Abstract

Legislative deadlock has stalled Florida Gov. Lawton Chiles9 plan to cover the state9s working poor, but a recently instituted law is making it easier for small businesses to provide insurance to their workers. The state is in the fledging stages of a health care reform effort that keeps government involvement at a distance and instead relies on market factors. Last year, the Florida legislature passed the Healthy Homes law, which created 11 Community Health Purchasing Alliances (CHPAs).
