Abstract
The author examines a combination of factors that influenced the formation of high-tech production in the former Soviet Union. The complex processes related to the provision of the domestic aviation industry with qualified personnel are analyzed. The data on the staffing of the aviation industry during the Great Patriotic War are of particular interest.
