Abstract
Strategic Program Evaluation (SPE) is proposed as a method for linking the choice elements of corporate strategy—missions, objectives, strategies, goals, programs etc.—to ensure that strategic plans are implemented. Such a use of SPE requires the exposition of the specific relationships among the strategic choice elements and the development of evaluation criteria that can be used to develop a program structure that effectively implements higher level strategic decisions.
