Hand-drawn Stories in the Corporate Folklore of the PSU Computing Centre in the 1960s and 1970s: Approaches to Interpretation

During the 1960s and 1970s, computing centres at higher educational institutions (hereinafter referred to as “CCs”) were the driving force behind computer development. The teams at these centres offered internships for students specialising in certain fields, worked together with other researchers to automate calculations in research projects, and collaborated with external customers to develop and troubleshoot computer programmes. In Perm State University, a centre of this kind was founded in 1960. Being pioneers of the digital industry, the specialists of the PSU CC shaped the professional culture through informal corporate practices. One of them was recorded. In the 1960s–1970s, colleagues of Yu. V. Devingtal, scientific director of the PSU CC, celebrated his birthdays by giving him special gifts, which are considered in this article as a historical source. The gifts were albums consisting of poetic texts accompanied by illustrations. Being an integral role in the broader practice of congratulatory exchanges, PSU CC albums serve as a record of the professional community’s self-perception at a specific historical moment. The intermedial and semiotic analysis of the albums’ content reveals a subjective view of the process of formation of the CC socio-technical space. The authors of the albums describe the everyday life of the CC chief in the “fairy-tale language” of Soviet popular culture. Modern technology and the process of its application are represented in the visual-verbal narrative by three recurring elements: the transience of time, the bogatyr scientist, and bureaucratic chaos. Consequently, the practice of the greeting album evolves into a tool for institutionalization and consolidation of a corporate community that seeks to master digital materiality.

Innovative aspects of enhancement of management processes in the higher educational institution on the basis of application of modern information and communication technologies

This article is devoted to innovative aspects of enhancement of management processes in a higher educational institution on the basis of application of modern information and communication technologies. Research purpose is development of theoretical provisions and practical recommendations about enhancement of management processes in higher education institution on the basis of application of information and communication technologies. This purpose has determined statement and the solution of the following tasks: to research theoretical essence and concept of corporate management of higher education institution; to determine the directions and forms of corporate management in higher education institution; to reveal feature of corporate management processes in higher education institutions; to determine the factors constraining implementation of the corporate principles of management of higher education institution; to develop technology of use of corporate mail of higher education institution on the basis of application of the program MS Outlook complex and a security system of Kerio Control. In the course of research methods of the economic, historical and logical analysis, system approach, a method of analogies, methods of generalization, method of expert evaluations, SWOT analysis, etc. were applied. Applied researches on this problem, and also practical experience of the Tashkent state economic university are used. During writing of article the results containing elements of scientifi c novelty are received: author’s defi nition «corporate management in higher education institution» on macro and microlevels is given. At the macrolevel – this state regulation, support and assistance of processes of implementation, transformation and adaptation of methods, models and the best practices (practice) of corporate management to the sphere of the higher education, increase of degree of autonomy of higher education institutions and sale of mechanisms of public-private partnership for the purpose of increase of social effi ciency and responsibility of the parties. At the microlevel – this use of the mechanisms of effective corporate management providing coordination of interests of the entities and organizations and creation of the conditions for long-term cooperation about business by community promoting a performance of the mission of higher education institution and maintenance of the academic values of the higher education; the directions of corporate management in higher education institution are determined; the features of corporate management processes consisting in ambivalence of their influence on the high school environment both with positive, and from negative sides are revealed; the factors constraining processes of forming of corporate management in higher education institution at various stages which elimination creates bases for search of new allowances of successful functioning of higher education institutions in the conditions of the increasing complexity, uncertainty and dynamism of external environment are determined. Zones of tripartite interests of the state, business and higher education institution in the course of integration of education, science and innovations are revealed. This research is directed to systematization and development of theoretical bases of the concept of corporate management in higher education institution. The received results can be used in activities of governing bodies, business by structures, professional and higher educational institutions as a basis for development of recommendations about development and enhancement of management processes based on application of information and communication technologies.

Mastery of modern technologies in higher education institutions as a basis for the work of a future media specialist

In the era of modernisation, mastering modern technologies and innovative working methods is an important aspect of any business. Modern technologies are no less relevant in the work of future directors, because, having mastered them, a specialist can adapt to modern professional trends and improve the quality of their projects. The purpose of this study was to cover the aspects of the use of modern technologies in the training of future directors and to prove that mastering them is necessary for successful professional activity. To fulfil this purpose, the methods of analysis and synthesis, comparison, generalisation, induction and deduction were used. The study revealed the need to use innovative technologies in the work of modern specialists, namely in the activities of future directors. The paper described the specific features of preparing future directors for professional activity in higher education institutions. The study analysed aspects of directing activity in the era of modernisation. The authors described modern technologies and the possibilities of their application in filmmaking. The importance of modern technologies for future specialists in terms of distance education and blended education was covered. The authors described the prospects for the development of film and theatre art if future directors use modern technologies. Positive and negative aspects of the use of modern technologies in filmmaking were covered. Recommendations for improving the process of mastering modern technologies in higher education institutions were provided. It was concluded that future directors need to master modern technologies to develop Ukrainian theatre and cinema. The results of this study can be used by the management of art higher education institutions to develop curricula, by teachers to improve the educational process, and by students when studying and preparing for professional activities.

Use of Information Technologies in Higher Education From The Aspect of Management

The development of modern information-communication technologies has enabled the development of electronic knowledge distribution channels that expand the effective level of general and specialist education. This trend is also present in higher education because higher education institutions and institutes increasingly rely on the use of modern information-communication technologies in their operations. The effects of the use of personal computers, the Internet and global social networks are multiple in the higher education system as well. In the process of acquiring new knowledge, developing creativity, as well as ensuring greater activity in the process of education, new learning technologies, with the use of multimedia systems, created the prerequisites for the engagement of all individual and collective resources. The most important source of the state’s competitive advantage is the ability to educate and retain highly educated personnel in the field of information technologies. From that aspect, the paper discusses information technologies as a scientific discipline and general conditions for education in the field of information technologies. The impact of technical and pedagogical changes on education in this area is analyzed with particular attention. It is known that information technologies are suitable for vocational education, and the modern environment sets specific requirements regarding the applicability of knowledge acquired in higher education institutions. The dynamic and turbulent market emphasizes the applicability of knowledge as a key requirement in the educational process. These short researches propose new educational modules that should structure teaching in the field of information technologies in accordance with the global demand in this sector. Every society strives for a more efficient and economical system of education, and therefore the issue of the use of new information technologies in education comes down to the problem of creating a theoretically ideal model of the use of these technologies at all levels of education and work.

Mineralogical and Geochemical Investigations in the Perm State University (1916 – 2016)

The history of foundation and development of mineralogical and geochemical sciences on the Mineralogy and Petrography Department of the Perm State University for 100 years is presented. The achievements in the alluvial mineralogy and nanomineralogy are characterised. Relationship of development in the area of geochemical research on early stage with the European scientific school is discussed. The next stage is characterized by transition to investigations of trace elements and usage of the modern analytic base for environmental geochemistry. Petrographic and lithologic investigations have become the base for paleotectonic reconstruction of the Western Urals area. The study of distribution of mineral resources has been conducted on the base of specific minerageodynamic concept. The principles of minerageodinamic investigation of oil and gas basins, and methodology of reservoir study using modern technology were developed. The contribution of individual scientists in development in different scientific areas is illustrated.

ВИЯВЛЕННЯ ТА ПОПЕРЕДЖЕННЯ ЗЛОЧИНІВ У ЗАКЛАДАХ ВИЩОЇ ОСВІТИ

This article is dedicated to a comprehensive analysis of the issue of crime in higher education institutions (HEIs), which poses a significant threat to the safety of the educational environment, academic integrity, and public trust in the education system. The purpose of the article is to investigate the problems of detecting and preventing crimes in HEIs and to develop proposals for their resolution. The main types of offenses most frequently encountered in HEIs are identified, including corruption crimes, violence, cybercrimes, illicit drug trafficking, and property crimes. Particular attention is paid to the specifics of each of these crimes, their manifestations, and consequences for students, faculty, and staff of educational institutions. The article analyzes the legal mechanisms for preventing and combating crime in HEIs, specifically examining Ukraine’s national legislation regulating safety issues in the field of education. The role of normative legal acts, including the Law of Ukraine «On Higher Education,» the Law of Ukraine «On Prevention of Corruption,» the Criminal Code of Ukraine, as well as government decrees governing the work of law enforcement agencies in combating offenses in education, is explored. The importance of developing and implementing internal anti-corruption policies in HEIs, introducing systems for monitoring compliance with academic integrity, and increasing the legal awareness of students and faculty is emphasized. The role of law enforcement agencies in detecting and documenting crimes in HEIs is examined. Special attention is given to the activities of the National Police of Ukraine, the Bureau of Economic Security, and the Security Service of Ukraine, which conduct operational and investigative activities, inspect financial operations of HEIs for illegal schemes, and counter threats to national security in the field of education. Mechanisms of cooperation between law enforcement agencies and university administrations, as well as methods of prompt response to potential threats, are described. A separate section of the article is devoted to the use of modern technologies for monitoring and preventing crimes. The possibilities of using video surveillance systems, audio recording, analytical tools, and digital forensics methods to improve the effectiveness of detecting offenses are explored. The role of big data and artificial intelligence in developing risk profiles and predicting potential crimes on HEI premises is considered. An analysis of international experience in combating crime in higher education institutions is conducted. Particular attention is paid to the American Clery Act, which establishes requirements for mandatory reporting of crimes on university campuses, transparency of information about offenses, and safety measures in HEIs. The possibility of adapting the principles of the Clery Act in Ukrainian legislation is explored, including the mandatory publication of crime rate reports in HEIs, the introduction of standard incident response protocols, and the expansion of functions of internal security services in educational institutions. The author proposes a comprehensive approach to detecting and preventing crimes in HEIs, combining the analysis of legal mechanisms, the activities of law enforcement agencies, and modern technological solutions. The importance of interagency cooperation between educational institutions, law enforcement structures, and state bodies to ensure the safety of the educational environment is emphasized.

The Role and Effectiveness of Audit Committees in UK Higher Education Institutions

The aim of the project was to investigate corporate governance practices in UK higher education institutions (HEIs). Specifically, the project sought to examine the role and effectiveness of the audit committee in supporting what was initially conceptualised as financial leadership’ in HEIs. What makes a board, and its various committees, an effective mechanism is a key and recurring question, which has been raised in academic, practitioner and policymaking circles and is relevant to companies, public bodies, charities and universities alike. The case of the audit committee is often highlighted in practice and in the literature, since it is a central plank of any corporate governance structure, normally tasked with overseeing the financial, control, auditing and risk management aspects of the organisation. In the light of the rapidly changing and uncertain financial environment faced by UK HEIs, the role of the audit committee is critical in monitoring, advising and shaping the HEI’s direction, and its work and structure have been the subject of detailed guidance by the Committee of University Chairs (CUC), supplemented by developmental resources from the Leadership Foundation for Higher Education and accountancy firms. However, what has been missing so far is a comprehensive cross-sectional analysis of the audit committee’s actual structure and characteristics in UK HEIs and the impact this has on organisational outcomes, and a deeper understanding of the role and activities of the audit committee from the field. In terms of the practical direction adopted during the research and how the results are presented in the final report, this has cascaded into three sub-objectives that we have fully achieved; ie, to: (a) investigate the characteristics of the audit committee in UK HEIs (b) investigate HEIs’ level of public accountability and the likely impact of the audit committee on accountability and other organisational outcomes (c) explore the role and effectiveness of the audit committee in detail.

TRADITIONAL USER SUPPORT at institutions of higher education has revolved around the idea that the staff of the computer center should provide resources and consultation primarily for applications considered more traditional in nature: registration, financial aid, data processing/computer science applications such as languages (COBOL, FORTRAN, BASIC, JCL, etc.), Computer Assisted Instruction (CAI), and research projects which might utilize a statistical package like SAS or SPSS. This has most certainly been true at four-year institutions and to only a lesser degree at community colleges.

Digital competences of teachers and associates at higher educational instiutions in the Republic of Croatia

One of the basic competences for lifelong learning is the development of digital competence, and especially at higher education institutions. There are long-term goals in economic and social progress in form of initiatives related to the ensuring the multiple information education. Due to the fact that there is not sufficient research aimed at assessing the initial state of information literacy within higher education institutions in Croatia, the goal of the present research is to determine the level of knowledge, more precisely the digital competence of teachers and educators in higher education institutions in the Republic of Croatia, the frequency of their usage of modern technologies in teaching, and to explain the necessity of implementing the multimedia and e-learning training programmes at different faculties. The research was conducted on a representative sample (N = 1800) of teachers and associates at higher education institutions in the Republic of Croatia working in different departments in Osijek, Split and Zagreb. An online questionnaire was used to examine the level of their digital competence, and the frequency and the method of using modern technologies in teaching. The results of the research show that teachers and associates working at technical faculties are more competent in conducting their research scientific work and use the modern technologies significantly more than teachers and associates working in the area of social sciences and humanities. The results show that more than 70% of teachers and associates are assessing themselves as being digitally competent in the use of computers and new technologies, and over 60% of them regularly use media in their teaching practice

<p>The article is devoted to the characterization of the specifics of the work of special institutions of higher education of Dnieper Ukraine on the edge of XIX‒XX centuries. In the process of scientific research, it has been established that the network of institutions of higher education of Dnieper Ukraine on the edge of XIX‒XX centuries was represented by three universities (Kharkiv, Kiev, Novorossiysk universities) and several institutes of special education subordinated to various departments of the Russian Empire, such as: Kharkiv Veterinary (1873), Nijensky History and Philology (1875), Kharkiv Technological (1885), Kiev Polytechnic (1898) universities. Features of the organizational and administrative structure and educational process of the mentioned types of institutions of higher education during the studied period were revealed on the basis of comparative and correlative analysis of scientific literature, archival sources. It has been established that, in contrast to universities, special institutions of higher education were guided in their work by separate statutes and regulations, which became more uniform at the beginning of the XX th century. This led to certain differences in the structure (lack of faculties, introduction of separation into departments), the definition of the composition and functions of governing bodies of higher education institutions (director, council or conference, board), formation of professorial teaching staff (professors, associate professors, private associate professors, adjuncts, graduates of secondary education institutions), awarding degrees (exclusively master's degree in veterinary studies), etc.<br>\nA number of peculiarities that characterized the organization of the educational process in institutions of special higher education was found: the development of special rules for admission to each particular educational institution, taking into account the professional orientation, the definition of the term of studies (4-5 years), the provision of preference to such forms of training as practical and laboratory classes, increase of the volume of different types of practices organized on the basis of industrial enterprises or special institutions. It has been found out that special institutions of higher education were distinguished by the system of evaluation and organization of control of educational and cognitive activity of students. Advantage was given to such forms of control as rehearsals, pass tests, project defence. The article also focuses on the regulation of the rules of the internal regulations in higher educational institutions, the rules of behaviour of students, the types of encouragements to study (state and nominal scholarships, exemptions from tuition fees), and penalties, among which detention in a punishment room was practiced.</p>

DOI: 10.17323/1811-038X-2018-27-3-82-106 Метод оценки с помощью экспертных опросов весьма распространен в современных сравнительных исследованиях, однако возникает вопрос, насколько надежными и валидными являются результаты подобных опросов, полученных в условиях (1) политизации предмета исследования (проблема чувствительности), (2) политического режима, характеризуемого экспертами как «электоральный авторитаризм», и (3) продолжающегося процесса профессионализации экспертного сообщества. Основываясь на материалах экспертного опроса проекта Electoral Integrity Project, авторы исходят из предположения о том, что эти три фактора будут систематически влиять на характер экспертных оценок, оставаясь источниками смещения (bias), которые необходимо учитывать при использовании результатов экспертных опросов в дальнейших исследованиях. Цель исследования – выявить, есть ли систематические смещения в экспертных оценках, и если они есть, то каковы их источники. Результаты анализа показывают, что в экспертных оценках в качестве источников смещения имеют значение степень персональной «лояльности» или «оппозиционности» эксперта (голосования за партию власти или оппозицию), а также степень доверия телевидению.

 Хотя в странах Запада проблемы маргинализации активно интегрируются в исторические исследования, российские историки по-прежнему с сом­нением смотрят на перспективы анализа этого феномена. Курсы, посвященные исследованию исторических процессов сквозь призму маргинализации и дискриминации, практически отсутствуют в учебных планах университетов, а студенты меньше подготовлены к восприятию истории не только как жизни и деятельности победителей, но и как борьбы и существования побежденных и угнетенных. Статья посвящена опыту преподавания курса по истории маргинальных сообществ в рамках магистратуры в Пермском государственном университете и затрагивает как вопросы структуры курса, так и дискуссионные вопросы, поднимаемые в ходе работы со студентами, а также проблемные точки и перспективы развития подобной тематики в университетском пространстве. Автор отмечает причины невостребованности проблематики, связанной с процессами маргинализации, в российском университетском образовании и научном пространстве, делая вывод о значимости знакомства студентов с подобным новым взглядом на социальные процессы. Вписывая историю маргинальности в важные для социального знания теоретические рамки (гендерная теория, квир-теория, постколониальная и критическая расовая теории), автор демонстрирует, как анализ кейсов, связанных с маргинализацией, может способствовать более глубокому пониманию феномена исторического процесса студентами и критике ими имеющихся исследований маргинальностей, поскольку последние зачастую репрезентируют властный или колониальный дискурс вместо предоставления меньшинствам и маргинализируемым группам права говорить от своего имени. В то же время курс демонстрирует студентам то, как дискурс колонизатора / властвующего может присваиваться самими колонизируемыми / подчиняющимися и становиться как инструментом освобождения, так и механизмом самомаргинализации. В завершение автор приходит к выводу об успешном опыте преподавания курса по истории маргинальности и отмечает перспективность таких подходов для формирования исторического сознания студентов магистратуры.

Walking Out of Step, Yet Staying Ahead in the Study of Conservatism: Reflections on the 90th Anniversary of Pavel Yukhimovich Rakhshmir

This article explores the relationship between academic relevance and political context in the study of conservatism within Russian historical scholarship. The authors examine the intellectual journey of Pavel Yukhimovich Rakhshmir (1935–2024), a historian from Perm, and particularly his contributions to the study of conservatism. The analysis draws on Rakhshmir’s monographs and articles, both scholarly and journalistic. The article highlights Rakhshmir’s organisational efforts, notably his role as the founder and head of the Centre for Conservatism Studies at Perm State University, editor of the Studies in Conservatism series (six issues), and organiser of several conferences addressing the definition, typology, and political dynamics of conservatism in the 20th century. Significant attention is given to Rakhshmir’s analysis of conservative ideologists and political leaders, emphasising his preference for representatives of the missionary type and charismatic leaders over those favouring the Gaitskellian consensus. In light of the resurgence of conservatism at the turn of the 21st century, Rakhshmir’s critical perspective on conservatism’s stance towards multiculturalism and other cultural issues holds notable prognostic potential. He also laid the conceptual foundations for his students’ dissertation research on national models and types of conservatism. The article underscores Rakhshmir’s pivotal role in the development of the Political Studies school at Perm State University, highlighting his analytical depth, academic integrity, and passionate commitment to research.
