Abstract

In this paper, a GIS (geographic information system)-based multiple criteria classification (MCC) analysis procedure is proposed, and an application to emergency management ability assessment of institutions in China is investigated to demonstrate the proposed procedure. First, the research on emergency management is concisely reviewed to provide a general background. Next, multiple criteria decision analysis and MCC are briefly explained. Then, GIS and a GIS-based MCC analysis framework are described in detail. Finally, a case study of emergency management ability assessment is presented to illustrate the proposed method.
