E-government represents a global initiative that leverages information and communication technologies (ICTs) to enhance public service delivery and strengthen interactions between governments and citizens. While adoption is critical to realizing the potential benefits of e-government, research from the demand-side perspective remains limited, particularly regarding how individuals engage with these systems, the factors shaping their trust, and the role of media in promoting awareness and uptake. This study examines the influence of media exposure on e-government adoption by assessing its impact on trust, perceived ease of use, satisfaction, relative advantage, complexity, and observability. A quantitative survey was conducted among residents of the Rabat-Salé-Kénitra region, and the proposed model was tested using Partial Least Squares Structural Equation Modeling (PLS-SEM). The model demonstrated robust reliability (Cronbach’s alpha = 0.710), and ANOVA results (p < 0.001) confirmed the substantial explanatory power of the independent variables in predicting adoption. The model accounted for 65.7% of the variance in adoption and 67.2% in trust. Media exposure and digitalization exerted strong positive effects on trust, which emerged as the most influential predictor of adoption. Additionally, observability and relative advantage positively influenced adoption, whereas complexity had a negative effect. Notably, 72.86% of respondents expressed an intention to adopt e-government services in the future. These findings underscore the pivotal role of media as a catalyst for digital transformation and offer actionable insights for policymakers aiming to enhance citizen trust and engagement with e-government services.

Central bank digital currency (CBDC) serves as a transformative instrument for advancing digital strategies within enterprises, increasingly becoming an integral component of organizational digital initiatives. Nevertheless, the current adoption rate of CBDC among firms remains notably low, highlighting the significant practical importance of examining the factors that influence the intention to utilize CBDC from the corporate perspective. This article focuses on CBDC as the subject of investigation and, utilizing the Technology-Organization-Environment (TOE) framework in conjunction with managerial capabilities, develops a theoretical model to understand the intention to adopt CBDC. Furthermore, the Partial Least Squares Structural Equation Modeling (PLS-SEM) method is employed to empirically analyze the determinants influencing firms’ intentions to adopt the e-CNY, using data collected from pilot cities involved in China’s CBDC initiative. The findings reveal that the adoption of CBDC issued by central banks is primarily driven by organizational factors, such as organizational readiness and top-management support, while environmental factors, including vendor partnerships and market uncertainty, exert a secondary influence. Technical considerations appear to have minimal impact on the intention to adopt CBDC, with complexity identified as the sole factor negatively associated with this intention. Although managerial attributes do not directly affect a firm’s propensity to use CBDC, both technical and organizational elements can exert indirect influence. This study provides valuable insights to assist firms in making informed decisions and strategically allocating resources in the context of utilizing central bank digital currency.

The Use of ICT: The Mediating Role of Attitudinal Beliefs, Subjective Norms, Behavioral Control and Behavioral Intentions among Saudi Elementary Teachers
  • May 10, 2025
  • Journal of Posthumanism
  • Jaber Almarri + 1 more

The present investigation explored behaviours towards Information and Communication Technology (ICT) among 239 primary teachers (59.4% male, 40.6% female) in Dammam, Saudi Arabia. A convenience sampling technique was used to choose the sample. Based on the Decomposed Theory of Planned Behaviour (DTPB) model, the study addressed a research gap investigating technology adoption in a centralised education system. The analysis employed Partial Least Squares Structural Equation Modelling (PLS-SEM) and the mediating effects of attitudes on the path between perceived ease of use towards ICT (β = 0.131, p = 0.003) and perceived usefulness of ICT (β = 0.386, p < 0.001) and behavioural intention towards ICT was statistically significant. Subjective norms mediated peer (β = 0.128, p < 0.001) and superior (β = 0.070, p = 0.001) influences on behavioural intention; however, student influence was not significant, contrary to a similar Western investigation. The results indicate that behavioural intention significantly predicts actual use (β = 0.305, p < 0.001). Contrary to DTPB theory, the results indicate that perceived behavioural control did not mediate any relationships. The model explained 26.1% of the variance in ICT use (R² = 0.261), lower than that identified in a related Western investigation. A notable distinction with differences identified in explanatory power (R²) and predictive relevance (Q²) indicated some theoretical constraints. The findings highlighted the compatibility assumptions associated with technology adoption in a centralised education system. The recommendations highlighted the importance of modifying teachers' attitudes and developing peer networks, rather than providing resources, to increase technology use within the Saudi educational system. Keywords: ICT usage, attitudinal beliefs, subjective norms, perceived behavioural control, the DTPB model, Saudi primary education.
