Evolution of the Characteristic Ecological Industry for Karst Desertification Control: Insights from the Huajiang Zanthoxylum Industry
This study examines the evolution of the Zanthoxylum industry in Huajiang, Guizhou, using Actor-Network Theory to analyze how heterogeneous actors and shifting obligatory passage points influence industry stability from 1991 to present. Findings reveal that sustainable ecological industries depend on maintaining adaptable network governance, integrating ecological value, and fostering multi-actor collaboration beyond technical restoration.
Global land degradation poses a serious threat to ecosystem security and the sustainable development of human society, and the proposal of the Land Degradation Neutrality (LDN) target marks a new stage in collaborative governance. In the karst regions of southern China, rocky desertification control is shifting from a singular focus on ecological restoration toward a coordinated transformation integrating “ecological restoration and industrial revitalization,” yet the consolidation of governance achievements and regional sustainable development still face severe challenges. Taking the Zanthoxylum industry in the Huajiang research area of Guanling–Zhenfeng, Guizhou Province, as a representative case, this study applies Actor-Network Theory (ANT) and its core concept of the obligatory passage point (OPP). Through in-depth interviews, field investigation, and related methods, it traces the interactive network of human and non-human actors throughout the evolution of the Zanthoxylum industry from 1991 to the present, thereby revealing its dynamic evolutionary mechanisms. The results show that: (1) the rise and decline of the Huajiang Zanthoxylum industry are essentially processes in which a heterogeneous actor network is constructed, stabilized, shifted, and deconstructed around the OPP, and industrial success depends on the effective translation of diverse demands into a shared objective; (2) in the first stage (1991-2009), “large-scale cultivation” served as the OPP, with local governments acting as the core translators to effectively integrate the dual goals of ecological governance and livelihood improvement; in the second stage (2010-present), extreme climatic shocks and the alienation of cultivation techniques among internal actors led to the breakdown of network consensus, causing the OPP to shift toward “rebuilding quality-based trust and market order”; and (3) the long-term resilience of ecological industries depends on the dynamic maintenance of OPP adaptability and network governance capacity. This requires moving beyond a singular focus on technical restoration and constructing a collaborative governance framework for a “social–ecological network” that emphasizes the agency of non-human actors, cultivates a multi-actor co-governance industrial ecology, and incorporates brand credibility and ecological value into the core elements of translation. This study provides theoretical support for advancing the sustainability of rocky desertification control.

Territorial ecological restoration (TER) is vital for China to address land degradation challenges, achieve its carbon neutrality strategy, and build the Beautiful China. However, the current TER planning system needs enhancement in its systematic, holistic, and integrated approach to support the unified conservation and restoration of mountains, rivers, forests, farmlands, lakes, and grasslands. This paper draws on the Land Degradation Neutrality (LDN) concept proposed by the United Nations Sustainable Development Goal 15.3 to establish a logical framework for LDN-oriented TER planning in China, highlighting key research questions to achieve LDN. The findings are: (1) The evolution of LDN reflects the global shift from fragmented to integrated ecological restoration projects. Its conceptual framework and implementation logic offer foundational and universal aspects that can guide the exploration of systematic TER planning in China. (2) LDN-oriented TER planning focuses on addressing land degradation through a singular metric (the proportion of degraded land) to achieve one goal (LDN), following a planning logic of "status analysis-degradation identification-setting LDN goals-identifying LDN pattern-implementing LDN measures-monitoring LDN". (3) Key research questions for achieving LDN in TER include diagnosis of ecological problems, identification of ecological restoration priority area, delineation of TER implementation units, and design of TER monitoring mechanisms. To promote the localization of the LDN concept, it is recommended to establish a balancing mechanism for ecosystem degradation and restoration, targeting the avoidance, alleviation, and restoration of quantity, quality, and productivity degradation across all land-use types, so as to coordinate planning formulation and project implementation.

EXECUTIVE SUMMARY Ecological restoration, when implemented effectively and sustainably, contributes to protecting biodiversity; improving human health and wellbeing; increasing food and water security; delivering goods, services, and economic prosperity; and supporting climate change mitigation, resilience, and adaptation. It is a solutions-based approach that engages communities, scientists, policymakers, and land managers to repair ecological damage and rebuild a healthier relationship between people and the rest of nature. When combined with conservation and sustainable use, ecological restoration is the link needed to move local, regional, and global environmental conditions from a state of continued degradation, to one of net positive improvement. The second edition of the International Principles and Standards for the Practice of Ecological Restoration (the Standards) presents a robust framework for restoration projects to achieve intended goals, while addressing challenges including effective design and implementation, accounting for complex ecosystem dynamics (especially in the context of climate change), and navigating trade-offs associated with land management priorities and decisions. The Standards establish eight principles that underpin ecological restoration. Principles 1 and 2 articulate important foundations that guide ecological restoration: effectively engaging a wide range of stakeholders, and fully utilizing available scientific, traditional, and local knowledge, respectively. Principles 3 and 4 summarize the central approach to ecological restoration, by highlighting ecologically appropriate reference ecosystems as the target of restoration and clarifying the imperative for restoration activities to support ecosystem recovery processes. Principle 5 underscores the use of measurable indicators to assess progress toward restoration objectives. Principle 6 lays out the mandate for ecological restoration to seek the highest attainable recovery. Tools are provided to identify the levels of recovery aspired to and to track progress. Principle 7 highlights the importance of restoration at large spatial scales for cumulative gains. Finally, ecological restoration is one of several approaches that address damage to ecosystems and Principle 8 clarifies its relationships to allied approaches on a “Restorative Continuum”. The Standards highlight the role of ecological restoration in connecting social, community, productivity, and sustainability goals. The Standards also provide recommended performance measures for restorative activities for industries, communities, and governments to consider. In addition, the Standards enhance the list of practices and actions that guide practitioners in planning, implementation, and monitoring activities. The leading practices and guidance include discussion on appropriate approaches to site assessment and identification of reference ecosystems, different restoration approaches including natural regeneration, consideration of genetic diversity under climate change, and the role of ecological restoration in global restoration initiatives. This edition also includes an expanded glossary of restoration terminology. SER and its international partners produced the Standards for adoption by communities, industries, governments, educators, and land managers to improve ecological restoration practice across all sectors and in all ecosystems, terrestrial and aquatic. The Standards support development of ecological restoration plans, contracts, consent conditions, and monitoring and auditing criteria. Generic in nature, the Standards framework can be adapted to particular ecosystems, biomes, or landscapes; individual countries; or traditional cultures. The Standards are aspirational and provide tools that are intended to improve outcomes, promote best practices, and deliver net global environmental and social benefits. As the world enters the UN Decade on Ecosystem Restoration (2021–2030), the Standards provide a blueprint for ensuring ecological restoration achieves its full potential in delivering social and environmental equity and, ultimately, economic benefits and outcomes.

This article examines the process of establishing educational governance in the Suncheon region through the actor-network theory (ANT). In Suncheon, ‘Community of Practice for Rehabilitating Local Educational Capacities’ created an 'obligatory passage point (OPP),' attracting the attention of the administration, teachers, and residents, entrusting them with new tasks, and examining how they gathered them into one network. At the ‘Jeongdamhoe’ meeting, experiential learning of various educational subjects takes place. As they shared their practices through KakaoTalk and voluntarily formed large and small organizations, Suncheon residents expanded their network around the meeting. The regularity and continuity of the meeting, which is operated in the form of an open meeting, enabled deliberative democracy on educational agendas, and the results of the working-level council following the discussion were reported at the next meeting, giving participants a sense of efficacy. This shows the need to communicate inside and outside the school while creating an 'obligatory passage point (OPP)' through various formal and informal organizations even within the school and administration.

E-commerce poverty alleviation has become a new wisdom in China’s rural poverty alleviation, but there are a few empirical researches on e-commerce poverty alleviation based on farmer cooperatives. Taking four typical poverty counties in Zhejiang Province as an example, based on the actor network theory (ANT), this paper defines the participants and their obligatory passage point (OPP) from the e-commerce poverty alleviation actor network (EPAAN), combs the roles and interest demands of various stakeholders, and constructs the EPAAN model based on farmer cooperatives according to the translation process. We found that the EPAAN is a heterogeneous network by constantly updating, which consists of human actors with cooperatives as the main body and non-human actors. Moreover, our study illustrates that the formation and operation mechanism of cooperative e-commerce poverty alleviation network alliance under the background of targeted poverty alleviation can be well analyzed with the help of actor network theory. This study contributes to provide a feasible Chinese plan for the cause of poverty eradication all over the world, and provides a great reference value for global poverty governance.

While qualitative studies of science have traditionally focused on sciences as bounded cultures, or cohesive communities that operate in well-defined research settings, Actor-Network Theory (ANT) helps to envision the complex processual formation of scientific associations across a diverse array of social entities and sites. Using the case of race and health disparities research in genetic science, this article explores how ANT’s emphasis on agentic symmetry, and the translation of interests between humans and nonhumans, makes visible the multiplicity of agencies and research institutes that, guided by the US federal government’s Directive No. 15, marshaled genomics to construct race as a social problem. It also examines the multiplicity of methodological strategies such an analysis entails. Here, qualitative analysis of government regulations, policy councils, funding mechanisms, scientific practices, and statements from key scientists in elite biomedical positions is used to show how it came to be that racial governance became an “obligatory passage point” for scientists, and, in a second movement, that genomics became an obligatory passage point for conceiving large-scale analysis of racial stratification. Yet, going beyond current conceptions of ANT, I consider how tracing translation in and beyond the lab can expose a third multiplicity: the multiplicity of obligatory passage points in a given network. I argue that ANT, taken to its logical end, involves study of a plurality of mutually reinforcing actors that co-constitute one another and synergistically push collective agendas.

Efforts to establish Land Degradation Neutrality (LDN) as a global objective in the fight against land degradation culminated in 2015 when LDN became part of the Sustainable Development Goals (SDGs) (target 15.3). Following swiftly, the twelfth session Conference of the Parties (COP 12) to the United Nations Convention to Combat Desertification (UNCCD) decided to integrate LDN into the Convention process and invited countries to set themselves national voluntary targets to achieve LDN. This recognition of LDN at the political stage created the need to further operationalize the concept of LDN and transform it into an implementable approach that helps countries to make progress towards reaching the SDGs and the objectives of the UNCCD. Given that LDN is essentially a “not net loss” approach it requires the quantification of land degradation. As such, a particular challenge lies in identifying and measuring appropriate indicators that allow for monitoring changes and tracking progress. Against this background, the aim of this article is both to describe the integration of LDN in the UNCCD process and explain how and with which indicators LDN might be monitored. To start with, Sect. 1 illustrates how LDN was established as a political goal and provides an overview of the most important decisions of COP 12 in this regard. Then, Sect. 2 describes the meaning of LDN and presents the basic elements of the LDN conceptual framework that is currently being developed by the UNCCD Science-Policy Interface (SPI). Subsequently, Sect. 3 explores how LDN can be measured, monitored and reported. It starts by giving an overview of the SDG indicator framework and then discusses opportunities and challenges of monitoring LDN. Following sub-sections present the approved indicator for reporting on LDN, the currently discussed sub-indicators and how they are embedded in a broader monitoring approach. Eventually, Sect. 4 provides some preliminary conclusions on the on-going process of transforming the political vision of LDN into measurable targets.

“City” could be viewed as an integration of various service systems with relocated social, economic, and environmental capitals under urbanization. It was evidential in Hsinchu City, Taiwan, where once the biggest market, Dongmen Market (DMM), declined because the replacement of urban consumption patterns along with the setup of high tech science park bringing new residences. This research took the perspectives of Service-Dominant Logic (S-DL) and Actor Network Theory (ANT) to study the development of new service systems and how they were sustained through the revitalization by a two-year ethnographic study. We explain how stakeholders propose and receive value within and among service systems. A unique actor called obligatory passage point (OPP) was formed in the translation phases of actor networks, delivering the co-created value by stakeholders with different interests. Four identified OPPs indicated that their “evolution process” drove the revitalization of DMM toward a sustainable service system. A framework of open innovation practice was formulated as iterative cycles with four phases: (1) actor interacting; (2) value co-creating; (3) relationship modeling; and (4) OPP transforming, which operationalized the OPP evolution from its destruction to construction. The application of the OPP evolution process to revitalizing urban service systems contributes to practitioners in social innovation to sustain urban service systems in addition to the theoretical formation of OPP evolution.

Land Degradation Neutrality (LDN) is an ambitious initiative by the United Nations Convention to Combat Desertification (UNCCD) to tackle land degradation. Inspired by the “no net loss” concept, LDN seeks to counterbalance unavoidable land degradation—primarily driven by food systems—through targeted regenerative actions at multiple scales—such as regenerative agriculture or grazing practices that simultaneously support production and preserve land fertility. The objective is to ensure that degradation does not surpass the 2015 baseline. While the UNCCD’s Science–Policy Interface provides guidance and the LDN Target Setting Programme has led many countries to define baselines using agreed indicators (soil organic carbon, land use change, and primary productivity), concrete intervention strategies often remain poorly defined. Moreover, the voluntary nature of LDN has limited its effectiveness. A key shortcoming is the lack of integrated planning. LDN should function as a “Plan of Plans”—a coordinating framework to align policies across sectors and scales, reconciling conflicting agendas in areas such as food, energy, and water. To this end, we advocate for a systemic approach to uncover synergies, manage trade-offs, and guide decision-making in complex socio-ecological landscapes. Land degradation is intricately linked to issues such as food insecurity, land acquisitions, and transboundary water stress. Although LDN is implemented at the national level, its success also depends on accounting for global dynamics—particularly “LDN leaks”, where land degradation is outsourced through international trade in food and raw materials. In an increasingly complex world shaped by globalization, resource depletion, and unpredictable system dynamics, effective responses demand an integrated socio-ecological management approach. LDN is not simply a strategy to address desertification. It offers a comprehensive framework for sustainable resource management, enabling the balancing of trade-offs and the promotion of long-term resilience.

Making and mending your nets is concerned to examine, from an actor–network theory perspective, how the relevance debate concerning research and teaching is a significant non‐human actor in the development and management of industry–academic networks associated with UK business schools. By significant, we do not imply the most important because it is only one of many human and non‐human actors that may arouse interest, be problematized, enrolled and/or mobilized for such networks to become ‘obligatory passage points’ and ultimately irreversible collective assemblies. The paper then utilizes actor–network theory as a framework for examining our primary empirical research on academic–practitioner knowledge networks – nets that require a continuous making and mending in managing relevance, participation and uncertainty. We argue that the actor–network framework is more compatible than alternative knowledge diffusion or transfer models with the data we have collected on academic–practitioner knowledge networks in the UK. In accounting for the dynamic instability and precariousness of knowledge networks, it avoids raising false expectations about business knowledge and its relevance or effectiveness. If knowledge in the physical sciences and engineering unfolds slowly and unevenly in the face of many disputes, disruptions and setbacks, as actor–network theory has claimed, then how much more likely is this to be the case in the social sciences? Consequently there should be no expectations of one‐to‐one, direct causal chains between knowledge production and application, as some business school critics seemingly demand.
