Abstract

If we compare Japan with other leading industrial nations we find that the proportion of primary industries is rather high (though lower than France), the proportion of secondary industries is about average (lower than West Germany), while the proportion of tertiary industries is about the same as in most Western European countries, but lower than in the USA and the UK. A comparison of manufacturing industries reveals that in Japan the proportion of heavy industries and chemical industries is very high (Table 4.1). The present industrial structure is largely the result of a sharp fall in the proportion of primary industries, and a corresponding rise in that of secondary and tertiary industries during HEGP. During the 1970s the proportion of secondary industries fell slightly and that of tertiary industries rose.
