IMPLEMENTING AGILE ORGANIZATIONAL STRATEGIES TO ENHANCE PUBLIC SECTOR PERFORMANCE: A CASE STUDY OF DEPOK CITY, WEST JAVA

This study aims to analyze the implementation strategies of agile organization practices to enhance the performance of public sector institutions in Depok City, West Java Province. Employing a convergent parallel mixed methods approach, data were collected through questionnaires, interviews, focus group discussions, observations, and documentation. Quantitative data were analyzed using descriptive statistics, while qualitative insights were obtained through data reduction, data presentation, and conclusion drawing. The study further explored both internal and external strategies for implementing agile organization principles to improve organizational performance.The findings reveal that the application of agile organization has a positive impact on performance, with 31% of respondents rating the implementation as very good, 55% as good, and 14% as fair. Organizational performance related to agile adoption was perceived as very good by 33% of respondents, good by 46%, fair by 19%, and poor by 2%. The recommended implementation strategies include: (1) enhancing human resource capacity through continuous training on agile principles and risk management, (2) advancing digital transformation by adopting Electronic-Based Government Systems (SPBE), such as e-Planning and e-Budgeting, (3) applying participatory approaches by involving community stakeholders, (4) strengthening agile leadership through flexible and adaptive leadership practices, (5) improving internal and external collaboration through clear role distribution, and (6) maintaining an outcome-oriented focus by aligning key performance indicators with regional development goals. These findings provide practical guidance for local government organizations in adopting agile organizational strategies to improve overall performance and the quality of public service delivery.

ABSTRACTThe quality and efficiency of public service delivery in the UK and China. Regional Studies. This paper examines the efficiency of public service delivery at a regional level in both the UK and China using a method based on data envelopment analysis (DEA) that measures aggregate country-level inefficiency. This country-level inefficiency is then decomposed into three components: (1) lack of best practices at a regional level; (2) quality of the public service delivery; and (3) potential efficiency gains realizable via reallocation of expenditure across regions. The empirical results indicate that most UK inefficiency comes from the reallocation effect, while most Chinese inefficiency is attributable to lack of best practices; quality explains more of the expenditure variations in the UK relative to China. The paper speculates about fiscal (de)centralization as a possible explanation for such differences.

Perception of Academicians towards Quality of Public Service Marketing in Pokhara

This study mainly focuses on understanding user perception and experiences towards quality of public service marketing on delivery by using the five service delivery dimensions: accessibility, cost, time, barrier and behavior. The research methodology comprises descriptive research design followed by stratified simple random sampling for permanent academic faculty members under multi stage sampling from one constitute and four affiliated college. The primary sources of data were collected through semi structure questionnaire method. Reliability and validity were tested. The study reveals that overall qualities of public service delivery dimension are moderate. The academicians were satisfied with the quality of public service delivery in Pokhara but perception was not as expected. However, the qualitative result depicted that there were major challenges in service delivery such as problem from staff, risk after payment of fees and extra efforts for completing lengthy service. In addition, environmental situation, employees’ attitude, intermediaries, and Afno Manche (known person), salary level and political interventions cause changes in behavior during public service delivery. So, public service institutions should give due attention to such issues to improve quality of service delivery. Even though there is no specific model to measure the quality of public service delivery in Nepalese context therefore, a CAT-Behavior model is recommended for measuring the quality of public service delivery in Nepalese context and it could be beneficial from different perspective.

Problems arise in improving the quality of public service delivery regarding rental transport licensing at the East Seram-Maluku Regency Transportation Service, which are still hampered by a lack of human resources in providing good service, accompanied by a lack of service infrastructure so that the licensing implementation system cannot work properly. as well as a lack of supervision of public transportation activities on the highway so that it is not orderly in providing services to the community. This writing is motivated by the existence of problems, namely related to strategies to improve the quality of public services in Licensing Management at the East Seram Regency Transportation Agency, then procedures for improving the quality of public service delivery in Licensing Management at the East Seram Regency Transportation Agency, as well as the inhibiting factors for improving the quality of public service delivery and management Licensing at the East Seram Regency Transportation Department. The type of research carried out by this author is qualitative descriptive research. The data collection technique used in this study was obtained through the Library Studies and Field Studies conducted by interviews and observations. And analyzed qualitatively by combining library research and field research.

As a rule, monitoring is associated with obtaining quantitative indicators of the level of satisfaction of citizens which characterize the quality of services provided. Monitoring results are the basis for modernizing the service management system. However, this approach allows us to evaluate only one side of the process by which a public institution renders services to the consumer of services (citizens). The other side of the issue is related to monitoring the processes of the institution itself. This direction also allows us to find approaches to improving the quality of service delivery, and to make the work of a state institution more efficient. This article describes the methodology for monitoring the process of providing services in a public institution based on business processes. The description of the activity of the institution in terms of the implementation of services is presented in the form of a set of business processes. It is shown that the main element of business processes that can be measured is the time of their implementation. On this basis, a mathematical model for assessing the quality of public service delivery is constructed, including both qualitative assessments (obtained from experts and clients of the institution) and quantitative assessments of the quality of service delivery based on measuring the time of business processes. The quantitative aspect of the proposed methodology is directly related to the main direction declared by the Government of the Russian Federation - the development of digital economy. As an example, the article considers such a state institution as the Social Insurance Fund of the Russian Federation.

Positive public sector stereotypes and their impact on public service delivery: an audit experiment

There are both negative and positive stereotypes about public sector workers. Most studies focus on negative stereotypes, like the idea that public servants are lazy. We, however, do the opposite. We focus on a positive stereotype: public sector workers are seen as caring and helpful. We test the effects of positive stereotypes on the quality of public service delivery. Using a pre-registered audit experiment in elderly care in the Netherlands and Belgium, we find that activating a pro-social stereotype does not affect the outcome of public service quality in terms of response rate and information provision. However, it does improve the bureaucratic process: public sector workers are friendlier toward citizens. They say around 12% more ‘thank you’ in their replies. Moreover, the citizens’ gender affects the response rate: female citizens receive around 10% more replies. Concluding, we show that positive stereotyping can improve parts of the quality of public service delivery but not all.

How Public Service Investment Affects Public Incomes: Evidence from Shanghai, China

The fiscal incentive of public investment has a profound impact on the behavior of local governments. This paper uses Shanghai, China, as a case study to explore the fiscal incentive mechanism of public service investment through heterogeneity analysis and mechanism analysis, utilizing district data from 2005 to 2016. The results reveal three key findings. First, the incentive mechanism of public investment is different between budgetary revenue (BR) and land transferring fee (LTF). The incentive effect on BR is driven by the amount of public investment rather than the quality of public service delivery, failing to effectively motivate local governments to consistently improve public service quality. Second, while the fiscal incentive effects of public investment in central districts rely more on BR, suburban districts are more dependent on land finance. The high dependence on land finance makes local governments tend to pay more attention to the needs of the companies rather than citizens. Third, the proportion of the migrant population and fiscal stress weaken the association between public investment, BR, and LTF but strengthen the link between the quality of public service delivery and LTF. Conversely, the existing stock of public service resources has the opposite effect.

Remote Monitoring of Psoriasis: Comparing Care Models and Evaluating Quality of Life Outcomes: Mixed Methods Study (Preprint)

BACKGROUND Remote monitoring is increasingly used in psoriasis care, with the International Psoriasis Council endorsing teledermatology (TD) as a feasible alternative to in-person visits. While evidence supports specialist-led remote monitoring, limited research exists on its effectiveness in primary care. A publicly reimbursed remote monitoring program was piloted at both primary and specialist care levels, enabling comparative analysis of quality of life outcomes and offering insights into factors contributing to better management outcomes. OBJECTIVE This study aims to evaluate the feasibility and effectiveness of remote psoriasis monitoring at both primary and specialist care levels, and to identify factors associated with improved outcomes in primary care. METHODS This study used a retrospective convergent parallel mixed methods approach to analyze data from 110 patients enrolled in a publicly reimbursed remote monitoring program between January 2022 and July 2023, across 7 family medicine centers and 1 outpatient dermatovenerology center. Data sources were public insurance claims and a TD platform, which captured the Dermatology Life Quality Index (DLQI) and related metrics. The effectiveness of remote monitoring at both care levels was assessed by comparing baseline and average DLQI scores; a minimal clinically important difference (MCID) was defined as ≤–3. Odds ratios were calculated to compare outcomes between care levels. Correlation analysis examined associations between DLQI changes and variables such as baseline Psoriasis Area and Severity Index, demographics, and use of e-consultations. Qualitative insights from patient feedback and system usability surveys were analyzed to illustrate variability in care processes. RESULTS The specialist care group (n=39) showed a significant mean reduction in DLQI of –1.33 (P=.01), whereas the primary care group (n=37) demonstrated a nonsignificant change of –0.34 (P=.36). Patients receiving specialist care were 3.91 times more likely to achieve a clinically significant improvement (MCID≤–3) compared with those in primary care (P=.04). Collaborative care between primary care providers (PCPs) and specialists was associated with more favorable changes in DLQI scores at the primary care level (r=–0.339, P=.04). Case series analysis of patients achieving MCID in primary care revealed variability in management approaches, including PCP-led models incorporating collaborative care elements and nurse-led models without such collaboration. CONCLUSIONS This study is the first to compare remote psoriasis monitoring across specialist and primary care levels. While remote management proved effective in specialist care, outcomes in primary care were nonsignificant, reflecting patterns seen in in-person PCP-led care. Using public claims data, the study highlights that integrating specialist support into PCP-led care via standardized e-consultations may enhance patient outcomes. It underscores the need for further research and the development of standardized collaborative care models between PCPs and specialists in the remote management of psoriasis.

What Are the Leveraging Factors of Public Service Innovation?

This study aims to describe and analyze and interpret 1) the role of DPMPTSP in realizing innovative licensing and non-licensing services in Depok City; 2) The role of planning, leadership, human resources apparatus, and organizational culture; and 3) DPMPTSP's strategy for licensing and non- licensing service innovation in Depok City, West Java Province. As for the theory used to uncover the problems in this study, the theory of public service innovation developed by Rachel Asworth and friends as stated in the framework of thought (Ashworth, 2010). Through a qualitative method with a descriptive approach with a spiral analysis model by John W. Creswell, it was found that 1) the organizational environment, both internal and external DPMPTSP plays a role in the innovation of public services in Depok City; 2) The role of planning, leadership, apparatus human resources, and organizational culture that is built on DPMPTSP is a force to realize Public Service Innovation in Depok City; and 3) Strategy through an internal and external collaboration of local government and organizational learning is the trigger for realizing public service innovation in Depok City, West Java Province.

Exploring the Association Between Loneliness, Subjective Cognitive Decline, and Quality of Life Among Older Thai Adults: A Convergent Parallel Mixed-Method Study.

Examining the rising prevalence of subjective cognitive decline as an early indicator of dementia in adults, this study investigates its complex interaction with loneliness and quality of life in individuals with preclinical dementia. Using a convergent parallel mixed-method approach, we employed Structural Equation Modeling on a cohort of 149 older adults. Qualitative insights were derived from focused group discussions and in-depth semi-structured interviews with a cohort of 23 older adults. Loneliness emerges as a pivotal contributor, exerting a discernible partial indirect effect on quality of life through subjective cognitive decline (indirect effect = -0.145, p = .006). Noteworthy differentials surfaced, with the impact of subjective cognitive decline on quality of life heightened in those with chronic diseases (△χ2 = 6.139, p = .013). Loneliness, wielding a palpable impact, intricately interlaces with quality of life, the nexus of which is intricately mediated by subjective cognitive decline.

The Role of City Spatial Plan (RTRW) on Regional Development in Depok City (West Java Province)

Depok City has a role as one of the buffer cities in the Jakarta Metropolitan Area (JMA). Therefore, it has been projected as a residential area and inter-city connection. The latter encourages development resulting in land conversion. If land conversion occurs uncontrollably, it will pose an environmental threat and affect the economic and social conditions, such as decreasing food security capacity and augmenting exclusion and marginalization of the urban poor. Depok City Government has stipulated local regulation on the City Spatial Plan (RTRW), which controls land resource allocation and reference for spatial planning and regional development to integrate and guide all activities related to development. Therefore, this study aims to analyze the development level in Depok City and the impact of RTRW on the development level in Depok City. This study uses a composite index to determine the regional development level and a chi-square test to see the correlation between RTRW regulation and regional development level. Depok City is developing to the north, south, and southeast. RTRW has encouraged regional development in Depok City, although there exist disparities in development levels throughout the region.

Potential and problems of ornamental fish farming development in Depok City (case study: neon tetra, cardinal and red nose ornamental fish farmer in Bojongsari District)

Ornamental fish is one of Indonesia’s export commodities with destination countries dominated by Japan, Singapore, America, China, England, Korea, and Malaysia. This paper aims to provide an overview of the potential development, problems, and challenges of ornamental fish farming in Depok City. The research was conducted in August 2020 in Bojongsari District, Depok City, West Java Province. Data collected in the form of primary data and secondary data. The survey method was used in this research, with interview techniques using a questionnaire, in-depth interviews, and focus group discussion to stakeholders. Data analysis used simple statistical analysis and qualitative descriptive. The results showed that Depok City is one of the areas with the third-largest potential for ornamental fish in Indonesia, with its center in Bojongsari District. There are two types of ornamental fish farming in Bojongsari, namely hatchery, and nursery of ornamental fish. The dominant types of ornamental fish commodities are neon tetra, cardinal, and red nose. The problems in the development of ornamental fish farming include; a) technical problems, namely limited land; availability and quality of broodstock; limited fish seeds; quantity and quality of water (decrease in water quality); disease b) socio-cultural problems, namely the limited number of fish breeders; difficulty accepting new technology; marketing still depends on demand; access to price information at the exporter level; the workforce still comes from within the family and depends on the business owner; Human resources related to farming techniques; and financial management. So that it takes solutions related to problems and challenges through government policies in fostering and mentoring business actors, both technology assistance, as well as business management and socio-cultural behavior.

Implementation of Enterprise Architecture with Leadership Moderation Effects as a Performance Model for Regency/City Local Government Agencies in West Java Province

Purpose: The role of information technology in government agencies is becoming increasingly vital. Information Technology (IT) is positioned as an enabler, driver, and even transformer that plays a significant role in creating an organization's competitive advantage. In Government Agencies in the Republic of Indonesia, the application of SPBE (Electronic Based Government System) further legitimizes the vital role of information technology in the operations of Government Agencies in achieving organizational goals and objectives. One of the main activities in SPBE is the implementation of enterprise architecture (EA) in government agencies called the SPBE architecture. The EA implementation based on various studies conducted can positively contribute to encouraging the role of IT in achieving organizational performance. Research implications: Based on the implementation of the SPBE evaluation since 2018, there have been several improvements in the implementation of the SPBE in Government Agencies, both in terms of policy, governance, management, and IT services. The SPBE maturity index for government agencies generally increases from year to year. Government Agencies have generally started EA implementation or SPBE. However, no research can show whether it is true that EA Implementation in Local Government Agencies in the Republic of Indonesia can contribute to achieving organizational performance that represents increasing achievement of organizational goals and objectives. Method: This research was conducted at all district/city government agencies within the province of West Java. This study tries to test the hypothesis of how the implementation of EA in district/city local government agencies in West Java Province represented by EA capabilities and EA governance can contribute to improving organizational performance through organizational agility. In the relationship between EA capability and governance and organizational agility, the hypothesis testing of the leadership moderation variable is tested, whether it is true that leadership can contribute to achieving organizational agility in implementing EA. Results and conclusion: Data processing uses quantitative analysis with descriptive statistics and verification analysis using SEM. From the research, EA capability and EA governance contribute to organizational performance improvement through organizational agility. Leadership provides a positive moderating effect on the relationship between EA capability and EA governance on organizational agility.

Analysis of Competitiveness Fisheries Processing Industry in West Java, Indonesia

The fisheries sector is one of the leading sectors in Indonesia contributinge to the regional and national economy such as in West Java Province in the fishery processing sector which has advantages in each region and can lead to competitiveness. This study to analyze the competitiveness of fisheries processing industry in West Java Province. This research was carried out in January 2021 – July 2021. The method used was a literature survey method to determine the competitiveness of the fisheries processing industry in 24 Regencys/cities in West Java Province. All data are processed and analyzed descriptively. Primary data was obtained from expert judgment consisting of 12 people regarding the proportion of competitiveness of the fisheries processing industry. Secondary data is obtained from statistical data on the fisheries processing industry of West Java province from the marine and fisheries service from 2010 to 2018. The results showed that Depok City was ranked first with very high competitiveness with a final score of 28.76. Depok City has advantages in three variables, namely the facilities and infrastructure, production, and the application of science and technology. Meanwhile, Banjar City ranked last which had low competitiveness with a final score of 0.26. Banjar City does not have an advantage in each variable category because it is in the category of moderate and low competitiveness.

Spatial Autocorrelation of Diarrhea Cases in West Java Province in 2023

Introduction: Diarrhea have been being a significant public health threat for the community due to its impact on morbidity and even mortality especially among infants and toddlers. Understanding the pattern of diarrhea, how the key factors influence the prevalence of the disease and which areas are at the highest risk could help in controlling diarhhea. Objective: Through spatial autocorrelation analysis of diarrhea prevalence with several risk factors, such as open defecation behavior, population density, access to proper sanitation, availability of drinking water facilities, and the number of health centers in West Java Province in 2023, this study aims to identify which districts/cities in the province are at high risk of diarrhea. Method: This ecological study analyzed 27 districts/cities in West Java Province in 2023 using secondary data from Open Data Jabar. The dependent variable was the number of diarrhea cases, while independent variables included key factors influencing the prevalence of diarrhea. The Moran index was used for autocorrelation tests, The study used Geoda software version 1.22. Result: The study found positive autocorrelation pattern between diarrhea prevalence and population density as well as access to proper sanitation. Negative autocorrelatios found for the other factors i.e. the number of drinking water facilities, the number of villages that stopped open defecation and the number of health centers. The risk analysis reveals four districts categorized as high risk of diarrhea: Depok City, Bekasi City, Bogor City, and Cianjur City. Depok City has the highest score of 12, due to high population density and lack of access to proper sanitation. Bekasi, Bogor City, and Cianjur have the next highest scores, with proper sanitation being the largest contributing factor.
