Determining an effective strategy for innovative security development of enterprises is the main task of their operation in modern business conditions, taking into account the existing risks of such activities. The basis of functioning and selection and formation of the strategy of innovative security development is the general strategy of the enterprise, which strategy should have a comprehensive action plan of the enterprise, which will ensure the implementation of its mission and goals and be focused on improving its long-term effectiveness. The task of innovation strategies at a certain level is not only to establish the competitive advantage of the enterprise in goods and markets, but also to maintain a competitive advantage and ensure economic security. The article analyzes the existing strategies for innovative development of small and medium enterprises. The security component of such development is defined, the importance of observing the level of economic security of development of small and medium business enterprises is emphasized. The basic forms of strategic planning of innovative safe development of small and medium business enterprises are offered. Competitive strategies are closely related to the efficient use of available and potential resources and provide for customer satisfaction by gaining market leadership. The introduction of certain management technologies in the development and selection of a strategy for innovative security development of small and medium-sized businesses will build a certain algorithm of actions that can affect the level of their innovative development and economic security. The analysis of scientific views on the problems of choosing enterprise development strategies allowed to identify real approaches to finding factors influencing the level of innovative development and the level of their economic security, to determine the components of developing a strategy for innovative security development of enterprises and to offer existing management technologies. small and medium enterprises.

In the article is considered the possibility of application of methodology of to the formation of strategy of innovative development of technological companies. The application of existing approaches to defining targets and goals of innovation development does not meet the requirements of the nonlinearity of the modern processes of technological companies’ innovation development. The goals and objectives. The purpose of this article is to study the possibilities of application of methods of in forming of technological companies’ innovation development strategy. To achieve the goal, the author has solved the following problems: considered the interrelationship and interdependence between corporate strategy and technological companies’ innovation development strategy; defined the main problems of formation technological companies’ innovation development strategies; revealed the concept of foresight and diff erence in methodology of and traditional forecasting techniques; defined the basic principles of foresight; presents the main stages of the project implementation in technological companies. Research methods. The theoretical basis of the study are the publications of Russian and foreign scientists in the field of formation and development of innovation strategies through the application of methods at the level of national innovation system and at company level. As a methodological basis of the study used methods of analysis, synthesis, induction method, deduction method, the comparison, was applied certain aspects of the synergetic analysis. Summary. The results of Russian and foreign researchers systematized by author confirm the possibility and necessity projects implementation in formation and adjustment of technological companies’ innovation development strategies and in the national innovation system development. The principles of engagement of various social forces, communication, consent, concentration on the long-term period, coordination and systematic organization of the project allows to expand the search scope and objectives of technological companies’ innovation development. The methodology of the research facilitates the transition from an adaptive approach to changes in the environment for a constructive approach of forming the desired image of the future defining the directions of technological companies’ innovative development and the national innovation system development. During the successive stages of the project based on the scanning of horizons and weak signals of changes identification in the external environment is setting strategic goals of technological companies’ innovation development, the selection of priority innovation projects to achieve strategic goals of innovation development.

The analysis of existing approaches to making managerial decisions was carried out; their content and properties are determined. The author's understanding of the concept of "econometric approach to managerial decision-making" is proposed as a combination of the properties and principles of systemic (acceptance and understanding of the hierarchy of variables and their relationships, preservation of the principle of consistency) and situational approaches (accounting for system analysis, analysis of the content and dynamics of each individual situation) with an emphasis on application of econometric methods and models. The advantages and disadvantages of the econometric approach to managerial decision-making are determined. The general econometric methods of substantiating managerial decisions and their consequences are described. A review of the practices of applying the econometric approach to substantiate managerial decisions has been carried out, as a result of which the expediency and effectiveness of using econometric models and methods at all stages of managerial decision-making have been determined, but they acquire special significance in the process of substantiating managerial decisions. The methodological tools of the econometric approach to substantiating strategic decisions to ensure economic security, namely, taxonomic and canonical analyzes, have been determined. The statement about the existence of a connection between the standard of living of the population and the level of innovative development of the regions was proved, which made it possible to formulate strategic solutions for ensuring economic security. The matrix "economic security – standard of living – innovative development" is proposed to justify the decision to apply strategies to ensure economic security through changes in the level of innovative development and the standard of living of the region's population (transformation strategy, innovative development strategy, human development strategy and growth strategy).

The relationship between innovation activity and competitiveness is considered in the article. The stronger the competition, the more active the business entities develop and implement them, providing an innovative basis for their own strong competitive position and competitiveness of Ukraine. So, in fact, in Ukraine, there is a “gap” between the possibilities for generating innovations and the conditions for their generation and implementation. The possibility and necessity of the innovative development of Ukraine based on the use of a sufficiently powerful innovative potential and other factors contributing to the innovative development of the economy are substantiated. This requires the state to create conditions for protecting competition, defining a system of strategies and developing a strategic plan for its implementation. A set-theoretic model of the strategy system and a model of the mechanism for implementing the general strategy of economic management – the strategy of innovative development are proposed. To implement the strategy of innovative development of Ukraine, it is offered to develop intellectual-oriented entrepreneurship as an innovative strategy. The implementation of the chosen innovation strategy should be carried out in two strategic areas: increasing human capital and activation the formation of human potential, the creation of conditions for the implementation of intellectual-oriented entrepreneurship. It was proposed to include in the strategy system a number of key functional strategies that are consistent with the overall strategy and ensure its implementation: educational – development of intellectual abilities and competencies, structural-sectoral – priority development of high-tech and non-material-intensive industries and active use of knowledge potential for the modernization of all sectors of the economy, organizational and structural – the formation of a cluster model of the economy. Ukraine needs an information strategy for information support of innovative economic development and a mechanism for its implementation. The article addresses the substantiation of the role of the financial framework in the innovative and technological development of the country and the possibilities of exporting high-tech products. Modern manifestations of a new innovative and technological development paradigm are outlined. The article emphasizes that today the high-tech sector is an important factor in the development of the global economy and economic systems of some countries, which is becoming especially important for Ukraine. The analysis of development trends in the export of high-tech products in the world market is carried out. The approaches used by the states to map the strategies of innovative and technological development are proven. The typology of innovative strategies of the global technology market entities depending on the influence of internal and external factors, goals and opportunities is revealed. The importance of the state policy in the process of transition to a high-tech innovative economy is emphasized. Dynamic series of the share of research and development expenditures in GDP for the EU and Ukraine in 2010-2020 are constructed. An econometric model of the dependence of high-tech exports of Ukraine on research and development expenditures is developed. As a result, the positive impact of increasing research and development costs on the growth of high-tech exports is established. The role of the "2030 Strategy for Innovation Development" approved in Ukraine in the development of the national innovation ecosystem is revealed. The project "2050 Strategy for the High-Tech Industry Development" in Ukraine is considered. The main problems of financial denial of innovative and technological development in Ukraine are highlighted. The necessity of finding a model focused on changes in the existing structure of investment, primarily in the direction of funding sources differentiation for research and development, is emphasized.

The aim of the article. The goal is to develop an approach to management (based on the principles of marketing) of the formation and implementation of strategies for ecologically oriented outstripping innovative development of business entities, which would ensure the transition to sustainable economic growth in the direction of the fourth industrial revolution and the transformation of technological systems, as well as the elimination or reduction of environmental threats to the national (including regional and local), as well as international levels caused by hostilities. Analyses results. The main ecological threats caused by military actions on the territory of Ukraine are defined and systematized according to the directions of influence (domestic or international). An approach to determining the priority of their elimination or reduction is proposed. A sequence was formed and the content of the strategic marketing analysis procedures was outlined to determine innovative approaches to the elimination of environmental threats, and in their direction, corresponding innovative developments, in particular: 1) definition of the circle of those interested in the elimination/reduction of environmental threats, their problems caused by these threats, as well as requests for solving problems; 2) identification of the problems of product manufacturers (service providers) who can offer ecologically oriented innovative developments; 3) forecasting trends in the development of STP in the field of product manufacturers (service providers); 4) determination, on the basis of a joint analysis of the results of previous procedures (1-3), of innovative activity areas, and in their direction of specific innovative products (their main technical and economic characteristics), which are intended for the elimination of environmental threats; 5) development of the principles of innovative development strategy based on ecologically oriented innovations. Methodical principles for choosing a strategic approach to ecologically-oriented innovative development of a business entity have been developed, which include taking into account: the adequacy of the level of potentials-subsystems of the potential of innovative development of the business innovative entity for the implementation of greening strategies of innovative development in the post-war period; consumption costs of the ecological innovation and the usual analogue (if available); circles of organizations and/or population groups (society) interested in eliminating/reducing environmental threats and solving the problems caused by them; opportunities for obtaining ecological competitive advantages by interested organizations and consumers of ecological innovation; possibilities of state (regional) or international support for socially significant environmental innovations. A corresponding decision table has been developed. A system of measures for marketing support of the process of creation and implementation of ecological innovations at the stages of their innovation and life cycle has been formed, which allows to reasonably manage both the specific innovation process and plan measures to withdraw the existing innovation from the market and introduce the next one. Conclusions and directions for further research. The obtained results collectively form the basis of the approach to management of the creation and implementation of strategies of ecologically-oriented innovative development in the post-war period. These strategies provide the conditions for the transition to sustainable economic growth in the direction of the fourth industrial revolution and the transformation of technological systems. At the same time, they are focused on the elimination or reduction of environmental threats at the local, regional, national, and international levels caused by military actions. Further research should be aimed at forming the foundations of the organizational and economic management mechanism on the basis of marketing strategies of ecologically-oriented innovative development in the post-war period, which would ensure the transition to sustainable economic growth in line with the concept of innovative advancement in the conditions of technological transformations.

The article analyzes the existing combinations of the categories "strategy" and "innovative safety-oriented development", formed the content and essence of this definition and improved its classification. In the process of summarizing the results of the analysis of combinations of the categories "strategy" and "innovative safety-oriented development", a number of conclusions were obtained: in the context of strategic management of innovative safety-oriented development, it is more appropriate to use the phrase "strategy of innovative safety-oriented development"; it is possible to single out three basic views on the essence of the strategy of innovative security-oriented development; the main structural elements of the process of strategic management of innovative safety-oriented development include the potential of innovative development, the innovation process, and strategic analysis. On the basis of the obtained conclusions, the author's approach to the definition of "strategy of innovative safetyoriented development" is proposed and its classification is developed.

The really working effective mechanisms for the formation and development of innovative industrial clusters in various regions of the world have been investigated. The essential advantages and disadvantages of these mechanisms are analyzed. The national specificity of Ukraine in this matter has been taken into account. On this basis, an "ideal" cluster strategy for the innovative development of Ukraine at all levels of its economic system has been formulated. It has been proved that for the innovative development of the Ukrainian economy it is necessary to: develop a law on state participation in the process of innovative cluster industrial development of Ukraine; improving the procedure for the formation and implementation of the most important cluster innovation projects of state importance within the framework of national target programs for innovative cluster development; development of measures of state support for innovative cluster entrepreneurship; formation and implementation of cluster pilot projects for innovation in the regions. The strategy of innovative cluster industrial development of Ukraine should provide for the development and growth of human capital as one of its main priorities. The content of the strategy of innovative cluster industrial development of Ukraine is to conduct research and development aimed at creating scientific and technical innovations, their practical application in the production and sale of a product, as well as in the field of services carried out within innovative industrial clusters or their direct participation. This strategy is a part of the state development strategy, which includes the main goals, principles, directions and ways of the state's influence on the participants of innovation activity - through state support for the widespread creation and functioning of innovative industrial clusters. Solving the problem of structural restructuring and transition of the national economy of Ukraine to the sixth technological mode is possible only if the strategy of innovative cluster industrial development is implemented, based on using the potential of innovative industrial clusters to continuously update the technical base of production, improve its technological structure, generate and introduction of innovations that provide cost savings or create conditions for such savings. The main purpose of innovative cluster industrial development of Ukraine is to create (with the help of clusters) economic, legal, financial, organizational and other conditions that provide accelerated development and development of new competitive products and modern environmentally friendly, safe, energy and resource-saving technologies. basis - the transition of the country's economy to higher technological systems.

The purpose of the article is to determine the most effective methods and models for developing strategies for the innovative development of the enterprise. Research methodology. Achieving the goal set in the article was achieved with the help of a set of theoretical, methodical and practical methods and models for the development and implementation of innovative enterprise development strategies. The results. It was determined that effective functioning of enterprises is impossible without correctly chosen for practical use, effective and, first of all, analytical methods. It is substantiated that from the point of view of the practice of use, it is advisable to combine analytical methods into three groups: heuristic, calculation and combined. It was found that despite the fact that strategic development models usually have certain differences, but according to observations, the vast majority of them necessarily include the following three components: analysis of the internal and external environment, development of the strategy itself, and organization of control. It has been analyzed that in the scientific literature on the strategic development of innovation processes, such well-known models as the rationalist model, which is based on the full awareness and conscious interest of the performers in the innovations planned for the future, are highlighted; behavioral, which involves taking into account the social and psychological needs of employees (practically, it coincides in its goals with organizational and managerial) and a system model, which is considered as a techno-social system, that is, as a conscious process based on a preliminary comprehensive analysis. Practical significance of research results. The practical use of the proposed methods and models for the development of innovative development strategies will increase the profitability of enterprises.

The article is devoted to the issues of competitive strategies of innovation and investment development of enterprises, because under the current conditions of globalization of the world economy and rapid technological and market changes, the competitiveness of enterprises is largely formed due to innovation and investment activity, which serves as a factor not only of effective development of enterprise, but also an important component of the development of national and global innovation systems. The article is aimed at studying the essence and assessing trends in the formation of enterprise competitiveness on the basis of the development of competitive strategies for innovation and investment development of agro-industrial production enterprises in modern realities. The article examines the issues of competitiveness of an enterprise on the basis of the development of competitive strategies for innovation and investment development of agro-industrial enterprises. It is revealed that the issues of innovation and investment development of enterprises in the agro-industrial complex are extremely relevant and require a radical solution, therefore, the effectiveness of economic, economic, and marketing activities depends on how correctly and economically justified agrarian enterprises develop and implement their own competitive strategies of innovation and investment development. The study defines the essence of the concepts of «strategy», «strategy of enterprise development», «competitive strategy of enterprise», «innovations», «investments», «competitiveness of enterprise». Competitive strategies of the enterprise are studied: strategies for the formation of competitive advantages; the strategy of ensuring the competitiveness of the enterprise and the strategy of its competitive behavior. It is substantiated that innovations are a key factor in the development and competitiveness of modern business. It is determined that the strategy of innovation and investment development is a system of long-term goals and objectives of the enterprise in the field of innovation and investment activities (as well as methods and tools for their achievement) and is aimed at renewing all aspects of business. The main components of the strategy of innovation and investment development are examined. It is substantiated that the competitive strategy of innovation and investment development allows enterprises of agro-industrial production to ensure sustainable competitive positions and long-term economic growth through constant technological renewal and increase in business efficiency.

The article is dedicated to consideration of theoretical and applied aspects of the main balance factors of construction business successful innovation and investment development. The analysis of scholars’ works enabled presenting the components of a construction enterprise innovation and investment development, in particular process, resource and potential. Considering the relationship between innovation potential and development, the author's definition is suggested, where construction business innovative development is an activity based on constant search and use of new methods, technologies and areas of enterprise potential realization in changing external and internal market of construction products and the adopted competitive strategy of activity and business development. Analysis of the problems associated with conservatism and slowness in introduction and dissemination of new technologies in the construction industry is performed. Despite the fact that energy-efficient technologies are being actively introduced in the industry, “smart homes” are being built etc., analytical report of the Global Innovation Index states that the share of R&D expenditures in construction is only 2.9%. One of the reasons for such a low rate is that a significant part of new technological developments implemented in construction, originate from other industries, namely metallurgy, forestry and woodworking, chemical industries and others. It is established that innovation inertia of Ukrainian construction companies is determined by buildings and structures prolonged operation, during which the faults of the used technology may be revealed as well as builders’ high responsibility for the result, since construction products must be safe for people’s lives. In order to implement the strategy of construction company innovative development, it is suggested to create the success factors of innovation and investment development, which are balanced and to some extent interdependent. Adequate assessment these factors impact will enable choosing the right direction of construction business innovation and investment development and construction industry in general under pandemic and growing economic selfishness.

This article deals with the formulation of a decision support system (DSS) in the field of regional development management. The review of existing approaches in this area presented here attests, on the one hand, to their diversity, and on the other hand allows us to draw conclusions about the need to address several methodological and practical issues of decision support in terms of innovative development of regions. Based on this, the goal of the research was to develop the concept of DSS to justify the parameters of an innovative development strategy for regional development based on adaptive mechanisms for coordinating the interests of economic agents. The methodology of the study is based on the synthesis of various approaches in the framework of integration into the structure of adaptive simulation models of problem-oriented knowledge bases with the mechanism of logical inference, as well as intelligent technologies for processing semi-structured information used to find solutions in the process of shaping and adjusting the parameters for managing innovative development of a region. The result of the study is a theoretical justification for developing problem-oriented DSS, including a description of the interrelated stages that determine the main design features of this tool. In the framework of the study, a conceptual scheme for implementing DSS in the field of managing innovative development of regions is proposed, and the key functional blocks of the proposed tools are described. In addition, the place of existing tools in the structure of the regional development management system is determined, and we show the possibilities of their use in the formation of forecast-planned assessments of the development of the region, as well as in the evaluation of the effectiveness of alternative management actions. The proposed tools will expand the possibilities of applying the methods of management theory and decision support, intelligent information technology, economic and mathematical methods and modern computer simulation technologies for strategic planning of socio-economic systems of macro- and meso-level. In practice, the tools may be of interest to public authorities in solving problems in in the formulation of innovative regional development strategies for Russian regions, the formation of medium-term forecasts and the justification of the parameters of social, economic and budgetary policy.

The formation and effective management of innovative communities within the territories of Ukraine is a necessary condition for their post-war recovery.. The analysis of the activities of the leaders of innovative development shows that they are involved in the innovation process with almost all structures that act in a coordinated manner. Thus, the formation of the foundations of the organizational and economic management mechanism for the development of innovative communities in the current operating conditions is relevant. The purpose of the article is the formation of a complete set of tasks for managing the development of innovative communities in the direction of sustainable post-war recovery. Approaches to the separation of the function in terms of management of innovative activity and the formation of the corresponding mechanism are considered. According to the results of the analysis of the existing developments in the field of separation of functions for the implementation of various organizational and economic mechanisms, as well as based on the essence and content of the management of innovative development, the main functions of the organizational and economic mechanism of managing the development of innovative communities are highlighted. They are presented in blocks: functions of analysis of external conditions; functions of analyzing the internal environment of the community; the functions of producing (receiving) and using knowledge for the formation of competitive advantages of innovative communities to ensure their development; functions of managing the selection and implementation of directions and strategies of innovative development. In order to form a more reasonable list of principles within the framework of the mechanism, existing approaches to distinguishing management principles inherent in innovative development are considered. Therefore, the principles of the higher echelon include those that are basic for the implementation of innovative sustainable development. Medium-level principles include those inherent to any innovative and active entity that wants long-term development. The principles of the lower level include basic principles. It was determined that the mechanism's management object is the development strategies of innovative communities, and these strategies are the subject of management. The main subsystems of the mechanism include the subsystem of providing information and knowledge, analyzing the state of the components of the innovative development potential, and managing innovative development strategies. In general, the organizational and economic mechanism of managing the development of innovative communities is considered as a system of interconnected and mutually coordinated economic and organizational methods, levers, forms and management tools for the development and implementation of strategies for the innovative development of communities, which are oriented towards a "technological breakthrough" and bringing to the market "subversive » innovative products, formation of sustainable competitive advantages on this basis and ensuring high competitiveness of the community on national and foreign markets.

Increasing the competitiveness of food industry enterprises is possible only if innovative activities are intensified. In the conditions of an unstable economy, changing market environment, and global crises and risks that arise, food producers face important tasks of improving product quality, assortment, financial independence, and enterprise competitiveness. The solution to these issues largely depends on implementing innovations and developing an innovative development strategy. The purpose of the publication is to study theoretical and methodological approaches to the formation of the essence of innovative development, to identify the features of a strategy for the innovative development of business structures, and to minimize risks to ensure the sustainable growth of food industry enterprises, using the baking industry as an example. Results. The article examines issues related to the innovative principles of the development of the baking industry and the methodology for developing a strategy for sustainable development of food industry enterprises using the example of the baking industry in the context of modern risks. The essence of the concept of “innovative development” is determined, it is substantiated that the transition to innovative development means the formation of an appropriate strategy of actions, and the essential content and methodological approaches to the strategy for innovative development of enterprises are investigated. The functioning of Ukraine’s baking industry, one of the leading branches of the food industry, is assessed. Key risks for the baking industry at the current stage are identified. The basic principles that ensure the effectiveness and sustainability of the innovative development strategy in modern economic conditions are studied, and key areas for implementing the strategy are identified. Conclusions. The baking industry plays a key role in Ukraine’s food industry, providing the population with essential products and contributing to the development of the economy. The material and technical base must be updated to ensure the baking industry’s stable development, introduce modern technologies, and adapt to changes in consumer preferences. The article presents an analysis of the innovative and technological development of the Russian Arctic. Innovative development has a great significance for the economy of the country. Economic development of territories should be based on new knowledge and innovation. The purpose of the study is to assess the innovative and technological development of the Russian Arctic in order to forecast and create a strategy for the Russian Arctic based on knowledge and innovation. The author issues theoretical approaches to the problem of innovative and technological development of countries. The author suggests a methodology for innovative analysis and assesses the innovative and technological index of the Russian Arctic regions using the index method based on integrated index calculation. The analysis is based on the official data of the Federal State Statistics Service of the Russian Federation of 2015. The results of the study show that Arctic regions can be divided into three groups, namely: 1) regions with a high level of innovative and technological development (Krasnoyarsk region); 2) regions with a medium level of innovative and technological development (Arkhangelsk region, Komi Republic, Yamalo-Nenets and Chukotka Autonomous Areas); 3) the least developed regions (Nenets Autonomous Area). The results of the study can be used to create a strategy of innovative and technological development for each group of Russian Arctic regions.
