European integration course of Ukraine: implementation of national interests and current challenges

This article examines Ukraine’s European integration course as one of the main directions of contemporary foreign policy and a crucial mechanism for strengthening national security, ensuring sustainable development, and modernizing the state. It traces the historical evolution of Ukraine–EU relations, starting with the 1990 Declaration of State Sovereignty, the 1993 Verkhovna Rada Resolution “On the Main Directions of Ukraine’s Foreign Policy,” and the signing of the 1994 Partnership and Cooperation Agreement, and culminating in the granting of EU candidate status in 2022. The paper reviews key legal and institutional frameworks, including the Ukraine–EU Action Plan, the European Neighbourhood Policy, the Eastern Partnership initiative, the Association Agreement, and the establishment of the Deep and Comprehensive Free Trade Area. Particular attention is paid to the transformation of European integration following Russia’s full-scale invasion of Ukraine in 2022, which turned EU accession from a political and economic project into a strategy for survival, recovery, and security consolidation. The study analyzes the economic, political, and security dimensions of integration, focusing on the harmonization of Ukrainian legislation with EU law, modernization of state institutions, promotion of democratic reforms, and the prospects for accession negotiations in 2025. Key obstacles to integration are identified, including insufficient competitiveness of certain economic sectors, difficulties in meeting financial obligations, and the need to improve the professional capacity of civil servants. The article highlights the EU’s role as a strategic partner in security cooperation, including Ukraine’s participation in PESCO and EUMAM initiatives and the signing of bilateral security agreements. The findings emphasize that Ukraine’s European integration course is a comprehensive strategy aimed at establishing the country as an integral part of the European political, economic, and security space, strengthening its international position, and improving citizens’ quality of life.

Peculiarities of the Teaching of European Studies for Technical Specialties Students in Higher Educational Institutions of Ukraine (on the Example of Lviv Polytechnic National University)

The purpose of the publication is to study the state and peculiarities of teaching European studies for students of technical specialties in higher educational institutions of Ukraine, mainly on the example of Lviv Polytechnic National University (hereinafter LPNU), where the Erasmus+ Jean Monnet Chair project “European Studies for Technical Specialties” (hereinafter EUSTS) has been implemented since September 2022. The hypothesis of the presented research is the statement that with the strengthening of the European integration course of Ukraine the demand for knowledge about the European Union and the European integration of Ukraine among students of technical specialties is increasing, and university education is ready to satisfy such a request, applying the latest methods and approaches in the organization of education. The main focus is on clarifying the peculiarities of the formation of European studies in Ukraine; including not only classical, but also technical universities in this process; search for effective mechanisms for implementing knowledge about the EU into the educational process of students of technical specialties. To achieve the specified goals, a number of research methods were used, such as: historical-comparative, periodization, analysis of empirical data, systemic and structural-functional. It has been found that the development of European studies in Ukraine has gone through several stages of its formation. The first lasted from the moment Ukraine regained its state independence in 1991 and was characterized by the presence of limited opportunities in universities to introduce European studies in the conditions of a centralized higher education system. The second stage was marked by the adoption of the Law of Ukraine “On Higher Education” (2014), which, in fact, provided sufficient tools for the development of European studies in Ukrainian universities. Similarly, at that time, the study of the European Union and European integration was formed at Lviv Polytechnic National University, including for students of technical specialties. On the basis of statistical data, it has been concluded that among the students of the National Academy of Sciences, there is a growing interest in the study of academic disciplines related to the EU and the European integration course of Ukraine. To a large extent, this is explained by the current political status of Ukraine as a candidate for EU membership and the strengthening of Ukrainian society’s support for the process of European integration as a result of Russian aggression. Accordingly, a number of educational disciplines have been introduced for students of technical specialties at the level of LPNU in recent years, which form knowledge about the EU and European integration, but only thanks to the implementation of international projects here, mainly the Erasmus+ Jean Monnet programs. This creates prerequisites for the fact that, in the future, separate educational programs in European studies can be developed at the university, which are most expedient to implement at the second (master’s) and third (PhD) educational levels. It is important that they focus on those policies of the EU and European integration directions of Ukraine that are of particular interest to students of technical specialties, for example, EU digital policy, EU energy policy, EU policy in the field of climate, environmental protection, etc. The acquired competences will not only allow the graduates of LPNU to implement European standards and values in their professional activities, but also to more effectively use the EU toolkit in the post-war reconstruction of Ukraine. Also, taking into account the recommendations of the Ministry of Education and Culture of Ukraine and the political situation of the state, it is worth introducing a mandatory educational discipline for all students of technical specialties of Ukrainian universities on the topic of the European Union, its principles, foundations and values, as well as the features of Ukraine’s European integration progress in various areas.

The direction of our research is based on the issue of the development of tourism and the European integration course of Ukraine in the conditions of a full-scale Russian invasion. In the paper, the author emphasizes the need for the development of national tourism both in the conditions of war and in the framework of post-war reconstruction. At the same time, the development of tourism should take place strictly within the limits and taking into account the European integration course of Ukraine. Author emphasizes that today, Ukraine faces a task that consists in the contradiction between the need to integrate into the world economy, on the one hand, and to ensure the protection of national interests and security, on the other. That’s why the main aim of our study is the analysis of the development of tourism in the war conditions in the context of the European integration of Ukraine. The paper states, that military actions have a significant negative impact on the tourism industry regions and the whole country. There are reasons for military actions and their impact on tourism security concerns; decrease in demand; infrastructure damage; loss of jobs and a negative image, all of which have a significant impact on development of tourism in Ukraine. At the same time, the author notes that the situation in tourism, as in other sectors of the economy, is closely related to the issue of Ukraine's European course. Thus, the article noted that the experience of European integration of Ukraine in the conditions of war has a unique character. By resisting large-scale armed Russian intervention, suffering from huge human costs and financial and economic losses, the country acquired the status of a candidate for joining the EU, continues European integration in various areas, deepens partnership with the EU in sectoral directions, implements the recommendations of the European Commission and implements the provisions of the Agreement in practice about the association.

THE EVOLUTION OF THE NORMATIVE FOUNDATIONS OF UKRAINE'S EUROPEAN INTEGRATION AT THE PRESENT STAGE OF STATE FORMATION

Oleksandr Perederii, Evgen Grygorenko The evolution of the normative foundations of Ukraine's European integration at the present stage of state formation The article presents and reveals the main tendencies of evolution of the normative foundations of European integration of Ukraine at the present stage of state formation. While analyzing the problems of implementation of the Association Agreement between Ukraine and the European Union, the author highlights and reveals the content of three main tendencies that are characteristic for the development of the legislative basis of the European integration policy. In particular, the expanding of the current Constitution of Ukraine with the rules on the irreversibility of the European integration course, updating of normative documents regulating the planned character and gradual implementation of the provisions of the Association Agreement, amending the current version of the Association Agreement in order to update its provisions. The attention is drawn to the fact that the modification of the legislative foundations of Ukraine's European integration course is an important political and legal factor for the transformation of not only the system of the legal system of the state in the formal sense, but also of the legal consciousness of the broad masses of the population. This is explained by the phenomenon of the action of so-called «future law». In practical terms, such a phenomenon manifests itself in the fact that in the society on the mental level there is an increasing level of expectations from the state to activate pro-European policy, further reforming of the national law in the direction of implementation of European models of social regulation. Accordingly, there is an impact on the minds of people by "future norms of law", which are designed to regulate social relations, which are just beginning to emerge. Further priorities of expanding the legislative foundations of Ukraine's European integration are outlined. In particular, it is the optimization of the mechanism of substantial realization of European integration transformations in the practice of national state administration, as well as the preparation of legislative support to overcome the global political risks and economic threats that may occur in connection with the implementation of the Association Agreement. The primary for Ukraine is the calculation of the foresight of the political, legal and socio-economic development of Ukrainian society and the generation of normative constructions for the efficiency of the respective processes. Therefore, the practical task of national legal science is to develop scientific proposals for further development of the normative foundations of European integration of Ukraine, taking into account the requirements of time and expectations of Ukrainian society. Formation and implementation of the State Policy in the sphere of European integration of Ukraine: problems and contradictions

The purpose of the article is to identify the problems and contradictions of the state policy in the sphere of European integration of Ukraine and to justify the ways of overcoming them in the current conditions.
 The main internal problem that hinders the European integration course of Ukraine, experts consider, first of all, inefficiency of the public administration system – insufficient level of competence of civil servants, excessive bureaucracy, unreformed and corrupt public administration system. The top five major internal problems also include: the situation in the Donbas (including both armed conflict and public sentiment), high levels of corruption in Ukrainian society, ineffective policy of informing the population about European integration, lack of consensus in the political and social issues.
 The opinion that aggression, pressure and all-out hindrance from Russia will be a major external challenge for Ukraine’s European course, is shared by all experts interviewed. Among the major external obstacles, experts also cite internal problems of the EU itself, opposition or waiting position on the part of some EU members who do not want to break their ties with Russia, as well as the lack of a unified position in the European Union regarding the European perspective of Ukraine and the EU enlargement in general. Experts consider that the most effective factor contributing to the increase of the support of European integration in Ukrainian society is the successful implementation of internal reforms and the positive effect of ordinary citizens on them.
 In today’s context, Ukraine’s accession to the EU remains a goal for which it is active in political, legal, economic and other spheres. Conclusions from this research and perspectives of future development in current area. At the present stage of social development the process of forming and implementing effective and effective state policy in the field of European integration is of particular importance. Ukraine’s accession to the EU is a long-term issue, which depends on both the effectiveness of internal reforms and the transformation processes in the EU. However, Ukraine already needs to insist on giving it a formal EU membership perspective.

Some types of works posted on the internet, and the peculiarities of their protection by Ukrainian copyright compared to US law

The article deals with the peculiarities of protection against plagiarism of works posted on the Internet and the peculiarities of their protection by Ukrainian copyright compared with US legislation. The ratio of features of the computer program as an object of copyright protection is analyzed. After all, the program derived from the algorithm and is in a sense, its equivalent. This means that some basic features of algorithms are inherent in programs. The program can also be considered as a means of implementing an algorithm, and as such, characterized by certain distinct features from which for the purposes of the program research as an object of copyright protection can be distinguished: unlike the algorithm, which is a sequence of logical-mathematical Transformation operations, the program contains a sequence of commands that describe the process of implementing an algorithm and provide control of this process. The objective form of expression of the program is its recording formalized language of simultaneous computers. It is determined that the protection of computer programs by copyright norms, is a great theoretical and practical curiosity as the simplest and economical. The jurisdictional and non-legal forms of protection of patent law are characterized, the main ways of protecting intellectual property rights are clarified. The emphasis on the judicial prohibition as a way of protecting intellectual property rights is analyzed by the international index of property rights, in particular the level of protection of intellectual property rights in Ukraine and in the United States. The fact of a low indicator of protection of intellectual property rights in our country is established compared to European countries. The main issues of protection of intellectual property rights in Ukraine are highlighted. It is emphasized the need to adapt national legislation to the legal system of the European Union. There are a number of international treaties regulating intellectual property relations at the international level. The European integration course of Ukraine indicates its desire to adapt their legal system to European standards, and therefore, concluding an Association Agreement with the EU, Ukraine has undertaken to harmonize its intellectual property legislation with European legislation. The provisions of a number of European legal acts regulating the issue of protecting intellectual property rights are given. Problems of collecting evidence base for violation of intellectual property rights remains open issues as a national judicial practice on this issue. It is necessary to create a specialized judiciary that would consider cases of violation of intellectual property rights, including on the Internet. It is necessary to enhance legal responsibility for violations in the field of intellectual property, in particular regarding the distribution of pirate products.

MILESTONES VS. PERCENTS: HOW DO WE REALLY MEASURE UKRAINE’S EUROPEAN INTEGRATION PROGRESS?

The publication of the 2017 Report on implementation of the Association Agreement introduced the quantitative approach in evaluation of the eurointegration progress of Ukraine. The publication of the report launched a discussion between experts and government representatives on the possibility and relevancy of quantitative evaluation of Association Agreement in percent. The government approach to evaluate the progress was criticized by the experts and, according to them, the genuine success of Ukraine in the implementation of the Association Agreement is far below the government report meanings. The Minister of Foreign Affairs of Ukraine expressed doubts on relevancy of percentage evaluation of the eurointegration success. He claimed that it was crucial to review the results of important projects, such as visa-free regime, rather than focus on percent and implemented directives. The authors of the article attempt to answer the following questions. Is it possible to measure the eurointegration achievements of Ukraine in quantitative measurements and is it relevant to carry out such calculations? It is clear that European integration of Ukraine affects all spheres of the public life. As it is impossible to observe all spheres, the research focuses on three following spheres: fulfilment of the obligations according to the Association Agreement with the EU; trade with the EU; fight against corruption. For the first time in Ukraine, European integration has become a transparent, measurable and accountable state policy. Although considerable amount of research has been devoted to the quantitative measurements of the progress on implementation of the Association Agreement between EU and Ukraine and it give an opportunity to monitor both the overall progress and the progress in particular spheres. However, these three components – the Association Agreement, the Copenhagen Criteria and the Sustainable Development Goals – are a reliable guide to the successful long-term development of Ukraine, ensuring prosperity of all citizens. Of course, not all results are positive, and progress often means even more challenges ahead. Insufficient institutional capacity of the authorities hinders the realization of the potential of the European integration course in full volume, correctly determine the sequence of steps, and calculate ways to achieve goals, look for the necessary solutions for stakeholders to take full advantage of all the benefits. A general conclusion is made concerning the evaluation of the European integration achievements of Ukraine and not only in spheres that have been observed in this article. These indicators point to important issues and help to understand the overall progress. The findings are of direct practical relevance because such approach is important in case of information campaign aimed at informing people on aspects of European integration of Ukraine. This paper has clearly shown that the key indicator in measuring the results of the European integration of Ukraine is the level of life of Ukrainian citizens. The European reforms must bring tangible benefits. Victorious statements on Association will not convince Ukrainian society in the correctness of the European integration direction.

In modern conditions, the realization of the right to work is taking on a new dimension due to large-scale transformations caused by the country’s European integration course and the consequences of armed aggression against Ukraine. Social guidelines enshrined in the Constitution, particularly guarantees of labor rights, require significant revision and adaptation to the norms and principles of European Union law. The article is devoted to analyzing the features of realizing the right to work in the conditions of Ukraine’s European integration and external challenges, particularly the impact of military aggression. The paper examines the shortcomings of the current Labor Code of Ukraine, which arise due to its outdated conceptual approaches and inconsistency with modern labor market conditions. The author demonstrates how modern external factors, among which military aggression remains key, affect the functioning of labor relations and create additional pressure on adapting the legal system to new challenges. Particular attention is paid to Ukraine’s European integration course, which involves harmonizing national labor legislation with European Union standards. The need to reform the existing regulatory framework is analyzed, which should consider the peculiarities of the modern labor market and contribute to the formation of conditions for the stable functioning of the social state. The prospects for further changes in the field of labor law are considered, which should become a guarantee of adapting legislation to economic and political transformations caused by internal and external challenges. The author concludes that effective labor legislation reform is a priority task for Ukraine since it ensures not only the organization of fair labor relations but also contributes to creating a stable socio-economic environment in the conditions of European integration and increased external pressure. The identified directions for modernization of the regulatory framework can contribute to eliminating existing shortcomings, activating the labor market, and strengthening state mechanisms for supporting citizens in crisis conditions. Neither Integrated Nor Comprehensive in Substance: Armenia and Georgia

Shortly after the collapse of the Soviet Union, the European Union (EU) moved to establish contractual relationships with the newly independent states. In 1999 Partnership and Cooperation Agreements (PCA) with Armenia and Georgia were enacted. In view of the 2004 eastward enlargement, the European Neighbourhood Policy (ENP) was established and the South Caucasus countries joined in 2004. Since the initial agreements, the EU’s cooperation with Armenia and Georgia has gradually extended. Besides participating in the ENP, they have also been included in the EU’s Black Sea Synergy (European Commission 2007g) and the Eastern Partnership (European Commission 2008h). The ENP mid-term review in 2011 was the latest effort to redraw EU policies towards its neighbours. The negotiations of the new-generation Association Agreements were concluded with Armenia and Georgia. However, Armenia refused to sign the agreement with the EU and opted for membership of the Customs Union with Russia, Belarus and Kazakhstan instead. The Association Agreements deepen partner countries’ European integration and widen their political relationship with the EU. The Deep and Comprehensive Free Trade Area (DCFTA) that is considered an integral part of the Association Agreement focuses on the economic aspect of the relationship. In addition, the EU concluded visa facilitation/readmission agreements negotiations with Armenia and Georgia and continues visa liberalisation dialogue with Georgia.

European integration is one of the key objectives of Ukraine's foreign policy, which has defined the country's development trajectory over the past decades. The integration process with the European Union opens substantial opportunities for Ukraine in the political, economic, and social spheres. Furthermore, cooperation with the EU supports the implementation of democratic reforms, improves living standards, enhances investment attractiveness, and strengthens the rule of law. At the same time, integration into the European community grants Ukraine access to significant markets and new opportunities for themodernization of its national economy.However, the path to European integration is accompanied by numerous challenges. Political instability, corruption, and external threats, particularly in the context of military aggression from the Russian Federation, are significant obstacles along this path. Additionally, Ukraine faces issues of institutional weakness, which requires deep reforms within the state governance and justice systems. Despite these difficulties, the European integration course remains a primary development vector, supported by both government and civil society. The Ukrainian public demonstrates substantial support for the European course, viewing the EU as a model of democratic development, human rights protection, and economic stability. However, there are differing perspectives on European integration across various social groups and regions, influenced by historical, cultural, and political factors. Understanding public opinion provides valuable insights into internal societal sentiments and aids in shaping an effective European integration strategy.It is worth noting that a crucial tool for cooperation between Ukraine and the EU is the Association Agreement, which solidifies political and economic partnership. This agreement represents asignificant step towards deepening collaboration as it promotes the harmonization of Ukrainian legislation with EU laws, improves the business environment, and advances integration processes across key sectors.From a political standpoint, Ukraine is gradually becoming an important player in EU policy. While the country is not yet an EU member, it plays a crucial role within the Eastern Partnership framework and is a key partner in areas such as energy security, combating cyber threats, and bolstering regional stability. Cooperation with the EU in the fields of security and defense is also gaining increasing significance against the backdrop of the ongoing armed conflict in eastern Ukraine.

Over the last few decades, eurooptimism and eurosceptisicm has been in the focus of attention of public, political and scientific discourse in the EU countries. The Ukraine’s European integration course implemented through institutional and legal changes within the EU- Ukraine Association Agreement brings up to date this discourse in the Ukrainian society. The differentiation of social attitudes is absolutely relevant to the previously studied phenomena such as socio-cultural zoning of the Ukrainian regions. At the same time, the high prevalence of these attitudes as well as the elements of social portrait of the optimists and sceptics of the euro integration are of high interest. The data allow, on the one hand, assessing the degree of solidarization in the Ukrainian society and, on the other hand, analyzing the legitimacy and public support for Ukraine’s European integration aspiration. The empirical basis of the study is the data of the EU Neighborhood Barometer conducted in 2013–2014, i.e. in the time of the extremely high political mobilization of both supporters and opponents of the European integration course which hypothetically helps to evaluate the limits of this discourse.

Tendencies in the transformation of the legal foundations of European integration of Ukraine at the present stage

The article presents and reveals the main tendencies of transformation of the legislative foundations of European integration of Ukraine at the present stage of state formation. While analyzing the problems of implementation of the Association Agreement between Ukraine and the European Union, the author highlights and reveals the content of three main tendencies that are characteristic for the development of the legislative basis of the European integration policy. In particular, the expanding of the current Constitution of Ukraine with the rules on the irreversibility of the European integration course, updating of normative documents regulating the planned character and gradual implementation of the provisions of the Association Agreement, amending the current version of the Association Agreement in order to update its provisions. The attention is drawn to the fact that the modification of the legislative foundations of Ukraine's European integration course is an important political and legal factor for the transformation of not only the system of the legal system of the state in the formal sense, but also of the legal consciousness of the broad masses of the population. This is explained by the phenomenon of the action of so-called «future law». In practical terms, such a phenomenon manifests itself in the fact that in the society on the mental level there is an increasing level of expectations from the state to activate pro-European policy, further reforming of the national law in the direction of implementation of European models of social regulation. Accordingly, there is an impact on the minds of people by "future norms of law", which are designed to regulate social relations, which are just beginning to emerge. Further priorities of expanding the legislative foundations of Ukraine's European integration are outlined. In particular, it is the optimization of the mechanism of substantial realization of European integration transformations in the practice of national state administration, as well as the preparation of legislative support to overcome the global political risks and economic threats that may occur in connection with the implementation of the Association Agreement. First of all, Ukraine should develop and accumulate the practice of applying the legislation in the sphere of increasing the investment attractiveness of Ukraine, guaranteeing the legal protection of foreign investments, adjusting the national manufacturing sector of Ukraine to the EU requirements, harmonizing the national model of legal regulation of the labor market with the EU, enhancing the institutional focus of the Ukrainian authorities to implement the EU Directives.

Smart Specialization as an Instrument of Strategic Development in Chernigov Region

Considering the European integration course of Ukraine, the processes of decentralization of power and the completion of the Strategy of Sustainable Development of Chernihiv Oblast for the period up to 2020, there is an urgent need to develop a new strategy that should include innovations for the development of an innovative economy and increase of investment attractiveness of the region. The article considers in detail the technique of smart-specialization, which is one of the fundamental principles of political and economic planning of the European Union, which is capable of combining the interests of all target groups in the region in an optimal way. The research is based on data from the Strategy of Smart Specializations of the European Union and the Smart Specialization Platform, taking into account the economic indicators of the Chernihiv region, using such methods as: dialectic, analysis and synthesis, economic-statistical method, graphical method, forecasting method, scientific abstraction, sample survey and grouping. The results of the study include a set of proposals for applying the principles of smart-specialization for the development of the Strategy for Sustainable Development of Chernihiv Oblast for the period up to 2027, which will ultimately lead to the economic growth of the region and its business structures and improve the well-being of the population. Application of the technique of smart-specialization to specific sectors of the regional economy of the region, such as tourism and information technology, will be subject to further research

Innovations in Public Administration and Management for Implementing Effective Strategies and Tools

Introduction: The current global dynamics and the European integration course of Ukraine's development transform the requirements for forming a public administration paradigm. At the same time, the transfer of innovations is seen as a key element in ensuring the efficiency of the management system and complementarity with the requirements of modern society. Methods: Publications indexed in leading scientific databases were utilised. The inclusion and exclusion criteria for publications were based on spatial-temporal indicators and the level of information reliability. Among the methods used to assess the risk of bias in the included studies was the brainstorming method. Additionally, general scientific methods were employed.Results: It identifies the main directions of innovative development of public administration systems in the European community. The emphasis is placed on the functionality of digitalisation tools and information and communication technologies that automate a significant part of public administration processes and improve public service quality. Several economic indicators representing the tendency to increase efficiency are presented. A comparative analysis of the indicators of e-government development in different countries and the global context is carried out. Practical concepts and practical tools for integrating innovations into public administration in the context of sustainable development are substantiated. Conclusions: The study proves that e-governance, analytical tools, artificial intelligence, digital interaction platforms, and geographic information systems allow today to implement successful concepts of public-private partnerships and increase the efficiency of public administration. The concepts of transparency, adaptability and innovation are complementary to the requirements of society and allow for addressing the complex challenges of our time.
