In the distinguished spheres of private security industries, India and the UK confront a shared predicament—a conspicuous void in unambiguous wage regulation within their governing acts. This systemic lapse, diluting the safeguarding of employee rights and welfare, engenders concerns over wage inequalities, perpetuating a vulnerable workforce’s susceptibility to exploitation. This discord reverberates as an intricate dissonance in the tapestry of labour regulations, weaving threads of disparity, neglect and inequity, thereby underscoring a poignant disjunction between international ideals and the tangible hardships faced by the unsung custodians of security. A crisis of legitimacy?: The importance of procedural justice in frontline private security provision

The private security industry has expanded rapidly in recent decades. Yet the sector has been plagued by suggestions that its personnel lack the professionalism, skills, effectiveness and legitimacy to perform many of the tasks they are employed to do. This raises questions of how the sector has or should attempt to enhance their perceived legitimacy. The current study tests whether citizens’ perceptions about procedural justice might be associated with legitimacy judgements in the private security sector. Specifically, it explores whether citizens focus more on procedural justice concerns or effectiveness concerns when forming judgements about the legitimacy of frontline private security practitioners. Using survey data from 347 Australian citizens, the findings show that procedural justice concerns are most strongly associated with citizens’ legitimacy evaluations; concerns about effectiveness seem to be less important. Further inspection of the data reveals that the ‘neutrality’ and ‘trustworthiness’ sub-components of procedural justice are what matters to Australian citizens. The implications of these findings for scholarship and practice in the private security sector are discussed.

The bodyguard: A new status symbol or a professional challenge

The paper discusses the legislation, the necessary knowledge and skills, the methods, as well as the ethical principles and standards related to the profession of a bodyguard. The industrialization of private security is an irreversible process, which has rapidly began to take root in Serbia. After more than two decades, this important field of private security sector is finally regulated by the Act on Detective Activity, and the Act on Private Security. The physical and technical protection of persons and property in the security services market requires the application of modern procedures and high standards. The security sector reform in the Republic of Serbia requires a faster response of the state and the entire society, as well as a high degree of professionalism. The private security sector is a relatively recent concept; therefore it is necessary to assess its effectiveness in terms of legislative, security, economic, social, ethical, cultural and other aspects. Bodyguards, both state and private (security officials), must be trained to implement operational and technical knowledge and skills, to react quickly and energetically, and to use the equipment and other high-tech assets. Besides, for certain type of work, they must possess specialized knowledge at the level of a professional police officer.

Private security resources for critical infrastructure protection in urban conditions

Critical infrastructure includes networks, systems, facilities and assets that ensure the functioning of the state and ensure the basic needs of the population. It represents the environment of every society and as such ensures well-being, prosperity and security. Due to the role it plays in maintaining functioning, integrity and security in urban areas, it can be considered a significant link of urban security. Different social processes of the modern era have led to changes in the organizational, technical and operational aspects of critical infrastructure, and the interconnectedness, complexity and dependence of these infrastructures has led to the multiplication of risks. Critical infrastructure today is vulnerable to a variety of threats, traditional and modern, including natural disasters, cyber attacks and acts of terrorism. Its vulnerability reflects the vulnerability of society, it represents a high level of risk for overall security, including the security of urban areas. A key segment of critical infrastructure protection is its resilience. Basically, resilience is the ability of a system, network, facility or other element of critical infrastructure to absorb negative impacts, to adapt to them and return to a state of normal or even improved functioning in the most optimal period of time. Therefore, by strengthening the resilience of critical infrastructure in addition to protecting the infrastructure, the resilience of the environment in which it is located is also strengthened, which further contributes to the resilience of society as a whole. One of the providers of critical infrastructure protection, as well as providers of urban security, is the private security sector. In recent decades, this sector or the private security industry, as it is often called, has been a significant entity in the arena of security services, while critical infrastructure is a frequent reference object to which they provide protection. The author pointed out the role that the private security sector plays in urban areas, taking the protection of critical infrastructure as a variable through which she will present that role. The goal of the work is to present theoretical insights into the various resources that the private security sector uses to protect critical infrastructure, which indirectly contributes to security in urban conditions.

The private security sector has gained a great momentum in recent years, which leads to competition among institutions providing private security training. This competition can sometimes lead to debate about whether companies can provide efficient and sufficient training in private security training institutions with an operating license in order to maintain their existence in the long term, to provide sustainable competitive advantage and an average profit return. Within the scope of the law, private security education is available both in private security education institutions and in associate degree programs of universities. As a result of the trainings given in private security training institutions, Private Security Officers (PSO) have been trained in Vocational Schools of Universities (VSoU) and training activities are carried out in Private Security and Protection Programs. The purpose of the study is to reveal the profile of private security education in Turkey and Turkish Republic of Northern Cyprus (TRNC). Thus, the study will be grounded on a basis especially by comparing private security training differences. The different MODULE programs are applied to PSOs who will work in specific fields in TRNC private security training. In this context, in order to improve private security education in Turkey, this program can be included in the course content of Private Security and Protection Programs within the vocational schools by making use of the MODULE based program.

The research was guided by the purpose of identifying how, in the city of Rio de Janeiro, the lack of public security policies affect the private security sector. The referential theoretical framework embraced the themes of social and economic contextualization of private security, the institutionalization of private security and the problem of public security in the city of Rio de Janeiro. The empirical stage of the study included semi-structured interviews with key informants, three of whom were directors of different medium-sized companies in the private security sector located in the municipality, a high-ranking officer of the Military Police of Rio de Janeiro, and the president of a private organization which provides training services to civilians, military and police forces. The results confirms contradictory aspects of integration and imbalance between the private security sector and the public power, as well as raises unique issues, such as the causal relation between the media role in violence and the growth of the sector, and the antinomy between the amplification of the ostensible presence of the police force on the streets and the increase of the sense of insecurity that causes the growth of the demand for private security.

FUTUROLOGY OF THE PRIVATE SECURITY SECTOR IN BOSNIA AND HERZEGOVINA

The disintegration processes of the countries with socialist socio-political, economic, social and security structure from the beginning of the 1990s, have left significant consequences on the security sector as well. This is due to the fact that a previously unknown entity – private security – appeared in the security sphere, exposed through detective activity and physical and technical people and facility protection. The changes that have occurred in terms of property ownership, the disappearance of state property through the privatization process and the like, among other things, are factors that have affected the new security entity development embodied in the private security sector. The current situation of the private security sector in Bosnia and Herzegovina is at a satisfactory level, but some legal solutions have proved to be impractical and inefficient, so they should be further improved in accordance with modern security standards. The analysis of content documents which regulate this sector, led to certain conclusions that may affect the further course of private security development. This paper also elaborates on the segment of competencies over this sector’s work control, which is directly related to the specific structure of Bosnia and Herzegovina.

Regulation of the Private Military and Security Sector: Is the UK Fulfilling its Human Rights Duties?

There is a divergence in state practice as regards the regulation of private military and security companies (PMSCs), 1 ranging from outright prohibition, to forms of licensing, to voluntary self-regulation. 2 This article considers the self-regulation model as adopted by the UK in order to illustrate the compatibility of such a regime with international norms, especially those guaranteeing human rights. The UK is the home state, that is state of registration, for a large number of land-based and maritime PMSCs. The Security in Complex Environments Group (SCEG) was appointed by the UK Government in 2011 as its partner for the development and accreditation of standards for the UK private security industry operating in the land environment overseas. 3 SCEG is a special interest group within Aerospace Defence and Security (ADS), a trade organization advancing the UK aerospace, defence and security industries; SCEG lists over 60 PMSCs as members. 4 Separately, 22 UK registered companies involved in providing security services in overseas territories or maritime areas are currently listed as members of the International Code of Conduct Association (ICoCA), 5 set up in 2013 to oversee the implementation of a non-binding international code for private security companies, although a much larger number of UK companies signed up to the International Code of Conduct for Private Security Providers of 2010. 6

Current Condition of Private Security Industry in Mongolia

Si nce 1990, with its transition to the market economy relations and with its newly built economic sector based on private ownerships, the private security sector has been developed in keeping with international best practices and standards in terms of its legal basis, structure and organization and, equipment and technology. T he main objective of this study was to analyse current condition of private security in Mongolia and findings show that, in general, the security service in Mongolia is being developed with the two types of security service including the proprietary service and the contract service. The findings of the research give quite a complex picture of the development of private security in terms of current condition of private security in Mongolia . T herefore, the findings can be used to influence certain roles within the private security sector, but also to aid the development of the new strategic document on the further expansion of the private security industry in Mongolia which state policy-makers will prepare.

A particularly striking feature of research into the private security sector in the UK is the lack of reliable data about the actual size and shape of the industry. This has been noted by a number of authors with a close interest in the private security sector. South (1988: 23) stated that ‘the only consistent and reliable statement that is continually made about the size and the scope of the private security industry today is that it is hard to obtain consistent and reliable information about it’. George (1984: 41) wrote that ‘the Home Office that so often pontificates on the industry cannot even produce a reliable estimate of numbers employed’. This paper gathers together some of the available estimates of the private security sector, and compares them with new information available from the Labour Force Survey (LFS) and British Telecom's Business Database.

The framing of private security and its regulation in Belgium, 1980–2020

Over the past 40 years, the private security sector in Belgium, along with its related policies, has undergone significant transformations, with the industry establishing itself as a crucial partner in domestic security governance. Although the political context in which private security has evolved holds considerable importance in criminological scholarship, the specific processes of framing this phenomenon have attracted much less attention. This article examines the various approaches adopted by political actors in framing private security within policy formulations and efforts to introduce new regulations. Empirical data are drawn from parliamentary records spanning the years 1980 to 2020. By focussing on the parliamentary arena, we analysed how the issue – that is, the need for regulating private security – has been discussed, motivated and framed by those in power. Our results demonstrate that six conflicting and supporting frames revolved around three overarching themes: the function and position of private security, and what the government sought to protect in society. The findings of this study provide new insights into the forms, degrees and manifestations of framing private security, along with its relation to security events over time. Consequently, it offers a deeper understanding of the political field and societal conditions under which the trajectory of private security has unfolded in Belgium.

The private security sector in the former Yugoslavia has shared the fate of the earlier common state starting from inception, through the transformation and to the cessation of existence. After the secession of some Yugoslav republics private security, as well as other areas, were under the jurisdiction of the newly created state. In the Republic of Serbia in 1993 a regulation on the termination of the earlier norms in the field of protection of property, persons and businesses was adopted, after which this area was not legally regulated for two decades. In late 2013, they adopted the Law on Private Security and on the detective business, and then successively some of the by-laws for their application. So the first time after so long, the private security sector had regulated stem regulations, while the actspredict programs and ways of implementation of the training, the training of personnel and the necessary conditions for work. The special significance of this standard is found in the process of application of the Republic of Serbia to join the EU and the harmonization of standards with the EU regulations.

Private Security, Human Rights and COVID-19: Regulatory Challenges at the Margins

The increasing use of private security by States during the COVID-19 pandemic, and the fast outsourcing facilitating that use, raises immediate challenges to the international legal order, and specifically to the protection of human rights, particularly for marginalised groups. It also reinforces existing fundamental questions about future regulation and governance of the private security sector at both the international and national levels. This essay assesses the impacts and consequences of the use of private security companies during the global pandemic by: (1) identifying the challenges for the rule of law due to the use of emergency procurement rules by States to outsource security; (2) highlighting the negative impacts on human rights as a result of using private security during the pandemic, especially for groups marginalised by race, ethnicity, poverty, disability, gender, sexuality or other status; (3) examining the reorientation of services provided by the private security sector towards humanitarian and medically-related activities and the human rights consequences; (4) exposing regulatory weaknesses. It concludes that emergency legislation expediting the use of private security must not become normalized, despite the pandemic, that States and private security companies must pay particular attention to the significant risks of human rights impacts, particularly for marginalized groups, and that the international and national regulatory regimes for private security are of limited effect in current circumstances and require urgent attention.
