European approaches to animal welfare: perspectives for Ukrainian veterinary education
In today's context of Ukraine's integration into the European educational and legal space, the issue of animal welfare is of particular relevance. Animal welfare is recognized as one of the key aspects of sustainable development, food security, bioethics, and the ethical responsibility of society. The article provides a comprehensive analysis of European approaches to ensuring animal welfare based on internationally recognized principles, such as the Five Freedoms, the One Health concept, and an interdisciplinary approach to animal treatment. Particular attention is paid to the legal framework of the European Union regulating the treatment of animals in agriculture, research, veterinary practice, and everyday life. The article also reveals the leading role of education in the formation of competencies of future veterinary specialists in the ethical and professional treatment of animals. Examples of the introduction of animal welfare disciplines in the curricula of leading European universities, as well as modern pedagogical methods (interactive learning, simulation technologies, practice-oriented modules) used in the EU, are analyzed. The role of the European Association of Veterinary Education Institutions (EAEVE) in standardizing veterinary education and integrating animal welfare issues into professional standards and accreditation requirements is considered. In the context of Ukraine's European integration course and the desire to harmonize national veterinary legislation and education with European standards, the article identifies potential ways to adapt these approaches in Ukrainian veterinary educational institutions. In particular, it is proposed to update educational standards, introduce mandatory courses on ethics and animal welfare, improve the qualifications of teachers, and develop cooperation with European educational and professional structures. It is argued that the implementation of these measures will contribute to improving the quality of training of veterinary medicine specialists in Ukraine, strengthening their competitiveness in the international labor market, and ensuring a higher level of animal protection.

In particular, the expanding of the current Constitution of Ukraine with the rules on the irreversibility of the European integration course, updating of normative documents regulating the planned character and gradual implementation of the provisions of the Association Agreement, amending the current version of the Association Agreement in order to update its provisions. The attention is drawn to the fact that the modification of the legislative foundations of Ukraine's European integration course is an important political and legal factor for the transformation of not only the system of the legal system of the state in the formal sense, but also of the legal consciousness of the broad masses of the population. This is explained by the phenomenon of the action of so-called «future law». In practical terms, such a phenomenon manifests itself in the fact that in the society on the mental level there is an increasing level of expectations from the state to activate pro-European policy, further reforming of the national law in the direction of implementation of European models of social regulation. Accordingly, there is an impact on the minds of people by "future norms of law", which are designed to regulate social relations, which are just beginning to emerge. Further priorities of expanding the legislative foundations of Ukraine's European integration are outlined. In particular, it is the optimization of the mechanism of substantial realization of European integration transformations in the practice of national state administration, as well as the preparation of legislative support to overcome the global political risks and economic threats that may occur in connection with the implementation of the Association Agreement. The primary for Ukraine is the calculation of the foresight of the political, legal and socio-economic development of Ukrainian society and the generation of normative constructions for the efficiency of the respective processes. Therefore, the practical task of national legal science is to develop scientific proposals for further development of the normative foundations of European integration of Ukraine, taking into account the requirements of time and expectations of Ukrainian society. First of all, Ukraine should develop and accumulate the practice of applying the legislation in the sphere of increasing the investment attractiveness of Ukraine, guaranteeing the legal protection of foreign investments, adjusting the national manufacturing sector of Ukraine to the EU requirements, harmonizing the national model of legal regulation of the labor market with the EU, enhancing the institutional focus of the Ukrainian authorities to implement the EU Directives.

This indicates the need for greater efforts, both from the EAEVE and from individual schools, to ensure that the teaching of animal welfare across Europe is standardised.

The prospects for Ukraine's European integration require in-depth analysis and comparison of the legislative, economic, social and other dimensions of our country with the EU partners, as well as an assessment of their compliance with European integration principles. An objective analysis of compliance is equally relevant for both Ukraine and the European Community. The aim of the study is to develop theoretical, methodological provisions and practical recommendations for carrying out political and economic transformations in Ukraine, which will contribute to the integration of our country into the European Union. The scientific article provides a functional analysis of the main elements of macroeconomic policy, without the solution of which it is impossible to carry out effective economic reforms and the transformation of Ukraine into the EU structures, as well as methods of analysis and comparison are used while identifying certain economic and legal factors that stimulate or restrain the potential of the Association Agreement Ukraine - EU. To build an effective market economy in Ukraine, develop a business that really works, and in the interests of the welfare of citizens, it is necessary to reform AMKA and antimonopoly legislation. In March 2021, the Government of Ukraine approved the National Economic Strategy-2030. Several directions of this strategy began to be implemented. From July 1, 2021, the land market should fully start working in Ukraine. This, in turn, will contribute to the development of small and medium-sized agricultural enterprises. The transformation of Ukrainian society into "civilized" European and world structures also presupposes reforming the ecological situation in Ukraine. Work continues on one of the most important problems for the Ukrainian economy – the ACAA agreement ("industrial visa-free"). A comprehensive solution to these problems will contribute to the practical solution of the tasks of Ukraine's European integration policy. The article analyzes modern political and economic problems and development prospects of our country during the transformation period. The authors of the article consider the main directions of reforming the Ukrainian economy in the context of the implementation of Ukraine's European integration course. All political and economic reforms, which are carried out in Ukraine, are guilty of being coordinated with changes, which are being introduced in the EU. The perishing of the market transformation of the Ukrainian economy requires the approval of a regulatory framework, the completion of the process of forming an effective market infrastructure in the country, training of personnel, building workers in new minds. We are also important in the whole plan for the establishment of the Institute of Private Power, for the protection of the national capital, for the stimulation of education, for small business.

The third Chinese veterinary conference was held in Suzhou, China, from 28 to 30 October ([ 1 ][1]). For the first time at a Chinese national conference, a forum on Animal Welfare Development was included on the schedule. The addition of this topic reflects the growing recognition of the importance of animal welfare issues among the Chinese academic community. At the forum, Chinese veterinarians and international experts agreed that improving animal welfare in China will require the development and enforcement of a national code of animal welfare, and that reference texts and educational materials in Chinese will be needed to standardize teaching and to make the issue broadly accessible. Animal protection and welfare issues are also gaining increasing attention in mainstream Chinese society. Take, for example, the recent public support for banning the practice of medicinal bear farming, which involves repeatedly extracting bile from live, captive animals ([ 2 ][2]). Popular figures are also promoting animal welfare issues: For example, the legendary basketball star Yao Ming is the face of a new WildAid campaign, which is combating the ivory trade by targeting potential consumers ([ 3 ][3]). A suite of other animal advocacy nongovernmental organizations (NGOs) such as the World Society for the Protection of Animals (WSPA) ([ 4 ][4]), Animals Asia ([ 5 ][5]), and the International Fund for Animal Welfare (IFAW) ([ 6 ][6]) also operate within China. Despite this growing awareness, however, China has a long way to go in developing and implementing animal welfare standards at an international level. We offer the following suggestions to facilitate this process. China must develop and enact national animal welfare legislation and policies. Although related legislation has been in preparation for years, there are still only fragmentary professional requirements and no national laws dealing directly with animal welfare. The legislation has been delayed by a range of issues, including the need for measurable animal welfare criteria, and the potential for conflict between policy supporters and commercial interests. These issues must be resolved and the legislation process completed as a matter of urgency, in order to provide a stable basis for the improvement of animal welfare across China. Effective implementation of such legislation will require the establishment of government institutions as a platform for the assessment and monitoring of the welfare of farmed, captive, and pet animals across China. Such institutions will require the participation and cooperation of relevant government departments, the academic community, commercial interests, and consumers. Together, these stakeholders can develop and enforce effective and sustainable animal welfare procedures and standards. To accurately convey the concepts of animal welfare and the need for animal welfare standards, community education will be critical. These activities should be targeted especially to professionals who work closely with animals—veterinaries, animal keepers, and researchers—who, by changing their own behaviors, can influence the behavior of the communities in which they work. Relevant educational materials should also be distributed through collaborations with schools and community groups in an effort to educate and influence the largest possible cross section of society. Animal welfare research in China has been limited, in large part due to a lack of funding. This is in turn partly due to the lack of enforced animal welfare standards for animals-related industries, and also to the perception that introducing animal welfare standards can only negatively affect production and profits. Relevant research should therefore be supported and encouraged. Veterinarians routinely position themselves as the professionals who are most knowledgeable about non-human animals, and the public turns to them for guidance in matters of animal health and welfare. However, as research indicates, there is a considerable gap between what the public thinks veterinarians know and the actual veterinary curriculum. This study investigates the perspectives of veterinary students towards issues of animal welfare and animal rights, based on the results of a 2012 survey. Results indicate that veterinary students have limited and narrow understandings of both concepts, and that their knowledge is shaped by their professional socialization in veterinary education. Despite the enormous ethical complexity and diversity of philosophical perspectives that are inherent to both animal welfare and animal rights positions, veterinary students typically are not adequately prepared for a career that is located at the very center of these debates.

Ukraine's European integration has gained unprecedented intensity after 2014 and especially in the context of a full-scale war, when the process of gaining EU membership is combined with large-scale constitutional and municipal reforms. Economic and legal cooperation with EU member states is not only a tool of financial and technical support, but also a factor in the transformation of the Ukrainian legal system, its approximation to European standards of democracy, the rule of law and multi-level governance. Strengthening municipalism and modernization of the constitutional principles of public administration are key prerequisites for sustainable development and effective recovery of Ukraine. The relevance of the study is due to the need for scientific understanding of the mechanisms for integrating economic and legal cooperation into the system of constitutional construction and local self-government, as well as developing recommendations for the effective implementation of European practices in Ukrainian conditions. The purpose of the study is to analyze the features and directions of economic and legal cooperation of the EU member states in the field of development of modern Ukrainian constitutionalism and municipalism, to determine the impact of European practices and norms on the transformation of the constitutional system of Ukraine and the improvement of local self-government, and to outline the prospects for further integration of Ukraine into the legal and economic field of the EU to ensure the sustainable development of democratic institutions and regional development. The research methodology consists of such methods as the comparative method, the case analysis method, the empirical method, the historical and legal method, and the systemic method. As a result of the study, an analysis of economic and legal cooperation of the EU member states in the field of development of modern Ukrainian constitutionalism and municipalism was conducted. Based on official EU regulatory acts, in particular Regulation (EU) 2024/792 on the Ukraine Facility, as well as international agreements on partnership, cooperation and association with the EU ratified by Ukraine, key legal instruments of integration are considered. Special attention is paid to the role of the EU in supporting local government reforms and regional development, the implementation of the principles of multi-level governance and financial decentralization. It is established that economic and legal cooperation between Ukraine and the EU is a mutually reinforcing factor both for the constitutional development of the state and for the integration of European standards of municipalism into the Ukrainian legal system. The study confirms that in war conditions, Ukraine's European integration course acquires an additional dimension, combining the tasks of legal adaptation with the restoration of economic capacity and increasing institutional stability. The studied scientific publications and analytical reports emphasize the need for a comprehensive approach, which includes the harmonization of legislation, the implementation of European norms in the field of public administration and the use of EU financial and technical assistance instruments. The generalization of the results obtained allows us to conclude that the effective economic and legal partnership of Ukraine with the EU member states is both an integration tool and an important condition for the sustainable development of modern Ukrainian constitutionalism and municipalism, contributing to the strengthening of democratic institutions, transparency of governance, and increasing the well-being of communities.

This paper describes the overall achievements of the Animal Health and Welfare (AHAW) Panel of EFSA and its support unit since 2003. The AHAW Panel deals with animal health and animal welfare issues, primarily related to food-producing animals, at the human-animal-environment interface. Scientific opinions adopted by the AHAW Panel are comprehensive scientific reviews and risk assessments and provide the scientific grounds for the identification of control options, most of them being reflected in European Union legislation on animal health and welfare. Between 2004 and 2012, the AHAW Panel delivered 47 scientific opinions related to animal health and 38 scientific opinions on animal welfare on a wide variety of issues. The welfare of animals is a matter of much public concern and has an overall impact on the condition of the animals, with consequences for productivity, disease and food safety. A major achievement of the AHAW Panel has been to establish a unique multidisciplinary capacity, combining expertise in addressing animal health and welfare issues. The AHAW Panel has also demonstrated its capacity to respond rapidly to urgent requests, thus becoming a prominent partner of risk managers in response to crises. Over time, the AHAW Panel has become internationally recognised as a leader in risk assessment in the field of animal health and welfare, based on EFSA core values of scientific excellence, independence and transparency. The development of robust methodological frameworks for the assessment of risks related to animal health and welfare is a continuing process for the AHAW Panel. Over the past ten years, EFSA has achieved greater participation from the scientific community, stakeholders and interested parties, and fostered cooperation with relevant organisations in the EU Member States in the area of animal health and welfare. The AHAW Panel has demonstrated that evaluating health and welfare and assessing risk in animal populations serves to protect public health, the environment and the economic benefit we derive from animals.

Veterinary ethics is a multifaceted element of the veterinary profession as it deals with various ethical issues related to medical practice, animal welfare, professional behaviour and societal expectations. By focusing on teaching ethics in veterinary medicine education, it will be possible to guide future veterinarians through the ethical dilemmas and conflicts they may encounter in their careers. To evaluate the opinions of the Ondokuz Mayıs University Faculty of Veterinary Medicine intern students about ethics education in veterinary medicine. Evaluation and comparison of the perspective on ethics education and career choice. A cross-sectional descriptive survey design was used to collect data via a questionnaire. Data obtained from 87 out of 119 students in the intern programme were evaluated. Responses were analysed by statistical methods. In the study, it was determined that pet veterinary services (private sector) and government veterinary services (public sector) were the leading career choices of intern veterinary students; female and male students wanted to turn to different fields of work; and the difference in career preferences did not change the views on ethics education. It was observed that students needed applied teaching and measurement-evaluation methods in ethics education and sought role models in developing ethical attitudes and behaviours. In addition to gaining ethical knowledge in veterinary education, it was observed that they attach importance to professional and legal obligations. This study is one of the few studies on veterinary ethics education and career choice in Turkey. The study results provide information to guide the development of veterinary ethics education to prepare future veterinarians for the complex ethical issues they will face in their careers.

The article is devoted to the importance and role of media communications in Ukraine's European integration processes. The topic of Ukraine's integration into the European Union is vital not only for the political, economic, security, and humanitarian aspects of the state's life but also for the national media space. The importance of the information and communication component for achieving strategic goals is confirmed. The functions of media communications in the context of Ukraine's European integration are defined. The information and analytical activities of Ukrainian media in the national media space on the country's path to the EU are analyzed. Attention is also focused on the problematic issues of covering the topic of European integration. A content analysis of the monitoring of world media for the relevance of the problem under study was conducted using the Media Cloud platform. Among the resources considered in the analysis are all global English-language media and national media of the USA, Great Britain, and France. The content analysis results concluded that Ukraine's integration into the EU is relevant for modern international relations and is actively covered by the world media. Ukraine's membership in the EU is mainly associated with and is associated with, Russian aggression against Ukraine and the beginning of a full-scale invasion. Over time, the media have paid no less attention to the topic of European integration. A new powerful surge in media activity occurred with negotiations in June 2024 between representatives of Ukraine and representatives of the governments of 27 EU countries on membership. The high activity of world media in covering Ukraine's European integration aspirations indicates support and interest in Ukraine in the world community.

One of the key prerequisites for ensuring the stability of the national economy in the conditions of war and deepening crisis processes is the effective functioning of debt restructuring mechanisms and bankruptcy procedures. Given Ukraine's European integration course, studying international experience in reforming the institution of bankruptcy is of particular importance, in the countries of the European Union, as well as in countries such as China, where new modern legislation in the field of insolvency has been introduced. Particular attention is required to the issue of fair, transparent and effective settlements with creditors, including the procedure for satisfying the claims of different groups of creditors, the priority of repayment of obligations, as well as mechanisms for reaching agreement within the framework of restructuring plans. Successful resolution of these issues is critically important for ensuring a balance between the interests of the debtor and creditors, restoring confidence in the financial and economic system and increasing the country's investment attractiveness. Studying the best international practices allows borrowing effective solutions and adapting them to national realities. Therefore, the study of the current state, problems and prospects for reforming the institution of bankruptcy in Ukraine is timely and has not only theoretical but also practical significance for ensuring the economic stability of the state, the development of the legal system and integration into the legal space of the European Union. The purpose of the study is to conduct a comprehensive economic and legal analysis of bankruptcy procedures of state-owned enterprises and their settlements with creditors in Ukraine in comparison with the practices of the European Union countries to identify effective approaches to reforming national legislation. The research methodology consists of the following methods: comparative legal method, analytical method, historical legal method, formal logical method. The study found that the legislative regulation of bankruptcy procedures in Ukraine is gradually approaching European standards, through the implementation of the provisions of Directive (EU) 2019/1023 on debt restructuring and discharge. At the same time, the harmonization process requires not only a formal update of norms but also ensuring proper law enforcement practice. Comparative legal analysis showed that in the EU, the USA and China there are more flexible and economically oriented approaches to preventive restructuring, with special attention to early intervention, rehabilitation of enterprises and preservation of jobs. The Ukrainian model still retains a predominantly liquidation nature of the procedures, which reduces the economic efficiency of bankruptcy as a tool for financial recovery. A particular difficulty in Ukraine is the bankruptcy of state and municipal enterprises, which are often of strategic importance or are closely related to socially important functions. Because of this, the application of general bankruptcy procedures to them is limited, and the rehabilitation mechanisms are ineffective. Analysis of the experience of public-private partnerships in the context of bankruptcy indicates the need to create separate procedures that take into account the specifics of such projects. The effectiveness of enforcement proceedings and the protection of creditors' rights also remain problematic, especially in cases with state ownership. Without increasing the level of legal certainty and predictability of judicial practice, the reform in the field of bankruptcy will remain declarative.

PurposeThe primary purpose of this study is to investigate whether welfare issues are important to consumers also relating to fish. Second, it aims to identify segments based on animal and fish welfare issues, environmental concerns and ambivalence about farmed fish.Design/methodology/approachA questionnaire was designed to investigate consumers' concern for environmental and animal and fish welfare issues together with variables used in profiling segments in the study. The measurement scales used here are adapted from validated scales in previous studies. The survey was conducted in Valencia, Spain, among 450 randomly‐chosen respondents.FindingsAnimal welfare issues related to farmed fish do not seem to be important for the consumers in Valencia. There are, however, differences among the consumers relating to general environmental and animal welfare concern, and ambivalence. Three segments were identified: the unconcerned (27 per cent), the wild fish concerned (34.5 per cent) and the ambivalent (38.5 per cent). Attitudes toward farmed fish, the importance of natural food and social class were most important in profiling differences between clusters.Practical implicationsThe findings indicate that the animal welfare issue has not yet become a barrier for farmed fish in Valencia. The results may help fish‐farming companies to find their target group among the consumers, based on environmental and animal welfare issues. The results also indicate that there are consumers who are somewhat ambivalent about farmed fish. For this group, more information and knowledge can change their attitudes so they become more positive toward farmed fish in the future.Originality/valueThe paper provides useful information for fish‐farming companies or the authorities planning healthy‐eating campaigns targeting fish.

Aquatic bioresources are a valuable component of the population's nutrition and they play a significant role in ensuring global food security. Unlike global tendencies, Ukraine has experienced a persistent decline in fisheries and aquaculture production over the past decades (2000-2022). The purpose of this study is to determine the impact of European integration on the Ukrainian fisheries and aquaculture sector and to summarise the key measures for effective fishing management in Ukraine. The methodological basis of this study included such methods of scientific cognition: monographic, dialectical, tabular, graphical, abstract and logical. Legislative and regulatory acts of Ukraine and the EU, scientific works of domestic and foreign scientists, as well as statistical indicators served as the primary sources of information during the research. The author used the data of the State Statistics Service of Ukraine, Ministry of Agrarian Policy and Food of Ukraine, EUROSTAT. The main factors that slow down the development of the Ukrainian fishing industry have been summarised: high level of moral and physical depreciation of fixed assets; sectoral shadowing due to the lack of proper control and accountability for not submitting reports; problems with the supply of fish planting materials; negative anthropogenic and climatic impacts on aquatic ecosystems etc. Including Ukraine's aspirations for European integration, it is essential to consider the potential consequences of EU accession for the Ukrainian fisheries and aquaculture. The primary expected advantages include: de-shadowing, improving the quality of fish products, increasing funding, expanding export potential, modernising of outdated equipment, and gaining access to innovative technologies and practices in fish extraction and processing. The dynamic of foreign trade of fish and crustaceans of Ukraine with EU countries shows that, despite the small share of fish and crustaceans in the overall commodity structure with EU countries, exports of these items had a positive growth trend before the full-scale war. However, in 2022 fish and crustaceans exports to EU countries have decreased by more than one and a half times,. To ensure effective management of the domestic fishing industry in the context of European integration, it is crucial to: bring the national legislation in line with the European one, including the implementation of more than 30 EU acts; digitalise and deregulate the industry, ensuring traceability of aquatic bioresources; implement sustainable fishing practices, including the development of organic aquaculture, etc.
