Faced with unprecedented changes, the emergent energy sector has evolved the new high ground of international competition, among which the development of the new energy vehicle industry is particularly crucial and of great significance to the global energy transformation. To strengthen the role of fiscal policy in promoting innovation in new energy technologies, this article has introduced a sequence of fiscal policies to promote the development of high-tech, while using tax incentives and subsidies to guide new energy enterprises to increase their research and development efforts and achieve technological innovation. This article takes the strategic emerging industry represented by the new energy vehicle industry as an example, analyzes the role and constraint mechanism of fiscal policy on enterprise innovation, explores how fiscal policy affects the technological innovation capability of new energy enterprises, and analyzes the differentiated impact of fiscal policy on different new energy enterprises. Finally, this article proposes strategic recommendations for coordinating fiscal policies to promote innovation in strategic emerging industry enterprises, which has practical significance for the development of China's strategic emerging industries

Impact of Energy Enterprise Exports on Technological Innovation: PSM Analysis Based on Chinese Industrial Enterprise Database

Export is an important way to promote the innovation and growth of energy enterprises by learning new knowledge and technology. To explore the impact mechanism of energy enterprises’ export behaviour on technological innovation, this article uses the micro data of 8,548 energy enterprises in the Chinese Industrial Enterprise Database from 2004 to 2007 for propensity score matching analysis, from the two dimensions of technological innovation willingness and technological innovation capability. The empirical results show that (a) the export behaviour of energy enterprises has a significant promotion effect on the technological innovation willingness and capability of energy enterprises; export behaviour has a continuous promotion effect on the technological innovation willingness of energy enterprises, and this promotion effect has gradually increased. There is a time lag in the promotion effect of export behaviour on the technological innovation capability of energy enterprises, and this promotion effect is gradually increasing. (b) Compared with non-state-owned energy enterprises, export behaviours have a more immediate effect on the technological innovation willingness of state-owned energy enterprises; compared with small and medium-sized energy enterprises, export behaviours have a more positive impact on the technological innovation willingness and capabilities of large energy enterprises.

Research on Financing Risk, Government Subsidy and Innovation Ability of New Energy Enterprises

New energy enterprises face high financing risks due to their long investment return period, large capital demand and high research and development risks, making it difficult to obtain funds for innovative activities. New energy enterprises, as the target of our country's key support, can alleviate the financing pressure through various policies subsidized by the government. Based on this, this paper takes the panel data of 126 new energy listed enterprises in China from 2009 to 2018 as samples, uses the time-fixed effect model to conduct regression analysis, and studies the relationship between financing risks, government subsidies and enterprise innovation capability of new energy enterprises. The study found that: financing risk has a significant negative impact on the innovation ability of enterprises; Government subsidies have a significant positive impact on the innovation ability of enterprises.

Research on China’s fiscal and taxation policy of new energy vehicle industry technological innovation

Technological innovation in the new energy vehicle industry is conducive to the achievement of China’s major strategic goal of ‘carbon peak and carbon neutrality’. This research involved an empirical study on the relevant data of 14 listed new energy vehicle companies from 2012 to 2019. It used the entropy weight method to obtain the technological innovation index through the four indicators of research and development (R&D) investment, fixed asset investment, intangible assets, and patent application volume. Taking fiscal subsidies and tax burdens as independent variables, a fixed effect model was used to analyze the impact of fiscal and taxation policies on technological innovation in the new energy vehicle industry. The research results show that financial subsidies will encourage new energy vehicle companies to carry out technological innovation, the tax burden has no significant impact on the technological innovation of new energy vehicle enterprises, the scale and age of enterprises, as well as the proportion of R&D personnel to the total number of employees, will all encourage new energy vehicle companies to carry out technological innovation. Based on this, we put forward specific suggestions on further improving the fiscal subsidy and tax incentive policies.

Crowding effect of institutional openness based on the big data algorithm on the efficiency of new energy technology innovation.

In recent years, new energy vehicles, as a high-tech industry, have developed rapidly. This paper uses "number of new energy project personnel" and "hours of R&D (research and development) personnel" as design indicators to evaluate the investment of innovative talents in enterprises. This paper first introduces the supporting factors of the innovation environment in the input of innovation resources, and conducts research from four perspectives: human resources, innovation R&D, technology acquisition, and environmental support. In the construction of the innovation output index system, this paper outlines that the technological innovation (TI) achievements of enterprises are related to factors such as technological capabilities, profits, and market competitiveness of enterprises. Finally, this paper evaluates it from three aspects: the research and development achievements, the economic benefits obtained and the competitive benefits of the enterprise. The results show that from 2018 to 2022, the average technological innovation efficiency of new energy enterprises is 1.06; TI's efficiency indicators in the past five years are all above 1, and the overall improvement trend of TI is relatively stable. The new energy vehicle collaborative innovation system constructed in this paper will promote the overall development of the new energy vehicle industry.

Предмет. Влияние политики правительства Китая на эффективность инвестиций новых энергетических компаний, работающих с возобновляющими источниками энергии. Цель. Обобщить результаты исследования влияния политики на эффективность инвестиций в возобновляемые источники энергии. Методология. Выдвинуты гипотезы и проведена их проверка с помощью статистического аналитического метода регрессионного анализа, в том числе группового регрессионного анализа. Результаты. Макроэкономическая политика может оказывать важное влияние на поведение микропредприятий. В данной работе в качестве исследовательской выборки используются китайские зарегистрированные на бирже новые энергетические компании за период 20072017 гг. для изучения влияния фискальной и налоговой политики на инвестиционное поведение и эффективность инвестиций новых энергетических предприятий. Результаты показывают, что: 1. фискальная политика субсидирования вызывает чрезмерное инвестиционное поведение новых энергетических предприятий и приводит к низкой инвестиционной эффективности новых энергетических предприятий. 2. налоговые стимулы в определенной степени повышают инвестиционную эффективность новых энергетических предприятий и не приводят к чрезмерному инвестированию. 3.проблема чрезмерного инвестирования и низкой инвестиционной эффективности, вызванная фискальной политикой, более значима для негосударственных предприятий, в то время как влияние налоговой политики незначительно. Subject. The impact of Chinese government policy on the investment efficiency of new renewable energy companies. Target. Summarize the results of a study on the impact of policies on the effectiveness of investments in renewable energy. Methodology. Hypotheses were put forward and tested using the statistical analytical method of regression analysis, including group regression analysis. Results: Macroeconomic policies can have an important impact on the behavior of microenterprises. This paper uses Chinese listed new energy companies for the period 2007-2017 as a research sample. to study the impact of fiscal and tax policies on investment behavior and investment performance of new energy enterprises. The results show that: 1. Fiscal subsidy policy causes excessive investment behavior of new energy enterprises and results in low investment efficiency of new energy enterprises. 2. Tax incentives to a certain extent increase the investment efficiency of new energy enterprises and do not lead to overinvestment. 3. The problem of overinvestment and low investment efficiency caused by fiscal policy is more significant for non-state enterprises, while the impact of tax policy is insignificant.

With the environmental pollution and the depletion of fossil fuels in recent year,the rise of the new energy vehicles has aroused profound influence. This study intends to examine the relationship between government fiscal and taxation strategies and the level of technological innovation, specifically in terms of R&D investment financing, within Chinas new energy vehicle industry. The results of our study show: (1) The government's fiscal and tax incentives are positively related to the technological innovation of new energy vehicles. (2)R&D investment funding is confirmed as an intermediary in the relation between fiscal and tax policies and technology innovation;(3)Fiscal incentives have more impact than tax incentives in fostering technological innovation in new energy vehicles.

Industrial Policy and Technological Innovation of New Energy Vehicle Industry in China

Promoting the development of new energy vehicles is one of the important measures to ensure energy security and deal with global warming. Technological innovation is an inexhaustible driving force for the development of the new energy vehicle industry. This study considered listed enterprises in China’s new energy vehicle industry as research samples and used the fixed effect model to study the impact of government subsidies on the quantity and quality of technological innovation in the new energy vehicle industry. The empirical results show that government subsidies have a significant positive impact on the quantity of technological innovation in the new energy vehicle industry; however, government subsidies have no significant impact on the quality of technological innovation. Government subsidies increase the quantity of technological innovation in the new energy vehicle industry by increasing R&D investment, mitigating financing constraints, and improving the external attention of enterprises. Compared to downstream enterprises in the industrial chain, government subsidies have a better incentive effect on the technological innovation of upstream enterprises, which increases the number of patents and enhances the quality of utility model patents. Government subsidies have a better effect on promoting the quantity of technological innovation in large enterprises.

Knowledge integration is the process of quickly integrating the knowledge of different sources, different forms and different carriers and constructing the new knowledge system. As typical knowledge intensely enterprise-IT enterprise, knowledge integration is the key to maintain sustained innovation capability in the fiercely competitive market environment. According to the order of knowledge production, knowledge propagation and knowledge application, this paper divides knowledge integration into three stages of knowledge creation, knowledge diffusion and knowledge utilisation. Besides, on the basis of analysing how each stage of knowledge integration influences the innovation capability of IT enterprise, this paper constructs the concept model illustrating the relationship between knowledge integration of IT enterprise and innovation capability of IT enterprise. This paper uses SEM to make empirical study. The result shows that knowledge integration has positive effect on the technological innovation, managerial innovation, organisational innovation, institutional innovation and market innovation of IT enterprise. Knowledge integration is the key and guarantee for improving the innovation capability of IT enterprise and enhancing the core competitiveness of enterprises.

The State-Owned Assets Supervision and Administration attached great importance to the construction of technological innovation capabilities of central enterprises, and clearly proposed to study the evaluation index system of technological innovation capabilities of central enterprises, carry out evaluation of technological innovation indexes, and guide and encourage enterprises to upgrade the level of technological innovation. Technological innovation has become a powerful driving force for continuously promoting the scientific development of central enterprises. It is of great significance for accelerating the improvement of the level of technological innovation of central enterprises to carry out the evaluation of central enterprises’ technological innovation index, establish an effective mechanism to guide technological innovation of all departments, and provide scientific decision-making basis for technological innovation of central enterprises. The core of this research revolves around the technology innovation index of central enterprise for building a world-class enterprise. First, systematically sort out the characteristics of technological innovation in world-class enterprises. Second, analyze the characteristics of technological innovation of central enterprises and the shortcomings of current state-owned enterprises’ technological characteristics compared with first-class enterprises. Third, build a technology innovation index evaluation system of world-class enterprises.

Development Status and Evolution Analysis of Cooperative Innovation Network in The New Energy Vehicle Industry

As a strategic emerging industry, new energy vehicles are very important to the economic development of a country. The new energy vehicle industry has entered a new stage of accelerated development. However, at present, there is still a gap between the driving force of technological innovation in China's new energy vehicle industry and developed countries, and the cooperation and innovation of enterprises in the industrial chain still need to be improved in terms of complementarity and closeness of cooperation. Based on the cooperative patent data of enterprises in the new energy vehicle industry from 2010 to 2020, this paper divides it into three stages, and uses the spatial analysis tool of ArcGIS software to systematically analyze the spatial distribution characteristics of cooperative innovation networks in various provinces. The results show that more and more enterprises are choosing collaborative innovation. The conclusions of this study can put forward relevant policy suggestions for enterprises in China's new energy vehicle industry to achieve high-quality technological innovation.

The new energy vehicle industry has drawn the interest of international attention with the growing global demand for sustainability and reduction of carbon footprint. The growth of the New Energy Vehicle (NEV) industry is profoundly influenced by global policies aimed at driving technological innovation, meeting environmental requirements, and facilitating economic transformation. Multiple stakeholders, from policymakers to companies, from consumers to technology developers, are working together to drive the rapid growth of this industry. By analyzing research and practices from various nations and areas, insights can be gained on strategies for successfully advancing the growth of the new energy vehicle sector. From a social point of view more environmentally friendly, reducing the pollution of the traditional class of oil vehicles on the environment; from the consumer point of view, due to the fierce competition in the growth of the automotive new energy sector, the businessman will provide more tempting products to attract consumers, to promote the consumer to pick the price is more suitable for the quality of the product better, and further increase customer satisfaction. The future development of the new energy vehicle industry relies on progress on multiple fronts: policy, technology, and market. The healthy development and environmental sustainability of the industry can be more effectively promoted through international cooperation, technological innovation, and a deeper understanding of consumer needs. Policymakers need to take these factors into account to ensure that policies are both relevant to current market and technological realities and adaptable to future changes.

The Impact of Fiscal and Monetary Policies on the Real Sector under Globalization

This paper examines the effects of fiscal and monetary policies on the real sector under globalization by using the dynamic panel System-Generalized Method of Moments estimator technique with a sample of 79 countries during the 1998–2018 period. The paper primarily aimed to evaluate the roles of fiscal and monetary policies on the real sector by considering aspects of globalization. The results demonstrate that globalization has significantly distorted the role of expansionary fiscal policy on the real sector. Further, the role of monetary policy on the real sector has remained reliable under globalization in developing countries but not in developed countries. Moreover, the effects of economic globalization through trade and financial liberalization on the reliability of fiscal and monetary policies were also investigated. In accordance with the effects of globalization, trade and financial liberalization were found to distort the role of fiscal policy on the real sector; however, under trade liberalization, monetary policy was more effective for the industrial and service sectors than fiscal policy.
