Abstract
The December 1994 issue of the IEEE Transactions on Nuclear Science contains the formal versions of papers selected from those presented at the 31st Annual International Nuclear and Space Radiation Effects Conference (NSREC) held in Tucson, Arizona, 18-22 July, 1994. From the conference, approximately 120 papers were submitted to the review process to be considered for publicatioo in this issue of the Transactions. 113 papers were ultimately accepted for publication. A drop in participation in the conference by representatives of United States industry and government was more than compensated by submissions from other countries. A welcome sign of our changing times:three papers were submitted and accepted from Russia.
