Abstract

With reference to rapid increment of hyper-urbanization and speedy declination of rural birthrate in the contemporary Taiwanese, a bulk of students in rural districts have gradually fallen off their educational resources that results in a majority of recruiting freshmen of top-ranking higher education institutes have come from urban regions. Under this most solemn the fewer newborns condition, “how to provide the most high-quality online learning courses to directly and effectively diminish the fewer newborns condition in order to strengthen the student's basic learning abilities (SBLA)” and “how to offer the most high-level online learning courses to efficaciously efficiently minimize the fewer newborns condition by means of enhancing the education-institution teaching capabilities (EITC)” have been the research mainstream issues in the current Taiwanese online learning research field. Making a comprehensive survey in online-learning publications, the most influenced determinants of massive open online courses (MOOCs) of online learning do directly and effectually decrease rural-urban knowledge disparity; however, the correlationship between online learning and the fewer newborns condition have not be directly explored and assayed after making a comprehensive survey on relatives literature in the online learning research field. Crucially, in order to re-supply this research gap, this research project employed mutliple criteria decision making (MCDM) methodology to deal with a series of interview-questionnaires of in Taiwanese higher education industrialists discovery the most decisive determinants of MOOCs to discover sustainable development operation for Taiwanese higher education institutes based on the higher research reliability, validity and representativeness.
