In the post-epidemic era, comprehensive industrial transformation and upgrading is strong support to promote cultural tourism high-quality development, to cultivate new business forms, and an important force to boost rural revitalization. From the Wuli—Shili-Renli (WSR) methodology perspective, this paper constructs the three-dimensional inner logic framework of cultural tourism transformation and upgrading, and further puts forward the behavioral logic framework with seven main steps. Then a practical path for the cultural tourism transformation and upgrading with “three integrations” is also construed. Finally, it summarizes relevant reflection to cultural tourism transformation and upgrade. Combine with the WSR system method, this paper can not only enrich the logic mode analysis of industrial transformation and upgrading, but also provide certain methods and practical reference from a systems way of thinking. It also enriches the WSR systematic research to a certain extent.

Innovation-driven transformation and the upgrading of traditional industries is an important task in the present. This paper attempts to further study the existing basis. Based on the perspective of continuous innovation driving, this paper divides the transformation and upgrading of traditional industries into two stages, namely, industrial transformation and industrial upgrading, using the interprovincial data from 2008 to 2019, OLS, HAUSMAN, and SYS-GMM. This paper analyzes the macro- and micromechanism driven by continuous innovation in the transformation and upgrading of traditional industries. The results show that in the macromechanism, the innovation drive has a significant positive effect on the transformation of traditional industries but not on the upgrading of industries, entrepreneurship, network capability, and organizational learning, which significantly affect the transformation and upgrading of traditional industries.

Cultural Heritage Resource Development and Industrial Transformation Resource Value Assessment Based on BP Neural Network

Mining and utilizing cultural heritage resources and creating and developing creative and cultural industries have become the priority direction of economic development, setting off a wave of cultural heritage resource development, and industrial transformation. Which cultural heritage resources can have the high value of industrial transformation has become one of the research topics that have attracted much attention. In view of this problem, research is of great significance to the development of cultural heritage resources and the field of industrial transformation. With the in-depth research on resource development and industrial transformation, the research on artificial neural network (ANN) in cultural industry transformation is gradually carried out, and its performance advantages are of great significance to solve the problem of value evaluation. This paper aims to study the application of the value assessment method based on the BP neural network (BPNN) in the development of cultural heritage resources and industrial transformation. Through the analysis and research of BPNN and cultural heritage resource development and industrial transformation, it can be applied to the construction of resource value assessment methods to solve the problem of improving the value level of cultural heritage resource development and industry. This paper analyzes BPNN, cultural heritage, and value evaluation methods, conducts experimental analysis on the performance of the algorithm, and uses related theoretical formulas to explain. The results show that the evaluation method has passed the random consistency test, and the results are valid. The obtained index popularity weight value is 0.134, the economic benefit weight value is 0.093, and the resource correlation degree weight value is 0.074, which can be used as the key criteria for resource value evaluation. The classification of resources through resource value assessment can provide theoretical support for the development and industrialization of cultural heritage and can meet the needs of improving the value and quality of cultural heritage development and industrial transformation, and the development level and satisfaction have been greatly improved.

On the Influence of Platform Economy on Transformation and Upgrading of Chinese Traditional Manufacturing Industry - A Case Study of Red Collar Group

The profitability of the traditional manufacturing industry is sluggish and fails to well adapt to the current trend of economic globalization. In the context of industry 4.0, it is imperative for the traditional manufacturing industry to transform and upgrade in an all-round way in the market-oriented and government-led environment. At this time, platform economy furnishes a good impetus for the transformation and upgrading of traditional manufacturing industry. Traditional manufacturing industry adapts to the needs of the external market environment through platform structure, adjusts factor input premised on dynamic changes in factor endowment, integrates scientific and technological revolution, and gradually cultivates competitiveness through continuous technological innovation, thereby achieving the transformation and upgrading of industry. In the background of conversion of era, this paper explores the innovation of traditional enterprises in the current historical background from the angle of evolution, attempting to reveal that platform economy helps traditional manufacturing enterprises to update their production methods, restructure their management structures and set up supply chain thinking, thereby pushing forward their transformation and upgrading. Taking the transformation and upgrading of Red Collar Group as an example, this paper analyzes the process of rapid learning, resource integration, innovation iteration, self-fission, and continuous evolution of the enterprise premised on platform economy, thereby proving the positive impetus of platform economy to the transformation of traditional manufacturing industry and testing its logical rationality. The research concludes that platform economy will become one of the significant strategic modes of transformation and upgrading of traditional manufacturing industry in China.

Application of Internet of Things Technology to Promote High-Quality Development of Resource-Based City Industrial Transformation and Upgrading Demonstration Areas

As a new generation of information technology, the Internet of Things technology has a very broad development prospect. It can not only cultivate strategic emerging industries, but also transform and upgrade traditional industries and promote the transformation of economic development mode. Industrial transformation and upgrading is a strategic choice for high-quality development of resource-based cities. As one of the first national demonstration areas for industrial transformation and upgrading, Loudi has made good progress in industrial transformation and upgrading in recent years, with more reasonable industrial structure, gradually emerging industrial upgrading effect, optimized internal structure of industry, and the trend of green development of the industry. At present, the industrial transformation and upgrading of Loudi is hampered by the local government, enterprises, and talents, and the technological innovation is obviously insufficient. The main bottlenecks are that low fiscal revenue and less fiscal expenditure of science and technology lead to insufficient services and guidance for industrial transformation and upgrading by local governments, low R&D investment and less scientific and technological innovation results lead to weak innovation momentum for enterprises to promote industrial transformation and upgrading, low human capital reserve and low consumption potential lead to a weak fundamental guarantee for industrial transformation and upgrading driven by human capital. The suggestions are to increase financial investment in science and technology, set up local government guidance fund, play the role of financial capital in the industrial transformation and upgrading of traction and leverage guidance, guide enterprises to increase their investment in R&D, create a favorable environment for scientific and technological innovation, and strengthen the main role of enterprises in innovation in industrial transformation and upgrading, strengthen the introduction of innovative and highly skilled personnel, take a variety of measures to reform the mechanism for training innovative personnel, and ensure the fundamental guarantee for talents in industrial transformation and upgrading.

The pneumonia epidemic in COVID-19 has greatly impacted the development of rural tourism and made it face a more difficult development situation. These unfavorable factors may increase the impact on the epidemic situation. The practical significance of rural tourism development for poverty alleviation and rural revitalization is beyond doubt. Based on its good economic promotion function, it has become the highlight of tourism development. Under the market development trend, if the managers and operators of rural tourism destination construction and rural tourism product development fail to identify market changes in time and carry out corresponding product optimization and service upgrade, they will inevitably affect future business performance and may cause survival crisis. Novel coronavirus pneumonia is a special period of effective control in China after the outbreak of the post epidemic era. Based on the perspective of information communication, this paper analyzes the upgrading and transformation path of rural tourism in the post epidemic era, so as to lay a solid foundation for promoting the modernization of national governance system and governance capacity.

The impact of FDI on industrial upgrading

Based on the panel data of 34 prefecture-level cities in the HuaiHe River Basin from 2010 to 2019, the impact of FDI on the industrial transformation and upgrading of the Huaihe River Basin was analyzed by using the spatial Dubin model. The study found that FDI can effectively promote the industrial transformation and upgrading of local cities in the HuaiHe River Basin, and has a significant positive spatial spillover effect, which can not only promote the development of local industries, but also promote the industrial transformation and upgrading of neighboring areas; Education investment and technological innovation inhibit industrial upgrading in the Huaihe River Basin; The impact of regional openness on industrial transformation and upgrading is not significant. Therefore, the formulation of FDI policies needs to fully consider regional interactions and their spillover impacts in geographical space, and steadily implement the strategy of the Huaihe River Ecological and Economic Belt.

As an important force in promoting rural industrial revitalization, green finance has a profound impact on achieving the rural revitalization strategy through its high-quality development. It not only provides financial support for the low-carbon and circular development of rural economy, but also helps industrial upgrading and ecological transformation through the new model of "finance+industry+ecology". The article focuses on the value of driving rural revitalization through the development of green finance and clarifies from a macro perspective that high-quality development of green finance is an important focus for promoting rural industrial revitalization. It emphasizes the coupling relationship between green finance and rural revitalization. At the same time, further sorting out the internal logic of green finance empowering rural revitalization, that is, emphasizing the multi-party and multi-faceted driving force of green finance on the prosperity of rural industries from a micro level. Through the joint efforts of the government, financial institutions, and talent cultivation, an organizational synergy for rural revitalization can be formed, fully utilizing the empowering effect of green finance on industrial revitalization, and thus achieving the prosperity and development of rural industries.

We examined how aspects of characteristic town influenced industrial upgrading, such as industry merit-based and synergistic mechanism, mechanism of technological innovation and mechanism of brand effect--high consumption. In a longitudinal, multiple-informant study of characteristic towns in Zhejiang Province, we found that industry merit-based and synergistic mechanism, mechanism of technological innovation and mechanism of brand effect--high consumption and their interrelationships selectively influenced planning and development of a characteristic town. As anticipated, industry merit-based and synergistic mechanism and mechanism of technological innovation positively influenced characteristic town, they can promote industrial transformation and upgrading. Counter to our expectations, however, mechanism of brand effect—high consumption by itself was negatively associated with characteristic town. Interestingly, the three mechanisms played a significant role in characteristic town, as it positively influenced industrial transformation and upgrading.

Mechanism testing of the empowerment of green transformation and upgrading of industry by the digital economy in China

With the continuous advancement of industrialization, global environmental problems are becoming increasingly severe. Maintaining economic growth while improving the environment has been an important issue for many countries, especially developing countries. As industry is a major source of environmental pollution, industrial green transformation and upgrading have become particularly important. In the era of the digital economy (DE), there is a new path for industrial green transformation and upgrading. Based on provincial data on industry from 2008 to 2021, a difference-in-differences (DID) model was constructed to analyze the environmental and economic benefits. New pathways for trade-offs between environmental improvement and economic growth in China are presented. In addition, new ideas are concerning global environmental issues and economic issues in the DE are presented. The present study indicates that the DE has reduced the intensity of pollution emissions and elevated total factor productivity (TFP), which has helped to promote industrial green transformation and upgrading. Further mechanism testing showed that the DE has promoted industrial green transformation and upgrading by improving the utilization of energy and resources and promoting technological innovation. Considering the utilization of energy and resources, the DE has decreased China’s total industrial consumption of energy and coal, reduced industrial water consumption, and reduced the share of coal consumption and increased the share of clean energy consumption in China’s total industrial energy consumption; these effects have optimized the efficiency and structure of China’s energy utilization to contribute to the green transformation and upgrading of industry. Regarding technological innovation, the development of the DE has increased industrial innovation output and R&D input. Furthermore, it has promoted innovation with respect to green processes, accelerating technological innovation, and realized industrial green transformation and upgrading.

How Does Digital Economy Affect Rural Revitalization? The Mediating Effect of Industrial Upgrading

Since the reform and opening up in 1978, China’s economy has grown significantly, but rural development still lags. China has implemented a rural revitalization strategy to reduce the gap between urban and rural areas. Meanwhile, the digital economy has gradually become a new economic growth engine for China. With the digitalization of rural industries, the digital economy gradually integrated into rural development and revitalization. However, how the digital economy impacts rural revitalization remains unclear. Based on the entropy method, previous studies measured rural revitalization levels from the perspectives of economy, civilization, and ecological environment. In this paper, using panel data from 11 prefecture-level cities in Zhejiang Province from 2011 to 2019, we use the entropy method to quantify the development level of the digital economy, industrial upgrading, and rural revitalization. Then, we investigate the relationship among them using fixed effect regression. The empirical results show that the digital economy obviously promotes rural revitalization. The mediation effect test shows that industrial upgrading plays a mediating mechanism between the digital economy and rural revitalization. In addition, heterogeneity analysis reveals that the promotion effect of the digital economy on rural development in southwestern Zhejiang is stronger than that of northeastern Zhejiang. The results imply that government should strengthen digital infrastructure construction in rural areas to promote rural revitalization. Moreover, rural areas with different economic development levels should implement a differentiated rural revitalization strategy.

The release of the National 14th Five Year Plan in 2022 has made people realize the importance of coordinated urban-rural development from a strategic perspective. In the current period, a large number of rural areas have failed to develop in sync with cities, and the "rural disease" is becoming increasingly severe. The low efficiency of talent resource output and cultivation in rural areas is a major reason. Rural revitalization should take the lead in educating and cultivating rural talents, making up for the shortcomings of talents, and providing a continuous internal driving force for rural revitalization. Secondly, the optimization of rural resources and educational concepts can optimize the human environment and supporting policies, increase rural economic capacity from the inside out, and thus achieve the goal of attracting and retaining talents. In this way, continuous upgrading and transformation of rural industries can be achieved through talent, thereby promoting high-quality and orderly rural revitalization. In this paper, the qualitative research method is used to analyze and study the rural revitalization, and the educational factors affecting rural revitalization are obtained by literature survey and field research. Ultimately, solutions can be proposed by analyzing the problem.

Innovative Research on Industrial Upgrading and Transformation Path of Regional Economy in the Perspective of Digital Economy

This paper utilizes the digital economy, regional spatial distribution digital mining technology, establishes the indicator system, assigns values to the indicators, and applies the indicator system to evaluate the development of industrial structure upgrading and transformation of the regional economy. According to the research results of the basic structure and algorithm of the self-organized neural network model, combined with the classification layer smoothing algorithm, the regional spatial clustering model is constructed. Using the constructed model, the regional economic spatial dynamic data is mined, and the path of industrial transformation and upgrading in the regional spatial area is dynamically studied. Furthermore, using the CA algorithm, the evolution law of land use structure in the region is predicted, and the development of the regional economy is inferred. At the same time, through the spatial autocorrelation regional prediction model, the relevant regional spatial expansion prediction method is proposed, the three research hypotheses of this paper are made, and the constructed model is utilized to innovate the exploration of industrial transformation and upgrading paths from the spatial dimension. Using empirical research methods, descriptive statistics, and mediating effect heterogeneity analysis are carried out to analyze the factors that influence regional economic variables in place A. The empirical analysis shows that the fluctuation range interval of industrial structure is between [0.811,10.2805], which brings a large positive impact on the regional economy.2017 national digital economic growth rate changed from -0.17446 to 0.17143 to realize a positive growth rate, and at the same time, there is a heterogeneity in the development of the east-west and central regions of A. The hypotheses presented in this paper are all valid.
