About the Author. Frank Rijsberman is the Director General of the International Water Management Institute (IWMI), headquartered in Colombo, Sri Lanka since August 2000, and he is a Professor at the IHE in Delft, The Netherlands. IWMI is an international research center supported by the Consultative Group on International Agricultural Research (CGIAR). Frank Rijsberman earned his Ph.D. in Water Resources Planning and Management from Colorado State University, USA.
