ethics. This study discusses the analysis of the behavior of fruit sellers in the perspective of Islamic business ethics at the Sado intersection fruit market, Jambi city. The purpose of this study is to describe how the behavior of fruit traders at the Simpang Sado fruit market in Jambi city in the perspective of Islamic business ethics.This research is a field research using descriptive qualitative method. Collecting data by conducting observations, interviews and documentation. Test the validity of this study with triangulation techniques. The subjects in this study were fruit traders and buyers.The results of this study indicate that fruit traders at the Simpang Sado Fruit Market, Jambi City, have not fully implemented good Islamic business ethics in their business. This can be seen from the five principles of Islamic Business Ethics, namely the Principles of Monotheism, Balance, Free Will, Responsibility and Ihsan. Of the five principles, only the principle of free will and the principle of responsibility have been implemented properly. However, the principle of monotheism, the principle of balance and the principle of ihsan, has not been fully implemented properly. Such as obedience in worship, fairness in service, fairness in determining prices, maintaining quality, honesty and transparency. Therefore, the behavior of fruit traders at the Simpang Sado Fruit Market, Jambi City, is not fully appropriate based on the perspective of Islamic Business Ethics. As for the impact of traders' misunderstanding of Islamic business ethics in buying and selling transactions, it has a negative impact on buyers, because buyers feel aggrieved by the actions of traders who deviate from Islamic business ethics.

Statistical Assessment of The Implementation of Socio-Economic Development Strategies of The Republic of Uzbekistan in the Context of Digital Transformation

Purpose of the study. The main purpose of the article is to conduct a statistical assessment of the implementation of strategies for the socio-economic development of the Republic of Uzbekistan using an innovative methodology based on the use of digital technological solutions.Materials and methods. In the course of writing this article, the authors used the methods of system analysis, synthesis, statistical sampling and grouping, induction, deduction, methods of working with computer networks and digital platforms, special methods and tools necessary to optimize the work of the portal of the State Committee of the Republic of Uzbekistan on Statistics, as well as when working on this article, methods of working with digital technologies, specialized software products, web services were reflected.Results. The authors present the main technological approaches to conducting a statistical assessment of the activities of industries and spheres of the national economy of the Republic of Uzbekistan based on the use of digital mechanisms. New scientific approaches to the integration of statistical activities with other objects of the national economy in the context of digital transformation are proposed, the main directions for organizing the interaction of the statistical industry with economic objects within the framework of the National Program “Digital Uzbekistan – 2030” are identified. It is shown that in the modern period in the Republic of Uzbekistan a whole range of government decisions has been adopted on the comprehensive development of the country’s economic system based on the use of digital technologies. In addition, the article proves that the development of digital infrastructure is one of the determining conditions for increasing the competitiveness of the state on the world stage. At the same time, digital transformation contributes to the development of new methodological solutions for assessing the functioning of industries and spheres of the national economy. Scientific studies conducted by the authors state that due to the use of advanced information and digital technologies, innovative mechanisms for collecting and processing information flows, the statistical assessment of the implementation of a whole range of strategies for the development of the socio-economic complex is more open and transparent, which in turn allows you to make competent manage-ment decisions for the effective development of industries and areas of the national economy.Conclusion. This paper shows that the development and widespread use of digital technologies in all sectors of the economy and spheres of society today is a global trend in world development. The authors also state that the use of digital technological solutions is crucial for improving the living standards of citizens and the competitiveness of the national economy, expanding the possibilities of its integration into the global economic system, and increasing the efficiency of all levels of government. In turn, a statistical assessment of the results of the implementa-tion of the main provisions of the republican strategies for socio-economic development in the context of the formation of a digital economy shows that innovative approaches, developed and implemented information systems, web services and advanced technological solutions are fundamental elements for organizing an effective work on the processing of statistical information and the adoption of managerial decisions on the organization of the effective functioning of industries and spheres of the national economy.

The principle of responsibility in the Soviet and post-Soviet administrative law is primarily considered from the perspective of responsibility of a citizen to the state, rather than the responsibility of the state to a citizen. The doctrine of Russian administrative law is still based on the approach of sufficiency of restoration of formal (objective) legality through the cancellation of an unlawful administrative act by an administrative body or its invalidation by a court decision. However, for the valid restoration of rights in the sphere of public administration it is not enough to recognize such an act as illegal, it is necessary to provide valid compensation to the citizen for the harm caused by the unlawful act. Establishment in article 53 of the Constitution of the Russian Federation of 1993 of the right of everyone to compensation by the state for damage caused by illegal actions (or inaction) of public authorities or officials created a constitutional basis for the development of the principle of property responsibility of public entities as a general principle of modern administrative law. This requires overcoming the dominant civilistic approach. The core of the principle is an unlawful administrative act. Consequently, the implementation of this principle directly depends on the level of development of administrative law, rather than civil law doctrines, particularly the doctrine of subjects carrying out public administration, legal forms of public administration, including the doctrine of invalidity of administrative acts. Digitalisation of public administration has a significant impact both on the organisational and legal forms of public administration and on the classical tools of public administration. Public administration, implementing functions with the use of information technologies, is characterised by a significant diversity of actors, each of which implements part of a single public function. The distributed implementation of public administration functions should not lead to the dilution or complete elimination of the property responsibility of public entities. Digital management products (algorithms, information systems, automated administrative acts) should be treated on par with classical forms of public administration (normative acts, administrative acts), which will allow applying the principle of responsibility when digital technologies are being used in public administration. Thus, the impact of digitalisation on public administration entails the need to adapt public tort law.

Introduction: under modern conditions the digital orientation of the economy, planning and management in general, as well as social orientation and responsibility of the latter, is raising its importance. Digital technologies have a significant role to play in the formation of modern society, its management, the unfolding industrial and technological revolution, and the removal of critical limits of social inequality in the social genesis. It is becoming increasingly clear that the economic leaders of the future are digital and technological leaders. It is important to understand that digital technologies in general and digital platforms in particular can be used in different ways, with different economic and social efficiency, in various management models and government policies. Objectives: to analyze the potential and transformations of classical and digital approaches in public administration in the context of the current global pandemic and structural crisis. Methods: comparative analysis of the main classical and digital models in public administration; neoinstitutional, network, communicative, cultural and value approaches in the study of state-management paradigms; modeling. Results: the study analyzed and showed new trends in the transformation of classical and digital approaches in public administration in the context of the COVID-19 pandemic. Almost all traditional approaches in public administration bring forward the widespread use of digital technologies. It is shown that the targeted use of modern digital technologies by the Russian state (portals Gosuslugi.ru, Mos.ru and others), its policy of targeted support for industry and relevant social groups and strata, significantly contributed to countering the negative consequences of the pandemic crisis. Conclusions: digital technologies and platforms, when used efficiently, make it possible to optimize management processes in practice. The most effective way to deal with the consequences of the current global pandemic and structural crisis is to use digital technologies in the paradigm of post-Keynesian approaches which involve and increasing regulatory role of the state, its constant and, in fact, instant feedback with other subjects and objects of management and an appropriate social policy. The experience of a number of countries which experienced insufficient state support for the economy, as well as social disunity shows that the fast overcoming of the negative economic consequences of the pandemic economic and structural crisis did not succeed.

In the Korean Administrative Procedure Act, amended on January 11, 2022, substantive provision on public commitments (Zusicherung), disclosure of violations, and administrative plans were newly introduced. The Korean General Act on Public Administration and the Administrative Procedure Act have overlapping provisions such as the principle of trust protection and reporting. In addition, the Korean General Act on Public Administration has regulations that are confused with the principle of balancing in administrative plan as a criterion for exercising administrative discretion. As such, the General Act on Public Administration and the Administrative Procedure Act pose difficulties in their interpretation and application due to overlapping or similar regulations. Today, the procedural law not only performs a function of contributing to the substantive law, but also has independent functions such as securing democratic legitimacy and prior remedies, as well as enhancing administrative efficiency. Procedural law and substantive law are not separated completely, but complement each other organically. In that respect, the Korean General Act on Public Administration and the Korean Administrative Procedure Act should be complementary, and in the long run, they should be integrated. Until the integration is realized, it is necessary to prevent a contradiction between the General Act on Public Administration and the Administrative Procedure Act and to make partial amendments to enhance the completeness of each Act. First, in the Administrative Procedure Act, some provisions on ‘procedural principles’ should be prepared, and provisions on general principles of Administrative Act should be unified in the General Act on Public Administration. Since the provisions on the duty of faithfulness in the General Act on Public Administration are ambiguous, it is desirable to delete them and to regulate the principle of equality in relation to the so-called self-binding of the administration (Selbstbindung der Verwaltung). Second, the reporting system is stipulated in two ways in the General Act on Public Administration and the Administrative Procedure Act. In my personal opinion it is desirable to uniformly regulate the reporting system in the Korean Administrative Procedure Act. Considering the intrinsic function of the reporting system, the right to substantive review should be reserved. For this, the period of consideration must be established before the report becomes effective. In case of reporting violations of laws and regulations during this period, regulations should be prepared for the administrative agency to suspend or ban. Third, the content regarding the criteria for exercise of discretion in Article 21 of the General Act on Public Administration is inaccurate and also not legally justified. Discretionary action has nothing to do with the principle of balancing. Article 21 of the General Act on Public Administration should make it clear that discretion, not just balancing, should be exercised appropriately for the purpose of the given authority. Although automatic disposition was introduced in the General Act on Public Administration, the procedural regulations are not considered at all. In this regard, the Korean Administrative Procedure Act should revise the rules of procedure related to automatic disposition. The enactment of the Korean General Act on Public Administration is a new challenge in the history of Korean administrative law. To make this Act more useful, I think that it needs to be harmonized with the Korean Administrative Procedure Act, and in the long run, both laws should be integrated. For the enactment of such an so-called “integrated administrative code”, a forward-looking attitude and response from academia and administrative practice are needed in the future.

In an era marked by rapid technological advancements, the role of digital technologies in transforming public administration cannot be overstated. These technologies offer immense potential to streamline bureaucratic processes, enhance government transparency, and improve the delivery of public services. They empower governments to engage with citizens more effectively, making governance more responsive and citizen-centric. However, this digital transformation is not without its challenges. The article analyzes the latest scientific literature and research dedicated to this topic with the aim of identifying and thoroughly examining key trends. Special attention is given to successful initiatives and innovations in the field of digital governance that have already been successfully implemented in various countries around the world. In the article's conclusions, a comprehensive summary of the obtained data is provided, and perspectives for further research in this field are outlined. Additionally, emphasis is placed on the importance of strengthening cybersecurity measures and regulating the use of digital technologies in public administration. This article represents a significant contribution to understanding the impact of digital technologies on contemporary public administration and serves as a foundation for further discussions and research in this field. It is intended for researchers, practitioners, and anyone interested in public administration and innovations in this context.

Digital transformation and social responsibility: pragmatism or the search for balance

Purpose: the article defines modern approaches to establishing a balance between digital transformation and the social responsibility of the state and business based on identifying trends and principles for introducing digital technologies into human life, taking into account the priority of social responsibility.Methods: the study is based on a systematic approach to the digital transformation of society. Within the framework of this approach, the use of the achievements of scientific and technological progress is considered: in public administration – for the purpose of breakthrough development of the country and the interconnected solution of socio-economic problems; in the business sphere – to improve the quality of economic activity and strengthen competitive benefits.Results: a review of the current state of the digitalizing society, the demand for digital services and satisfaction with the quality of their receipt, the readiness of Russian regions to provide electronic public services. The trends of digital transformation of public administration and the stages of evolution of digital maturity of the state are revealed. It is emphasized that the successful solution of the issues of the digital agenda by the state becomes a stimulating factor in the digital development of business structures. The analysis of digital trends in the business environment has shown their conjugacy with the digitalization of public administration in the presence of a number of differences. The key role of company management in promoting the ideology of digital transformation is noted. Since the use of digital technologies, along with positive effects, can pose a threat to human security, the preservation of his rights and freedom, it becomes necessary to use the concept of social responsibility in carrying out digital transformations of society. The principles of social responsibility in carrying out digital transformations are defined.Conclusions and Relevance: the processes of digital transformation have firmly entered into all spheres of society. Despite the technological nature, digital development should take place in the logic of a humanistic approach. It is based on the principles of morality, recognition of the inviolability of human rights, with the emphasis on the importance of social responsibility of all actors of digital transformation. At the same time, Russia should build its own model of digital transformation based on respect for dignity, freedom and human rights guaranteed by the Constitution.

In public administration, digital technologies are considered a necessary direction of technical modernisation, improving the work of government agencies and the quality of their interaction with stakeholders. However, along with the benefits, several ethical concerns exist about using digital technologies. The purpose of the article is to analyse the state of the implementation of digital innovations in the field of public administration, as well as to systemise and analyse the main groups of ethical concerns arising in connection with the use of digital technologies in public administration. The article uses methods of bibliometric, comparative, and statistical analysis. The Google trends toolkit was used to study global trends in interest in e-governance, e-government, digital government, and related terms. Digital government and e-government were identified as the most common terms to define the use of digital technologies in public administration. The bibliographic analysis was carried out using VOSviewer v.1.6.18 based on Scopus articles for 2001-2022 and made it possible to identify four clusters of scientific research on e-government / digital government and ethics. The analysis used the criterion of at least five times the co-occurrence of all keywords in publications. Based on data from the World Bank, an analysis of the level of maturity of government technologies in European countries, particularly Ukraine, was carried out. The analysis showed that most countries had reached a very high level of e-government development in the European region. In recent years, Ukraine has significantly increased the indicators of the level of e-government, especially regarding the provision of digital administrative services. The article systematises the main ethical issues of using digital technologies in public administration. Three ethical problems were formed, namely 1) privacy, security, and data protection; 2) transparency and accountability; 3) inclusion, accessibility, and non-discrimination. The third group is defined as the most relevant at the current moment. The growing digital divide in the world necessitates the search for effective mechanisms to increase digital inclusion and ensure equal access to e-government for all stakeholders. The results of the research can be useful for scientists, state, and local self-government bodies in managing their technological and digital modernisation.

STUDY OF THE CURRENT STATUS OF TRAINING OF APPLICANTS FOR HIGHER EDUCATION ON THE SPECIALTY “PUBLIC MANAGEMENT AND ADMINISTRATION”

The current state of the normative providing of introduction of new specialty “public management and administration” is analyzed in the article. The meaning of terms “public management and administration”, “public governance”, “public management” was revealed. The study identified key priorities for training applicants for higher education in specialty “public management and administration”, among which a special place is occupied by harmonizing training standards for the level of training “Bachelor”, “Master”, “Doctor of Philosophy» (PhD). The article describes the principles enshrined in the Law of Ukraine “On Higher Education”, such as transparency, independence of higher education, priority of universal values, unity of the national educational environment, universal access to education, the principle of international integration of the higher education, and democratic nature of education governance and institutional autonomy. The study revealed a number of issues regarding the regulatory support of implementation of the new specialty “public management and administration”. In particular, the analysis of the Law of Ukraine “On Higher Education” points to the need to review the whole range of existing programs and adapt their content to the requirements of the Association Agreement between Ukraine and the EU. There is an urgent need to improve educational programs as to the number of ECTS credits for competencies of graduates in terms of learning content, terms of learning outcomes, certification and quality control. Creation of the new educational programs of universities aimed at ensuring conditions for the formation and development of professional competencies of bachelors and masters will enable them to work successfully in the field of public administration and management at the international, national, regional and local levels. Under the new paradigm, the main areas of university training seekers of higher education in the specialty “public management and administration” is the study of public managers, of public policy analysis; management of the economy; civil service; public administration and international development.
