Abstract

Technology-oriented treaties are beginning to receive a wide attention as a potentially useful approach to the conundrum of international climate policy. While the potential scale effect of breakthrough mitigation technologies could promote cooperation on technology-oriented treaties, the scale effect could also make the dynamics susceptible to countries’ expectations on future technology diffusion and might lead to a self-fulfilling outcome. In this paper, we discuss the possibilities of such expectation-driven dynamics in the context of international climate treaties.
