Abstract

In the context of a stable global trend of population aging, social work with elderly citizens is becoming increasingly important. Solving the problems of older citizens is becoming one of the most important tasks facing the society and public institutions of social services. In order to solve the problems of elderly citizens, there are various social service institutions, various innovative technologies are being introduced and used, but despite the common efforts of the state and the society to maintain their living standards , many elderly citizens, due to various circumstances, find themselves alone, deprived of the care of the people they are close to. Hence, there is a need to develop new forms of living arrangements for older people who need care and assistance. A foster family for an elderly person is a good alternative to in-patient institutions, first of all, being a possibility of extending the life of elderly citizens in a home family environment. To date, foster families for older citizens do not have a fixed provision in the Federal regulations. Therefore, the entities wishing to introduce the technology create their own regional laws. In order to study this form of living arrangement - a foster family for elderly citizens of Irkutsk Oblast, a sociological study has been conducted using the method of expert survey and SWOT analysis. The result of the expert survey reveals that the technology is quite effective, favorably influencing the psychological state of an elderly person, and also provides an opportunity to live in a family environment in a homelike manner. Based on the data of the study of the foster family for elderly citizens of Irkutsk Oblast, as a form of their life order, the article offers recommendations for further establishing and developing the technology of work with foster families for older citizens on the basis of national practices.
