In June 2024, the UK Government ratified the 2003 UNESCO Convention on the Safeguarding of the Intangible Cultural Heritage. The Convention has virtually global coverage and provides an established framework for the protection of intangible cultural heritage (ICH). However, its status of ‘soft law’ means that states rely on domestic law, often copyright, to implement the requirements of the convention and provide meaningful guidance to their citizens on permitted uses of ICH. Currently, the UK has no legal framework to administer the convention as the 1988 Copyrights and Patents Act contains no provision for the protection of expressions of intangible heritage. This raises significant questions about the efficacy of ratification for Scotland and, crucially, what meaningful difference it will make at the community level. This article reflects on the authors’ experience of running a series of community consultation workshops in Scotland with Historic Environment Scotland – Ar Daimhean is Dualchas / Our Relationships and Heritage – mainly focused in the Outer Hebrides, during the summer and autumn of 2023. These workshops highlighted that the traditional means of ICH transmission and preservation in these communities have not survived the changes brought about by economic migration, the generational absence of Gaelic in educational settings, technological changes, and the incoming of non-Gaelic speakers. The safeguarding initiatives across Scotland at the community level tend to be under-resourced, over-reliant on volunteers and lacking the infrastructure to ensure that ICH will be passed on to future generations. In this context, the ratification of the Convention presents an opportunity for Scotland to co-create processes for ICH safeguarding drawn from networks and examples of best practice that already exist within the country.

The protection of intangible cultural heritage has gradually attracted people's attention. In today's digital information age, the use of digital technology in the protection of intangible cultural heritage has become the focus of research in the field of intangible cultural heritage protection. For the protection of intangible cultural heritage to become the key goal of the continuous inheritance of China's traditional culture, this paper fully analyzes the problems existing in the inheritance and protection of intangible cultural heritage, and applies the high-performance computing method to the digital protection and development of intangible cultural heritage, which provides a strong basis for the protection of intangible cultural heritage. The accurate identification and protection of intangible cultural heritage can be achieved by using high-performance computing methods. In addition, the digital protection and development system of intangible cultural heritage is also designed. Finally, the example results show that the digital protection and development system of intangible cultural heritage proposed in this paper can effectively protect intangible cultural heritage and promote the continuous development of domestic local economy. At the same time, it can also strengthen the public awareness of the protection of intangible cultural heritage and effectively promote the inheritance and development of the protection of intangible cultural heritage.

Intangible cultural heritage is not only the historical memory of a nation and a region, but also the cultural link connecting the feelings of a nation and a region. With the development of the times, the protection of intangible cultural heritage is facing many problems, such as lack of non genetic inheritance and single traditional means of communication. The local government is one of the main bodies of the protection and inheritance of intangible cultural heritage. How to play the role of local government in the protection and inheritance of intangible cultural heritage is a problem worthy of our serious consideration. Taijiquan, originated from Chenjiagou, Jiaozuo City, is one of the first batch of intangible cultural heritage in China. On December 17, 2020, it was listed in the representative list of human intangible cultural heritage of UNESCO. Taijiquan has an important position in China's intangible cultural heritage. Taking Taijiquan as an example, this paper analyzes the current situation and existing problems of the development of Taijiquan, and discusses the functions of local government in the protection and inheritance of intangible cultural heritage.

Research on the construction of intangible cultural heritage corridors in the Yellow River Basin based on geographic information system (GIS) technology and the minimum cumulative resistance (MCR) model

Objectively and accurately identifying the spatial structure and protection scope of intangible cultural heritage and constructing intangible cultural heritage corridors are crucial for the comprehensive systematic protection of intangible cultural heritage and the synergistic development of the region. However, the current research on intangible cultural heritage is limited to the protection and development of intangible cultural heritage in specific locations or specific areas. Thus, systematic and holistic research perspectives are relatively limited. Therefore, this study employs geographic information system spatial analysis and the minimum cumulative resistance model to construct an intangible cultural heritage corridor in the Yellow River Basin. This study aims to establish a systematic protection method and framework for intangible cultural heritage. The results show the following: (1) The intangible cultural heritage in the Yellow River Basin has a large-scale centralized distribution and small-scale scattered distribution, which provides an important spatial basis for the construction of intangible cultural heritage corridors. (2) Overall, intangible cultural heritage corridors can be more effectively constructed in the eastern region of the Yellow River Basin than in the western region, with 84.6% of the area being suitable and 15.4% being unsuitable. (3) Based on the suitability analysis, the "18 + N" corridor system of intangible cultural heritage in the Yellow River Basin, distributed across the eastern, central and southern regions, is constructed. The major corridor has a suitable width of 60–100 km, a total length of 11,935 km, and an area of 625,976 km2–919,942 km2, and can connect 634–711 intangible cultural heritage sites in series. On this basis, this study proposes a multilevel construction system for intangible cultural heritage corridors in the Yellow River Basin that integrates the "network structure–spatial scope" and "element–axis–region" levels. This approach culminates in a pattern of intangible cultural heritage protection and development in the Yellow River Basin characterized by "connecting points into lines, distributing in groups, and linking regions." This study reveals that combining geographic information system spatial analysis tools with a minimum cumulative resistance model effectively identifies potential heritage corridor networks and clarifies the hierarchical relationships of heritage element protection in the study area. This approach provides a reference model for the comprehensive protection and systematic development of intangible cultural heritage in the Yellow River Basin. Furthermore, the effectiveness and universality of this framework make it applicable to the protection and development of other similar international heritage areas.

Retracted] Spatial Differentiation of Intangible Cultural Heritage in South China and Its Influencing Factors

In recent years, a lot of work has been done in the protection and utilization of intangible cultural heritage in South China, while there are dilemmas such as the variation of inheritance content, the extinction of heritage, and the absence of inheritors, it is urgent to strengthen the protection of intangible cultural heritage with realistic reasons. This paper adopts human geography research methods, based on SPSS mathematical statistics, GIS spatial analysis, and econometric models, to analyze the spatial differentiation characteristics of 10 types of intangible cultural heritage in the region and their influencing factors based on 1,708 intangible cultural heritage data from various regions in South China, according to five regions, Guangdong, Hainan, Guangxi, Hong Kong, and Macao. It was found that (1) the intangible cultural heritage in South China is distributed in clusters, with the Pearl River Delta in Guangdong and Guinan in Guangxi being the core areas of high‐density intangible cultural heritage; (2) the characteristics of spatial differentiation of intangible cultural heritage in the region are influenced by a combination of factors, among which the pattern distribution is obviously influenced by cultural factors such as the distribution of ethnic minorities and the number of museums. Finally, from the perspective of revitalization, protection, and inheritance of intangible cultural heritage, the government should propose dialectical and integrated protection of intangible cultural heritage in South China while continuously enhancing its living and contemporary flavor.

Study on Intangible Cultural Heritage Brands from the Perspective of Ecological Protection

China has abundant intangible cultural heritage resources. However, economic development brings pressure to ecological environment, changes of which have direct influence on the protection of intangible cultural heritage. At current stage, due to lack of strong consciousness of intangible cultural heritage protection in many regions in China, part of intangible cultural heritage is in imminent danger. Establishment of intangible cultural heritage brands means inheritance and development of intangible cultural heritage, and is also way of intangible cultural heritage protection. This paper mainly studies on intangible cultural heritage brands from the perspective of ecological protection with an example of protection of intangible cultural heritage in Southeastern Hubei Province. As intangible cultural heritage has tourism value, various countries begin to attach importance to tourism development of intangible cultural heritage. However, unreasonable development is caused for many factors, which cannot inherit or develop intangible cultural heritage but lead to frequent problems in its protection. Establishment of intangible cultural heritage brands is an important way of intangible cultural development as well as inheriting and carrying forward Chinese culture, and formation of intangible cultural heritage brand advantages is the key of enhancing the competitiveness of Chinese cultural enterprises. I. Connotation of intangible cultural heritage In 2003, definition of the concept of intangible cultural heritage by the UNESCO was fully demonstrated in Convention for the Safeguarding of the Intangible Cultural Heritage: intangible cultural heritage refers to a variety of practices, forms of expression, performances, knowledge and skills, and relevant tools, material objects, crafts and cultural places that are regarded as cultural heritage by groups, teams and individuals. According to definition of the UNESCO, intangible cultural heritage mainly includes legends passed down by word of mouth; forms of performance; manners, customs and etiquette etc formed at different social stages; practical achievements of human beings in conquering the nature and exploring knowledge; and traditional handicrafts. In 2004, China also joined this Convention. In 2005, China also issued relevant documents, which provided work of China to be implemented in protection of intangible cultural heritage including principles, objectives and methods etc, and various regions had also declared regional intangible cultural heritage for rating, and these intangible cultural heritage was made public in the form of directory. From an international perspective, intangible cultural heritage is an important performance of national culture, and represents characteristics of local cultures from national aspect. With respect to the current situation of some intangible cultural heritage being in imminent danger, increasing efforts in protection of intangible cultural heritage is one of main ways for country to inherit its traditional cultures. The country, government and individuals shall improve their protection awareness of inheriting Chinese outstanding culture and retaining Chinese cultural connotation.

With the globalization of global economy, the protection of intangible cultural heritage is facing a crisis of survival. Intangible cultural heritage is the crystallization of the wisdom of the working people of a country in past dynasties, with strong national characteristics. Applying digital technology to the protection of intangible cultural heritage can promote the inheritance, transformation and application of intangible cultural heritage. Since China put forward the information development strategy, it has become more practical to use digital technology to protect cultural heritage. Due to the imperfection of management mechanism and format specification, as well as the special nature of intangible cultural heritage, the development of digital means is still very difficult. In order to better protect the digital technology, this paper studies the important role of digital technology in the protection and inheritance of intangible cultural heritage, and further studies the deep development and application of digital technology in the protection and inheritance of intangible cultural heritage.

How to effectively protect and inherit the intangible cultural heritage is the main work at present. Based on the role and influence of animation in the protection of intangible cultural heritage, this paper systematically discusses the promotion role of animation in the inheritance and dissemination of intangible cultural heritage. First, the role of animation communication in the protection of intangible cultural heritage. Finally, this paper takes the combination of intangible cultural heritage culture and animation as an example to discuss and design the combination of intangible cultural heritage protection animation and specific cases. This paper regards animation as a cultural medium, which is of great significance to the effective protection, dissemination, and inheritance of the national intangible cultural heritage.

Recently, Qinhuangdao City Intangible Cultural Heritage Protection Center also specially developed Interim Measures of assessment for Qinhuangdao intangible cultural heritage declare, protection work management system for Qinhuangdao intangible cultural heritage the protection for the provincial, municipal intangible and other endangered projects will also be strengthen, the loss of the project to further strengthen the protection. Application of Digital Technology in Intangible Cultural Heritage Protection

Intangible cultural heritage itself is fragile, so it needs human protection. The existence of everything is a dynamic process, and its emergence, growth, continuation, and demise are objective existences, including “intangible cultural heritage.” With the continuous deepening and development of science and technology, the development of digital acquisition technology, storage technology, remote sensing technology, and spatial modeling technology provides a corresponding realistic basis and platform for the protection of different types of intangible cultural heritage. This paper mainly discusses the application of a variety of modern information technologies in the protection of intangible cultural heritage, deeply discusses the problems existing in digital protection of intangible cultural heritage, analyzes the characteristics of digital protection of intangible cultural heritage, discusses how to better establish the protection platform and management mechanism, and puts forward the application prospect of computer digital technology in the protection of intangible cultural heritage, so as to realize relatively comprehensive digital protection of intangible cultural heritage.

Inclusive Approach for Protection of Minority Intangible Cultural Heritage in the Republic of Serbia from a Human-Rights Perspective

Protection of the intangible cultural heritage represents a significant aspect of the protection of the rights of national minorities, and in our context it is gaining special significance in the context of the sensitive legacy of inter-ethnic conflicts and the need to prevent bilateral conditionality in Serbian accession to the European Union. Eventhough it is usually not comprehended, by joining the UNESCO Convention on the Protection of the Intangible Cultural Heritage, the Republic of Serbia has been granted another important instrument for improving the status of members of national minorities. In previous years, despite the lack of an adequate legal framework, an original and successful institutional mechanism for the implementation of this regime has been established within national framework, with significant results already noticeable. The article analyzes the current legal framework for the protection of minority rights from the perspective of the protection of the intangible cultural heritage and considers the legally relevant results of the joint legal-ethno-anthropological research to date. The analysis also provides recommendations that suggest possible legal solutions aimed at preventing the instrumentalisation of minority cultural heritage issues and the lack of its protection in the context of the European integration process and the culturalized bilaternal conditionality.

The strategy of ‘rural revitalisation’ is put forward to better realise the integrated development of rural economy, society, culture and ecology. A well-off society should be an all-round developed society. Intangible cultural protection is an important foundation for rural revitalisation. Intangible culture is not only the regional cultural heritage, but also the foundation of regional economic development. Fully integrating culture with rural industries is conducive to the all-round development of rural society. The protection of intangible cultural heritage should be based on scientific methods. Scientific means must be used to investigate and calculate the quantity and types of intangible culture in the region, so as to formulate scientific protection strategies. At the same time, the protection of intangible cultural heritage should be organically combined with rural revitalisation, and the intangible cultural heritage resources should be utilised to innovate the regional economic development model, so as to form a benign interaction between economic development and cultural protection, that is, to realise a real sustainable development model.

The protection and spread of intangible cultural heritage bears the features of the living environment and regional culture of China’s ethnic minorities. With the successful accomplishment of poverty alleviation, the status quo, protection and dissemination of intangible cultural heritage has become the focus of poverty alleviation consolidation. There is a variety of unique intangible cultural heritage in Yao region in Hezhou, Guangxi. Based on the analysis of the status quo of intangible cultural heritage and spreading strategy in Hezhou, Guangxi in the context of consolidating poverty alleviation, we need to fully integrate intangible cultural heritage with the special function of consolidating poverty alleviation, explore the inheritance and protection of intangible cultural heritage and its spreading strategies, promote the continuous spread of intangible cultural heritage, build up the brand awareness of regional culture and art in the Yao area, and comprehensively enhance its cultural soft power and economic strength.
