Improving Cybersecurity Mechanisms in Ukraine: The Political and Administrative Aspects

The article examines the political and administrative aspects of improving the State mechanisms for ensuring cybersecurity in Ukraine based on international experience. A comparative analysis of approaches to cybersecurity in the United States of America, the European Union, and Ukraine was conducted. Particular attention is paid to the analysis of the national regulatory framework, administrative structures and international cooperation in the field of cybersecurity. Based on this, specific recommendations are proposed to improve the effectiveness of Ukrainian cybersecurity mechanisms. Among the main measures are the harmonization of legislation with European standards, the creation of the National Cybersecurity Center and the implementation of the system of key performance indicators (KPI). The proposed recommendations will help strengthen Ukraine's cyber resilience and improve its interaction with international partners in the face of growing cyber threats. The article analyzes the main problems of the regulatory framework regulating the functioning of the management system, as well as recommendations for improving national cybersecurity mechanisms based on international experience. On the basis of the conducted analysis and taking into account international experience, a certain number of recommendations for improving cybersecurity mechanisms in Ukraine are proposed. The recommendations cover political, administrative and international aspects, forming a comprehensive approach to strengthening national cyber resilience. The key success factor is the development of the cybersecurity system in the context of the national security of the State, effective coordination between various State bodies, the private sector and international partners. Undoubtedly, it is important to ensure constant monitoring and evaluation of the effectiveness of implemented mechanisms for timely adaptation to new challenges in the field of cybersecurity.

Formulating the problem in general form and its connection with important scientific and practical tasks. The high dependence of all spheres of the state’s vital activity on information and the comprehensive spread of digital technologies, in particular in the field of public administration, has led to the emergence of challenges and threats of a new technological level. Also, with the development of digital technologies themselves, there is an increase in the technical level of tools for the implementation of cyber threats, as well as an increasing trend in the proportion of cyber threats in the spectrum of threats to national security. Considering the expanding landscape of cyber threats and the increasing complexity of the tools for their realization, the governments of leading countries are taking measures to improve national cybersecurity systems and change strategies to counter cyber threats. In this regard, there is an urgent problem of forming a balanced and effective national cybersecurity system that would be able to flexibly adapt to changes in the security environment, to guarantee the citizens of our country the safe functioning of the national segment of cyberspace. One of the most pressing problems in the field of national cybersecurity is the identification of key strategic problems and ways to solve them in order to implement effective and efficient cybersecurity mechanisms. Analysis of recent publications on the issue and identification of previously unresolved parts of the overall problem. Researches of such Ukrainian scientists as M. Ryzhkov and A. Ruban, S. Kavin, Y. Kotukh, D. Melnyk, and others are devoted to problematic issues of forming of ways and applying instruments to protect national interests in cyberspace in the context of threats to Ukraine's national security. However, in modern conditions of globalization, new challenges and problematic issues in the field of cybersecurity constantly arise, which require a change in approaches to defining the features of cyber threats, clarifying the ways and mechanisms of protecting national interests in cyberspace, which increases the relevance of the topic of the selected research. The purpose of the article is to analyze the main provisions of the EU’s Cybersecurity Strategy for the Digital Decade in the context of identifying opportunities for adopting best practices of European experience in the field of state cybersecurity and their adaptation to Ukrainian realities. Outline of the main results and their justification. The world is witnessing an increase in the intensity of interstate confrontation and intelligence and subversive activities in cyberspace, an increase in cybercrime, the use of cyberspace by terrorist organizations to commit acts of cyberterrorism. The COVID-19 pandemic also has exacerbated, among other things, the issue of cybersecurity. Global trends in cyberspace and related cybersecurity challenges and risks are having an increasing impact on the development of the national cybersecurity system. One of the bases for the development and implementation of an updated cybersecurity strategy of Ukraine can be the experience of leading countries in the field of cybersecurity, in particular the best practices of European experience. The EU's Cybersecurity Strategy in the Digital Decade contains how the EU will shield its people, businesses and institutions from cyber threats, and how it will advance international cooperation and lead in securing a global and open Internet. Building on the progress made under the previous strategies, the new EU's Cybersecurity Strategy contains concrete proposals for the use of three main instruments - regulatory, investment and policy instruments – to address three areas of EU action – (1) resilience, technological sovereignty and leadership, (2) building operational capacity to prevent, deter and respond, and (3) advancing a global and open cyberspace. Among the new EU's strategic initiatives, it is appropriate to highlight the following: An EU-wide Cyber Shield through a network of AI-enabled Security Operations Centres that can detect signs of cyberattack and enable preventive action before damage occurs. A Joint Cyber Unit that will help to better protect the EU from the most impactful cybersecurity attacks, especially cross-border ones. European solutions for strengthening Internet security globally. Regulation to ensure an Internet of Secure Things and prevent a single badly protected object becoming a single point of failure. Regulation for high standards of cyber and information security in EU institutions, bodies and agencies. Also, the EU is planning to undertake further efforts to strengthen the cooperation with international partners to advance the shared understanding of the threat landscape, develop cooperation mechanisms and identify cooperative diplomatic responses. In addition, the EU efforts will support the development of legislation and policies of partner countries in line with relevant EU cyber diplomacy policies and standards. In our opinion, our country needs to unify approaches, methods, and means of cybersecurity with the established EU practices, to take other measures agreed with key foreign partners. Conclusions and prospects for further research. Based on the conceptual provisions of the EU's Cybersecurity Strategy in the Digital Decade, taking into account the key cybersecurity risks and cyber threats, strategic objectives, concrete proposals have been developed for the further improvement of the national cybersecurity system. Emphasis is placed on the need to strengthen cyber dialogue with the EU and international organisations, as well as further intensifying work with international partners to developing and advancing a global, open, stable and secure cyberspace, where international law, human rights, fundamental freedoms and democratic values are respected. Development of International Cooperation in Cybersecurity: Normative and Legal Framework and Prospects

The article considers certain aspects of the development of international cooperation in the field of cybersecurity in Ukraine. It emphasizes the priority of issues of cyberspace protection, the importance of continuing cooperation with foreign partners in the field of cybersecurity and the introduction of new initiatives to strengthen cyber defense and deepen cooperation with the European Union and the North Atlantic Alliance. The norms of current regulatory legal acts and strategic planning documents in the field of cybersecurity are considered. Individual provisions of the Law of Ukraine “On the Basic Principles of Ensuring Cybersecurity of Ukraine”, the Cybersecurity Strategy of Ukraine and the EU Cybersecurity Strategy for the Digital Decade are analyzed. It is established that an important strategic aspect is ensuring active participation in the dialogue within international organizations on the joint development of norms of behavior in cyberspace and improving the relevant regulatory and legal framework. The importance of building an effective national cybersecurity system and deepening international cooperation in this area, which should be systematic and consistent, has been proven. It is noted that cybersecurity is currently a critical problem that requires increased attention, including from researchers. The need to deepen European integration processes by unifying approaches, methods and means of ensuring cybersecurity with established NATO practices has been emphasized. The following promising areas for further development of international cooperation have been identified: cooperation with international partners in the field of cybersecurity through interaction and active participation in new initiatives to strengthen cyber defense, counter cyber threats and cyber attacks; systematic exchange of research and innovations, experience in building and effective functioning of national cybersecurity systems, and improvement of national legislation in the field of cybersecurity. The conclusions are drawn that the creation of an effective national system of cybersecurity and cyberspace protection is impossible without the activation of international cooperation in this area, which must be accompanied by comprehensive scientific research and have a systemic, dynamic, and consistent nature.

Legal aspects of critical infrastructure cybersecurity provision: national and international dimension

The article examines the legal aspects of ensuring cybersecurity of critical infrastructure, which is a fundamental element of national security in the modern world. Critical infrastructure, such as energy systems, transport networks, the banking sector and government institutions, are of particular value and at the same time are the most vulnerable to cyber threats. Given the constant increase in the number and complexity of cyber incidents, ensuring legal regulation of this area is a key challenge for states. The paper analyzes the national legislation of Ukraine, in particular the legislative acts regulating the cybersecurity of critical infrastructure, such as the Law of Ukraine “On the Basic Principles of Ensuring Cybersecurity of Ukraine” and related regulatory legal acts. It examines the extent to which these documents meet modern challenges, including the conditions of martial law, increasing digitalization and globalization of cyber threats. Particular attention is paid to information protection mechanisms and interdepartmental coordination, as well as their effectiveness in practical implementation. The article also considers international experience in the field of cybersecurity, in particular the approaches implemented in the European Union, the USA and other countries. An analysis of key international standards and recommendations, such as NIST, ISO/IEC 27001, and the European NIS2 Directive, is carried out, which are aimed at increasing the resilience of critical infrastructure to cyber threats. It shows how international cooperation and integration into global initiatives, including NATO, OSCE and EU, can contribute to improving cybersecurity at the national level. The results of the study revealed a number of problems that complicate the effective legal regulation of cybersecurity in Ukraine: the lack of a comprehensive approach to cyber risk management, weak integration of international standards into national legislation, limited resources to respond to cyber threats. The paper proposes specific ways to improve legal regulation, including harmonizing national legislation with international norms, developing clear mechanisms for cooperation between government agencies, the private sector and international partners, as well as strengthening the training of cybersecurity specialists. The paper emphasizes the importance of strategic planning in the field of cybersecurity, the formation of long-term state policy and the active involvement of international organizations in the development of this industry. The article may be useful for academics, civil servants, private sector representatives and international experts dealing with cybersecurity, information security and legal regulation in the context of digitalization.

Introduction. Recently, the role of ports in Ukraine has been transformed from a physically strategic gateway to a participant in integrated global supply chains, accompanied by competition in the quality of services. This requires a comprehensive improvement in the performance of the organizational system of ports, in particular, to assess the effectiveness of its activities.Problem Statement. Key performance indicators (KPIs) in the port industry of Ukraine have been developed with changes in the paradigm of ports. The last transformation began with a fundamental transition of the cargo processing process from labor-intensive to capital-intensive, and the growth of world trade and increased inter-port competition have led to a reduction in port monopolies. Increased investment needs and competitive behavior have led to increased private sector participation in the provision of cargo handling services and the subsequent transition from purely state ports to lessor ports (landlord model). For landlord ports, the quality of services determines their competitive position vis-à-vis other ports and intermodal alternatives. Such ports contribute to the quality of services directly through land and water access infrastructure, as well as by providing land suitable for modern loading and unloading operations, regulating the movement of ships and land transport within the port; as well as due to charged port fees and tariffs, including private service providers. This necessitates the expansion of the system of key indicators for measuring port performance (KPI).Purpose. Scientific and methodological substantiation of KPIs system of seaports and development of proposals for their monitoring and reporting (on the example of the Ukrainian Sea Ports Authority (hereinafter — SE «USPA»), taking into account international experience in this field.Materials and methods. The theoretical and methodological basis of the work is a set of methods and techniques of scientific research: logical generalization—determining the content of the assessment of the effectiveness of ports; analysis and synthesis - to study the peculiarities of these enterprises, to identify trends in their development in the context of determining the criteria for forming a system of indicators for evaluation; system approach — in determining the elements of the KPI system; statistical methods – to analyze the financial and economic condition of economic entities.Results. The study proposes scientific and methodological principles of forming a system of key indicators for measuring the efficiency of ports of Ukraine, which include: substantiation of criteria, definition of the list of KPIs; determining the stages of the process of their monitoring and reporting (on the example of the activities of USPA, taking into account international experience in this field.Conclusions. The proposed scientific and methodological recommendations for assessing the efficiency of ports with the help of the developed KPI system and the procedure for their application at the enterprise can be applied at state enterprises of the transport and infrastructure sector. The development of communication tools between system developers and those responsible for their implementation in order to increase the efficiency of ports is the subject of further research.Keywords: key perfomance indicators, KPI, criteria, seaport, transport infrastructure

The growing activity of criminal groups in cyberspace, the spread of cyberterrorism, the dependence of all spheres of the state’s vital activity on information necessitates the timely implementation by the state of the best foreign practices of cybersecurity of critical information infrastructure. Significant capacities and advanced technologies are mostly owned by private companies. In conditions of limited state funding for cybersecurity measures in Ukraine, one of the effective mechanisms for cybersecurity may be to create conditions for attracting the capacities of the private sector in providing cybersecurity services to protect critical information infrastructure.Analysis of recent publications on the issue and identification of previously unresolved parts of the overall problem. Researches on problematic issues and features of interaction between public authorities and private sector subjects of Ukraine in the field of cybersecurity are isolated and relate mostly to problematic aspects and legal bases of public-private cooperation in the field of cybersecurity, features of cooperation between public authorities and private entities in the field of cybersecurity, business cybersecurity. Thus, the issue of using the capacities of the private sector in terms of providing cybersecurity services to ensure state cybersecurity is poorly understood, which increases the relevance of the topic of the selected research.The purpose of the article is to substantiate the mechanisms for attracting the capacities of the private sector in the field of state cybersecurity of Ukraine.Outline of the main results and their justification. Typically, there are two ways to meet the cybersecurity needs of a particular organization. One of them is to manage all processes, where the relevant IT department implements cybersecurity solutions that will ensure the protection of equipment, communications, and data. If done correctly, this type of protection is powerful, and such an organization will have high-level control over all its aspects. However, this method requires significant financial costs for the purchase of expensive equipment, and the availability of highly qualified cybersecurity professionals to service it.Another option is to use an outsourced model of cybersecurity risk management, in which a number of cybersecurity services are provided by trusted third-party vendors through the providing of cybersecurity services.Cyber Security as a Service (CSaaS) is an outsourced model of cybersecurity risk management in which a trusted third-party provider integrates cybersecurity services into its own infrastructure and provides such cybersecurity services for an additional fee in the form of a service or subscription. The most common CSaaS options are DDoS protection, user access control, antivirus protection, anti-spyware protection, spam protection, network intrusion detection, vulnerability testing, incident management, staff training, etc.The world’s leading countries have long appreciated the benefits of implementing a market-based approach to cybersecurity in public-private partnerships. The experience of the United Kingdom can be useful in Ukraine. In the United Kingdom, government cybersecurity procurement programs have been successful alongside cybersecurity public-private partnership schemes.Conclusions and prospects for further research.One of the important principles on which cybersecurity in Ukraine should be based is the principle of state-private cooperation in the field of cybersecurity. An analysis of the experience of the United Kingdom of Great Britain in leveraging private sector capacities to implement cybersecurity has shown that the private sector plays an important role in providing quality digital services to the UK government.There is significant potential in the private sector, which can be considered as an important resource of the system of providing state cybersecurity of Ukraine. At the same time, when government authorities use the CSaaS model, the private sector must also be held accountable for protecting the data it owns, helping to ensure system resilience, must resolve cyber incidents, and be legally responsible for the consequences of potential cyber-attacks.

Logistic approach to a company’s performance assessment based on a KPI system

The aim of the article is to develop guidelines for the use of the logistic approach to evaluation of a company’s performance based on the Key Performance Indicators (KPI) system. The literature review presents the results of scientific research of Russian and foreign scientists who actively use the KPI system to evaluate the logistic activities of companies. As part of the study, the concept of a logistic approach to evaluating a company’s activities based on KPIs is presented. The algorithm of development and implementation of the KPI system based on the logistic approach is presented and described. As the key performance indicators the following logistic criteria have been used: Right product, Right consumer, Right quantity, Right quality, Right place, Right time, Right costs, based on which the KPIs have been developed. In the end, conclusions have been drawn and further directions of research presented within the framework of this scientific topic.

Directions and Prospects of Interaction of the Security Service of Ukraine With the ember-Countries of the Guam Organization in the Sphere of Ensuring Cyber Security and Countering Cyber Threats

Analysis of cyberattacks on the critical information infrastructure of Ukraine, and the fact of its increased complexity and more sophisticated relevant tools show the engagement of unfriendly countries, especially such as the Russian Federation, in destructive activities in Ukrainian cyberspace: in fact, Ukraine has become a testing ground for new cyber weapons and malicious strategies. Considering the cross-border nature of modern cyber threats and the priority of the Euro-Atlantic course of our country, an important vector of the activities of the Security Service of Ukraine has been to establish effective cooperation with international partners in combating cyber terrorism and hybrid aggression in cyberspace. Having this in mind the Security Service of Ukraine has established and maintained a high level of cooperation with intelligence services and law enforcement agencies in Europe, Asia and North America, as well as with key international organizations such as NATO, the OSCE, the Council of Europe, the UNO, the GUAM and others. At the same time, the Security Service of Ukraine has recently taken a proactive role as an initiator of innovations in the field of regional and international cybersecurity in relevant organizations. The issues of international cooperation of the Security Service of Ukraine in the field of cybersecurity within the framework of international and regional organizations were examined by such Ukrainian experts as V. Petrov, V. Khlevytsky, S. Bondarenko, O. Klimchuk, S. Petrov, N. Tkachuk, D. Melnyk and others. At the same time, these works, according to the authors’ opinion, do not reveal the features of international cooperation between the Security Service of Ukraine and the relevant special and law enforcement agencies of the Organization for Democracy and Economic Development GUAM in the field of cybersecurity and countering cyber threats. Given that Ukraine has recently been the object of cyberattacks, the sources of which originate from the Russian Federation, the establishment of the GUAM Regional Cybersecurity Center in Ukraine will help to strengthen the cyber security capacity of GUAM member countries. Moreover, the operation of this centre in our country, taking into account existing strong international contacts of Ukraine with NATO, EU, Council of Europe, OSCE, will help to create additional mechanisms for GUAM member states to exchange best world practices in cybersecurity as well as combating cybercrime, to increase the level of expertise of GUAM member states’ experts in these fields and to help improve the Organization’s image on the international arena. In this regard the Security Service of Ukraine should support the possible deployment of the technological component of the Center on the basis of the GUAM Secretariat in Ukraine, with the purpose of establishing the educational processes, information exchange, as well as remote access of relevant state bodies of GUAM member states. The provision of core funding of the future Center should be worked out within the framework of GUAM’s international cooperation with the USA, Japan, the EU, etc.

Key Performance Indicator System for Deepwater Flow Assurance Operations

The industry is good at identifying risks, but in some instances is less proactive in ensuring the effectiveness and robustness of risk mitigating barriers. This becomes critical in deepwater Flow Assurance (FA) operations as latent threats, such as hydrate blockages can lead to significant financial losses. With this in mind, a multi-layered Key Performance Indicator (KPI) system was developed and implemented in 2 operating deepwater fields offshore Angola. Continuous use of the tool over a 2-year span has helped materialize a substantial positive business impact. Conceptually, the solution sought was three fold: (1) design of a multi-layered KPI system with low level PIs used for monitoring and high level KPIs used for reporting, (2) creation of an automation tool to minimize data processing time, allowing engineers to concentrate on analysis and (3) engagement of an external contractor with the appropriate technical and organizational capabilities to generate periodic reports in a timely manner. Unlike other single-criterion approaches, the FA KPI system is built bottoms-up using clearly defined thresholds while capturing the influence of several contributing factors. These features have proved important in understanding the complexities around FA threats while adapting to an ever-evolving operation. The solution also emphasized transparency, maintainability, scalability and documentation as the ultimate goal is to make a system adaptable not only to a larger local operation but also to other operating regions. Periodic FA KPI reports have been crucial in assessing the current state of the operation. The systematic layered-approach of this system has helped convey to senior management the robustness of both design and operational protective measures against flow assurance threats at a glance, through simple graphical representations, yet allowing engineers to peel off the layers and facilitating the identification of root cause(s) of the different issues. The information gained from this system has also allowed informed decisions to be made leading to the introduction of changes in strategies and operating procedures. Finally, FA KPI reports have uncovered subtle aspects of the operation, e.g. operator errors in trying to follow overly-complex instructions. The need for sharing this type of information openly, in the right context, has been recognized as a key lesson learned to improve the way in which deepwater fields are operated.

CURRENT STATE OF PUBLIC-PRIVATE PARTNERSHIP IN THE FIELD OF CYBERSECURITY: UKRAINIAN EXPERIENCE

The article examines the current state of the public-private partnership (PPP) institution and public-private interaction (PPI) in the field of cybersecurity in Ukraine. The normative legal acts regulating these issues have been analysed, in particular, the laws of Ukraine "On Public-Private Partnership" and "On the Basic Principles of Ensuring Cybersecurity of Ukraine." The study of the provisions of these laws and scientific publications on the topic indicates that the concepts of PPP and PPI can currently be equated, as both partnership and interaction manifest in joint activities aimed at achieving a common goal. Furthermore, the existing normative standards highlight identical forms of PPP and PPI: the exchange information on cybersecurity incidents, the implementation of joint scientific and research projects, and training and qualification improvement of personnel in this field. Based on the analysis of Ukraine's key strategic documents on national security, it is substantiated that one of the ways to strengthen the cybersecurity system is the use of Public-Private Partnership (PPP) in this area. Special attention is focused on studying the forms of involvement of cybersecurity experts from the private sector in cooperation with state bodies. Considering the current experience of involving experts from the private sector through enlistment in military service within relevant security and defense institutions or appointment to state service based on a employment contract, the study suggests exploring alternative cooperation models. The experience of interaction between the public and private sectors in the field of cybersecurity over recent years has been also summarized in the article. Thus, the exchange of information on cybersecurity incidents has been conducted through the coordination platform of the National Cybersecurity Cluster, the MISP-UA platform, as well as the Ukrainian government's Computer Emergency Response Team (CERT-UA). Highlighting the active involvement of public and private sectors in terms of training and improving specialist qualifications, the study indicates effective steps towards fulfilling state tasks and forming a cyber reserve. In particular, the achievements of the completed reintegration program “Cyber Defenders,” designed to train cybersecurity experts from among veterans of russian-Ukrainian war, have been explored. The article explores the administration of human resource potential using the case study of LLC “Trade House “Galka”. It examines the theoretical foundations of human resource management, key ad-ministration methods, and major factors influencing the efficiency of personnel policies within the com-pany. A general analysis of the company's production and economic activities is conducted, identifying strengths and weaknesses in the existing human resource management system. Special attention is given to the structure of human capital, assessing both quantitative an qualitative characteristics of employees, as well as motivation, training, and professional development systems. The study finds that the current human resource management system is not sufficiently effective and requires improvements. To enhance performance, the implementation of a Key Performance Indica-tors (KPI) system is proposed. Specifically, a KPI framework has been developed for market expansion specialists, who play a crucial role in the company's marketing strategy and directly influence the sales volume of coffee beverages. The percentage of task completion will determine the amount of the monthly bonus, thereby increasing employee motivation. The proposed KPI system is universal and can be applied to evaluate any market expansion spe-cialist, regardless of their specific area of work. It is expected that the introduction of KPI will contribute to increased labor productivity, higher employee engagement, and improved managerial processes. A promising direction for further research is the in-depth study of the impact of the implemented KPI system on the company’s key performance indicators, particularly on employee productivity levels, motivation, and financial results. A detailed evaluation will help determine how effectively the system functions within the company's specific operational framework, which elements require adjustments, and whether it can be scaled to other company divisions. Additionally, it would be valuable to examine the long-term effects of KPI implementation on the company’s strategic stability, competitiveness in the mar-ket, and overall employee satisfaction.

The role and importance of artificial intelligence in the field of cyber security is determined. The methods of using artificial intelligence in cyber security are detailed. The advantages and priorities of the use of artificial intelligence in the sphere of cyber security are defined. The shortcomings and problematic issues related to the use of artificial intelligence technologies by hackers in the field of cyber security are summarized. The innovative achievements of the practical implementation of generative artificial intelligence technologies ChatGPT (Generative Pre-trained Transformer) are highlighted. The legal principles of the regulation of artificial intelligence in the field of cyber security in Ukraine are outlined. Threatening trends in the use of artificial intelligence technologies have been identified based on the Europol report 2023. A review of the legislative initiatives of the EU aimed at regulating the field of artificial intelligence, in particular in the issue of cyber security, was conducted. The directions of improvement of the legal framework and regulatory requirements regarding the use of artificial intelligence technologies in the field of cyber security are summarized, especially in the conditions of the legal regime of martial law in Ukraine.

Evaluating the digitalization capability and display of KPIs for two fertilizer plants of Petrovietnam

The study partially funded by the Vietnam Oil and Gas Group (Petrovietnam) assesses the infrastructure, OT/IT systems, and data handling at two fertilizer plants. Although well-equipped with automation control technology, the plants lack seamless integration, connectivity, and encounter limitations in communication between systems. To address these issues, the study advocates for the integration of digital technology, emphasizing its potential for enhancing efficiency, facilitating optimal management, and guiding strategic direction. Following an assessment of infrastructure, key performance indicator (KPI) system requirements, and data management, the study proposes an initial application of digital technology to link KPI displays. The outlined scope, initial costs, investment phases, and implementation schedule indicate a total initial investment of around VND 37 - 39 billion, accompanied by annual maintenance costs ranging from VND 3.7 to 4.1 billion. Expected economic and social benefits involve improved management at both Petrovietnam and plant levels through the KPI system, with an estimated energy cost savings of 1%, equivalent to roughly VND 44.6 billion. The project aims to position the fertilizer plants and Petrovietnam as leaders in technology, contributing to sustainability and enhancing their global industry reputation.

Intellectual capital in the key performance indicator (KPI) system of higher education institutions

Subject. This article discusses the issues of the relevant reflection of intellectual capital, as a relatively new category in the management system of higher education institutions, in the KPI system. Objectives. The article aims to systematize and assess the completeness and relevance of information on intellectual capital in the KPI performance indicator system of the Financial University under the Government of the Russian Federation. Methods. For the study, we used the methods of quantitative and systematic analysis, grouping and generalization of data, a systems approach, the composition of logical relationships, and the formulation of critical comments and conclusions. Results. Based on the analysis of the indicators of the leading Russian university regarding the full disclosure of information about intellectual capital in the published strategic reporting, taking into account foreign experience in the formation of KPI of intellectual capital by European universities and general indicators developed by the international organization World Intellectual Capital Initiative (WICI), the article reveals WICI indicators describing the state of client capital objects that can be adapted to the specifics of scientific and educational activities and included in the KPI of the Financial University. Conclusions. Indicators characterizing the state and development of human and structural capital were found in the reporting of foreign universities. They are not reflected in the Development Programme of the Financial University and are of interest for further improving the system of performance indicators of the University.

The article examines the relevance of ensuring the sustainable development of high-quality cyber security of the state, as the main component of a modern digital society. Guidelines for the training of personnel of cyber security agencies of Ukraine were studied. The main normative legal acts regulating the system of educational training of experts in the domain of cyber security have been analyzed. The education system of personnel education in the cyber security niche is generally characterized and compared with the main elements of the general education system of Ukraine. The theoretical aspects of the formation of the system of training professionals specializing in cyber security are considered, the peculiarities and prospects of its functioning in today’s conditions are determined. A generalized concept of “system of personnel training in the field of cyber security” is proposed as a set of elements of educational activity, the purpose of which is to implement and ensure the enduring development of the digital society by training the necessary amount of personnel in the cyber security niche of the country. Fixed on the scientific achievements of domestic and foreign scientists in the field of education, the newest educational elements are outlined and concepts in the process of modern education. The definition of “cyber security” in the cyber security strategies of the world’s leading countries was analyzed and compared with the definition given in the national strategy for cybersecurity of Ukraine. The author’s vision of the term “cyber security” is proposed on the basis of researched scientific literature and official documents, taking into account communicative, sociological, and political aspects. A number of scientific developments in the field of cyber and information security were studied in order to generalize the essence of the definition of “cyber security specialist”. A conclusion was made regarding the importance of the proper functioning of the system of training qualified personnel in the field of cyber security. It is proposed to conduct a more detailed study of the process of personnel training itself and the conceptual foundations of the organization of educational activities on the example of other countries of the world.
