Abstract

This paper utilizes firm-level survey data to provide insights into the obstacles to and outcomes of the voucher privatization program in Russia. The results are contrasted with the stated objectives of the Russian privatization program. Our findings indicate that in terms of equity and enterprise restructuring, the program has failed to meet its objectives.
