Abstract

This thesis discusses the evaluation of the implementation of the building permit service policy in Indramayu regency. This research is motivated by the phenomenon of the lack of awareness of the community who are building to take care of building permit (IMB), information provided to the public that violates the provisions stipulated in the Perda is still not well socialized, there are still complaints from the IMB Applicant regarding several requirements requested to be completed, especially those concerning technical recommendations from relevant technical agencies. In addition, complaints from the IMB Applicant also related to the technical and location recommendation requirements of the technical agencies which were not yet integrated in one place so that the IMB Aplicant had to go one by one. This research uses descriptive qualitative method, which is observing aspects of criteria related to the evaluation of IMB service policy by using the theory of William N. Dunn, namely; Effectiveness, Efficiency, Adequacy, Equity, Responsiveness and Appropriateness. Then describe these aspects based on the facts obtained from the results of interviews in the field. Data collection techniques are done by in-depth interviews, observation and documentation. Data analysis was performed using qualitative descriptive analysis with the following steps; data reduction, data display, data verification and conclusion drawing. The results showed that of the six evaluation criteria observed in general were going well and in accordance with the evaluation criteria according to William N. Dunn. However, from the results of the evaluation of the six criteria there are still notes that must be considered by the policy implementor, namely on the criteria; Effectiveness, Equity and Responsiveness. In the Effectiveness criteria, notes must be considered regarding the matter of the realization of the issuance of building permit (IMB) which still does not meet the target. In the Equity criteria, a note that must be considered is the socialization of the IMB which has not yet reached the village level. Finally, in the Responsiveness criteria, notes that must be considered are regarding the requirements of technical recommendations from related agencies that must be fulfilled by the IMB Applicant where there are still complaints against several officials from relevant technical agencies concerning the matter of coordination.
