Abstract

Aims: Concerns about perinatal substance use and the association with child abuse and neglect led to legislative changes in 1991 to promote family preservation rather than foster care placement. In an urban California public hospital, we analyzed the disposition of three cohorts of drug-exposed infants born before and after implementation of this law.
