Abstract

Abstract Although all engaged American citizens have an interest in the nature of public opinion on policy matters, our leaders think about public opinion constantly, as an environmental factor that guides all of their work. While this volume focuses primarily on national public opinion and decision making among national leaders, this chapter turns to state policymaking. The relationship between public opinion and the activity of state legislatures is vitally important, yet it has received little attention in the political science literature (cf. Erikson, Wright, and Mclver 1993).
