In its day, Mills Brothers' popular version of Always Hurt One You Love was a million-record seller. Today, disc jockeys in Canada could probably bring it back to life by dedicating song to U.S. If anyone has hurt the one you shouldn't hurt at all, U.S. certainly has by applying 10% import surcharge indiscriminately to Canada and other innocent trading partners as well as to guilty. This is no knock against surcharge itself. Because of our mounting balance of trade deficit and our balance of payments dilemma, surcharge is necessary. Used wisely, it can be an effective bargaining tool to encourage our trading partners to revalue their currencies against dollar, to negotiate nontarifi barriers that discriminate against U.S. exports, and to shoulder a greater share of non-Communist world's defense costs.
