Abstract
ABSTRACT Through the GAR-SI Sahel project, the European Union (EU) seeks to strengthen the operational capabilities of some Sahelian states, to allow them to gain effective control of their territory, through the creation of Rapid Action Groups for Surveillance and Intervention (GAR-SI units) within some Sahelian Gendarmerie Forces. In this regard, the EU has ventured into a new field of action, raising the following question: is the GAR-SI Sahel project consistent with Security Sector Reform (SSR) aims? Drawing on primary sources such as interviews (19), a focus group and participatory observation, this article aims to be the first academic contribution that systematically analyses this innovative European tool by unpacking the dimensions, the position, the differences, the various threats and ultimately the effectiveness of the project. The findings suggest that the GAR-SI Sahel project is modestly successful in the short term, but we identify possible policies that might be considered from 2024 onwards.
