Abstract

Output locality is the complexity measure of computational efficiency for Boolean functions. The function can be eficient if the function has a low output locality. Both security and eficiency are crucial but trade-off concepts of any cryptographic protocol. Recently, a hash function with output locality 4 and still secure under (M, δ)–bSVP assumption was pro-posed. This result block the mold. Further, in 2019, a low constant output locality commitment scheme was constructed. Constant output locality means that the output locality does not depend on the input. Since commitment schemes are fundamental building blocks of various secure protocols, it is useful if a homomorphic commitment with a low output locality is realized. In this paper, we propose a homomorphic commitment scheme with output locality 3. We also give parameter suggestion for our scheme.
