Abstract

This article questions contemporary wisdom that we are currently in a transition crisis between two technological waves, and argues that technological change is not a springboard out of the current crisis. The crisis is seen as resulting from the opposition between the transitional driving forces and factors of inertia. The essential problems to be solved—including those associated with new technologies—lie in structural and behavioural inflexibility.
