The financing of scientific research projects is carried out from multiple sources and locations, all with the common goal of improving the state of military education and scientific research in the defense sector. The aim of this paper is to highlight the importance of adequate financial planning for the development of military education and military scientific research. Naturally, the purpose for which financial resources are used is of great and decisive importance for the quality of both military education and scientific research activities. Accordingly, the central hypothesis of the paper is that knowledge and application of project management principles, along with compliance with relevant procedures, regulations, and the chart of accounts, directly influence the efficient utilization of financial resources allocated for scientific research projects at the University of Defence. This, in turn, impacts the overall success and feasibility of the projects. The paper employs a comparative method - specifically, a comparative analysis of the University's expenditures and expenses from 2016 to 2022, categorized by funding sources-as well as content analysis. Using SPSS software, financial data was analyzed with the aim of enhancing the management of scientific research projects at the University of Defence. Based on this, the authors conclude that the application of project management and familiarity with relevant procedures and regulations are of critical importance for project success, as well as for the effective planning and execution of financial resources.

Project management of agricultural scientific research institutions is an important section of agricultural scientific research plan management. It is of great significance for sustainable development of scientific research work of scientific research institutions. According to a series of opinions and notices about scientific and technological system reform issued by the state, and combining current situations of management of scientific research projects in scientific research institutions, this paper made a preliminary study on management of agricultural scientific research projects in the new trend. Finally, on the basis of the current situations of management of agricultural scientific research projects, it came up with pertinent recommendations, including strengthening communication and cooperation and actively declaring projects, strengthening preliminary planning of projects and establishing project information database, reinforcing project process management, ensuring on-time and high quality completion of projects, and strengthening learning and improving quality of management personnel.

La presente investigación pretende explicar que existen factores externos, que influyen directamente en la gestión de los proyectos de investigación científica y tecnológica financiados con recursos del Fondo de desarrollo socioeconómico de Camisea (Focam) de la Universidad Nacional de Huancavelica (UNH). Dentro de estos factores externos que inciden directamente se encuentran las competencias profesionales de los docentes investigadores y la gestión logística que permite la implementación de la investigación. Se utiliza el enfoque cuantitativo, el tipo de investigación sustantiva explicativa y el diseño de investigación es no experimental de corte transversal tipo explicativo causal. La muestra censal con un tamaño de muestra de 49 docentes investigadores de Ingeniería. Para la presente investigación, se usó la técnica de la encuesta para las tres variables de estudio. Se puede afirmar que existe influencia positiva de las competencias profesionales y la gestión logística sobre la gestión de los proyectos de investigación científica financiados con recursos de Focam. Es la primera investigación que ofrece una discusión sobre en qué nivel de gestión se encuentran los proyectos de investigación científica ejecutados en la Universidad Nacional de Huancavelica, desde la planificación de la investigación hasta la publicación del artículo científico en una revista indizada. Se plantean alternativas de solución para los investigadores y para la oficina de logística que ayudarán a gestionar eficientemente los proyectos de investigación científica.

Research and Safety Design on the Scientific Research Project Management System Based on J2EE

Starting from the introduction of the management of scientific research project, and then gives a detailed description based on J2EE architecture, the lightweight composite framework involving Spring, Struts and iBATIS and an iterative method is employed in project management. With a series of functions such as application, recommendation, processing, approval, assessment and management of scientific research project and so on, the system has the characteristics of easy maintenance, dynamic propagation and strong expansibility. Finally the safety of the system is discussed from two perspectives, namely its design and environment. Years’ of application in the management of scientific research project in Gansu Province has proved its good stability, fast response and high safety.

Towards Secure and Efficient Scientific Research Project Management Using Consortium Blockchain

With the development of the knowledge economy, science and technology play an increasingly crucial role in social development. Investment from the government and the enterprise in scientific research has increased significantly, and the number of scientific research projects has also shown an obvious upward trend. Due to the lack of a standardized and unified scientific research project management program, many projects are overdue or even failed, and project fund management is confused. Besides, output results are limited and the actual conversion rate is low. In this paper, we propose a scientific research project management system based on consortium blockchain. Firstly, the process of scientific research project management is standardized. According to this specification, we then design a scientific research project management system in line with consortium blockchain, the smart contract, and the IPFS system. By using these technologies, we have coped with two major problems in traditional scientific project management: breach of contract and confidentiality. The simulation results show that compared with the conventional scientific research project management, the scheme proposed in this paper can significantly enhance the efficiency and the success rate of the project, and reduce the time and manpower consumed in the process of project implementation.

With the expansion of scientific research activities and the increasing demand for interdisciplinary collaboration, the traditional scientific research management model is facing challenges in terms of efficiency, synergy and data-driven decision-making. Based on the research and implementation of scientific research project management platform, this paper designs and develops an integrated and intelligent digital management platform for the whole life cycle management of scientific research projects. Firstly, by analyzing the pain points of scientific research project management, the functional architecture design of the platform is put forward, and a closed-loop management system covering scientific research project management, standard management, scientific and technological achievements management, intellectual property management, periodical management and operation and maintenance management is constructed. Through standardized interface and authority classification mechanism, the platform supports multi-role collaborative operation to ensure data security and compliance. The research results of this paper provide a reusable technical solution for the digital transformation of scientific research institutions, and have important practical value in promoting the standardization of scientific research management and the collaborative innovation of industry, University and research.

The Design of Flexible Workflow in Scientific Research Management System

In scientific research management projects, if the process model changes, without a workflow technology, the codes need to be modified and the workload of modification will increase significantly. After introducing a flexible workflow technology, what can be done is to directly define the new process model. This paper mainly introduces ECA rules on the basis of workflow meta-model to design a flexible workflow: the ECA rules will express execution logics of the basic workflow, and the basic elements of the process model in the approval process of scientific research projects will be represented by ECA. The design of the flexible workflow in scientific research management system will include flexible workflow engine and the process approval platform for scientific research project management with ECA rule analysis. The flexible workflow implemented in this paper can better guide the workflow engine to adapt to the current environment, and decide the different execution process according to the specific process instance contexts. The method proposed in this paper better supports the needs of scientific research project management.

A method for managing scientific research project resource conflicts and predicting risks using BP neural networks

This study begins by considering the resource-sharing characteristics of scientific research projects to address the issues of resource misalignment and conflict in scientific research project management. It comprehensively evaluates the tangible and intangible resources required during project execution and establishes a resource conflict risk index system. Subsequently, a resource conflict risk management model for scientific research projects is developed using Back Propagation (BP) neural networks. This model incorporates the Dropout regularization technique to enhance the generalization capacity of the BP neural network. Leveraging the BP neural network’s non-linear fitting capabilities, it captures the intricate relationship between project resource demand and supply. Additionally, the model employs self-learning to continuously adapt to new scenarios based on historical data, enabling more precise resource conflict risk assessments. Finally, the model’s performance is analyzed. The results reveal that risks in scientific research project management primarily fall into six categories: material, equipment, personnel, financial, time, and organizational factors. This study’s model algorithm exhibits the highest accuracy in predicting time-related risks, achieving 97.21%, surpassing convolutional neural network algorithms. Furthermore, the Root Mean Squared Error of the model algorithm remains stable at approximately 0.03, regardless of the number of hidden layer neurons, demonstrating excellent fitting capabilities. The developed BP neural network risk prediction framework in this study, while not directly influencing resource utilization efficiency or mitigating resource conflicts, aims to offer robust data support for research project managers when making decisions on resource allocation. The framework provides valuable insights through sensitivity analysis of organizational risks and other factors, with their relative importance reaching up to 20%. Further research should focus on defining specific strategies for various risk factors to effectively enhance resource utilization efficiency and manage resource conflicts.

Project management assists many areas of human activities and recently has been considered as a way to ensure the success of scientific research projects. A primary problem is the need to identify the project’s success factors, which include phenomena, actions, events, and parameters that contribute to the success. The purpose of this study is to identify the management issues and oversights that pose a negative effect on scientific research projects. The study involves a questionnaire, distributed to several managers of research projects conducted within Polish universities. This paper presents the results of assessing responses to two questions of this survey. These questions about project management deal with goals achieved by marginal projects and an analysis ex post. The responses to each question are grouped into five types, on which a frequency analysis is performed. For each group, several conclusions and recommendations are proposed. The results are a first attempt to construct a set of suitable practices for the management of scientific research projects.
