Abstract
La expresión “autoridad mundial” fue usada por Juan XXIII en 1963 en su encíclica Pacem in terris, al servicio del bien común universal. Los grandes cambios en las relaciones internacionales exigen que para promover ese mismo bien común deba existir una autoridad pública mundial. Cincuenta años después, la democracia plantea el reto de una estructura global democrática con una ética civil cosmopolita como marco para un desarrollo humano integral.
