Episciences is a platform supporting 43 overlay diamond open access journals across disciplines, utilizing open repositories and infrastructures to ensure FAIR principles and reproducibility; it offers cost-efficient, researcher-led publishing solutions with enhanced transparency and community engagement.
Purpose. Episciences is a platform for publishing overlay diamond open access scientific journals. It hosts and supports 43 overlay journals from several disciplines—mainly mathematics, informatics, applied mathematics, social sciences, and humanities—and, for this purpose, utilises open science infrastructures. Approach. The content of the publications is hosted on open repositories (such as HAL, arXiv, Zenodo, bioRxiv, and medRxiv), data repositories for datasets and Software Heritage for software. This allows Episciences to benefit from the FAIR principles supported by these infrastructures while also adding value and services. The platform offers a complete publishing solution for researchers, enabling them to peer-review and publish articles, datasets, and software. All these components may also be linked to each other to promote the FAIR principles and the reproducibility of science. Findings. Relying on existing infrastructures enables cost-efficient publishing. Led by academics, the platform is supported by French academic funding from the Ministry of Higher Education and Research, CNRS, Inria, and INRAE. Originality. The platform engages with scientific communities, through scientific committees. It provides solutions for copy-editing, communication, and advice on the best practices in open science publishing. Episciences is also open to new projects and collaborations at both European and international levels. The platform is available on the OpenAIRE catalogue of services and the EOSC marketplace. Relying on open infrastructures, the overlay model, and a dedicated support and editorial team, Episciences increases the transparency of the editorial workflow and enables researchers to regain control of their publishing methods and processes.

This makes it possible to overcome the conditions of isolation in which some researchers find themselves, and finally move towards a professional community of researchers. Software development has become an integral part of the scholarly ecosystem, spanning all fields and disciplines. To support the sharing and creation of knowledge in line with open science principles, and particularly to enable the reproducibility of research results, it is crucial to make the source code of research software available, allowing for modification, reuse, and distribution.Recognizing the significance of open-source software contributions in academia, the second French Plan for Open Science, announced by the Minister of Higher Education and Research in 2021, introduced a National Award to promote open-source research software. This award serves multiple objectives: firstly, to highlight the software projects and teams that have devoted time and effort to develop outstanding research software, sometimes for decades, and often with little recognition; secondly, to draw attention to the importance of software as a valuable research output and to inspire new generations of researchers to follow and learn from these examples.We present here an in-depth analysis of the design and implementation of this unique initiative. As a national award established explicitly to foster Open Science practices by the French Minister of Research, it faced the intricate challenge of fairly evaluating open research software across all fields, striving for inclusivity across domains, applications, and participants. We provide a comprehensive report on the results of the first edition, which received 129 high-quality submissions. Additionally, we emphasize the impact of this initiative on the open science landscape, promoting software as a valuable research outcome, on par with publications.

استهدف البحث الحالي تعرّف الذكاء الإداري لمديري الاقسام، وتعرّف الفروق بحسب الجنس، والتحصيل الدراسي، والعمر، والتخصص. وتعرّف التواضع، وتعرّف الفروق بحسب المتغيرات الديمغرافية نفسها. وتعرّف العلاقة الارتباطية بين الذكاء الإداري، التواضع. ولتحقيق أهداف البحث قام الباحثان ببناء مقياسين الأول هو مقياس الذكاء الإداري وتكون من (28) فقرة، ومقياس التواضع وتكون من (26) فقرة. وتم التحقق من الخصائص السيكومترية للمقياسين المذكورين أعلاه، وبلغ مؤشر معامل الثبات الذي تم التحقق منه بطريقة الفا كرونباخ (0.84) لمقياس الذكاء الاداري، في حين بلغ مؤشر معامل الثبات لمقياس التواضع (0.78). وبعد تطبيق الاداتين على عينة عشوائية من مديري الأقسام بلغ عددهم (338) من مجتمع البحث بواقع (222) ذكرا، و(116) انثى من وزارات (العمل والشؤون الاجتماعية، والصحة والبيئة، والصناعة والمعادن، والتربية، والتعليم العالي والبحث العلمي، والثقافة والسياحة والآثار). وظهرت نتائج البحث الحالي بضوء الإطار النظري المعتمد، وتضمنت عددا من الاستنتاجات بما في ذلك ان ليس هناك ذكاء اداري لدى مديري الأقسام، وليس هناك أي تفاعل بين المتغيرات الديموغرافية في الذكاء الإداري، وأن هناك تواضع لدى مديري الأقسام، وهناك علاقة بين الجنس والتواضع لصالح الإناث، ولا توجد فروق في المتغيرات الديموغرافية في التواضع، وهناك علاقة إيجابية بين الذكاء الإداري والتواضع، وتم تثبيت مجموعة من التوصيات والمقترحات.

<p>Interoperability has long been an objective for research infrastructures dealing with research data to foster open access and open science. More recently, FAIR principles (Findability, Accessibility, Interoperability and Reusability) have been proposed. The FAIR principles are now reference criteria for promoting and evaluating openness of scientific data. FAIRness is considered a necessary target for research infrastructures in different scientific domains at European and global level.</p><p>Solid Earth RIs have long been committed to engage scientific communities involved in data collection, standardization and quality management as well as providing metadata and services for qualification, storage and accessibility. They are working to adopt FAIR principles, thus addressing the onerous task of turning these principles into practices. To make FAIR principles a reality in terms of service provision for data stewardship, some RI implementers in EPOS have proposed a FAIR-adoption process leveraging a four stage roadmap that reorganizes FAIR principles to better fit to scientists and RI implementers mindset. The roadmap considers FAIR principles as requirements in the software development life cycle, and reorganizes them into data, metadata, access services and use services. Both the implementation and the assessment of “FAIRness” level by means of questionnaire and metrics is made simple and closer to day-to-day scientists works.</p><p>FAIR data and service management is demanding, requiring resources and skills and more importantly it needs sustainable IT resources. For this reason, FAIR data management is challenging for many Research Infrastructures and data providers turning FAIR principles into reality through viable and sustainable practices. FAIR data management also includes implementing services to access data as well as to visualize, process, analyse and model them for generating new scientific products and discoveries.</p><p>FAIR data management is challenging to Earth scientists because it depends on their perception of finding, accessing and using data and scientific products: in other words, the perception of data sharing. The sustainability of FAIR data and service management is not limited to financial sustainability and funding; rather, it also includes legal, governance and technical issues that concern the scientific communities.</p><p>In this contribution, we present and discuss some of the main challenges that need to be urgently tackled in order to run and operate FAIR data services in the long-term, as also envisaged by the European Open Science Cloud initiative: a) sustainability of the IT solutions and resources to support practices for FAIR data management (i.e., PID usage and preservation, including costs for operating the associated IT services); b) re-usability, which on one hand requires clear and tested methods to manage heterogeneous metadata and provenance, while on the other hand can be considered a frontier research field; c) FAIR services provision, which presents many open questions related to the application of FAIR principles to services for data stewardship, and to services for the creation of data products taking in input FAIR raw data, for which is not clear how FAIRness compliancy of data products can be still guaranteed.</p>

The current research aims to clarify the impact of organizational fitness with its dimensions (sensing, decision-making, and execution/practice) as an independent variable on digital transformation with its dimensions (leadership, infrastructure, and resource mobilization) as a dependent variable in the management of construction and projects at the Ministry of Higher Education and Scientific Research. The researcher employed a descriptive-analytical approach and used various statistical tools such as SPSS V21, AMOSE, and Excel to analyze the relationship between the main research variables, answer theoretical and applied questions, examine the level of correlation and influence, and utilize statistical methods like regression coefficients, correlation coefficients, means, standard deviations, and variances. Additionally, various charts and graphs were used to illustrate the relationship between the research variables and their sub-dimensions. The sample was randomly selected from employees of the construction and projects company, with a research community size of 224 and a sample size of 142. One of the key findings is that the impact of organizational fitness and its dimensions plays a crucial role in enhancing digital transformation. Simply put, when attention is given to promoting and effectively implementing organizational fitness in management, the level of digital transformation in the organization is elevated. It's worth mentioning that some dimensions of the digital transformation variable have not been adequately implemented in management, prompting upper departments in the organization to reconsider promoting these concepts due to their importance in advancing and improving the organization's projects. For more than twenty years, the international research community has affirmed its support for open and collaborative practices that improve the quality, transparency, reproducibility and inclusiveness of science. In France, this orientation has been reflected in the adoption of two National Plans for Open Science, in 2018 and 2021. In this context and on the occasion of the French Presidency of the Council of the European Union, France organised the Open Science European Conference (OSEC) on 4 and 5 February 2022. This conference on the transformation of the research and innovation ecosystem in Europe was an opportunity to address in particular transparency in health research, the future of scientific publishing and the opening of codes and software produced in a scientific context, but also the necessary transformations of research assessment, summarised in the Paris Call presented during the event and calling for the creation of a coalition of actors committed to reforming the current system. This international event was organised was organised by the French Académie des sciences, the Ministry of Higher Education and Research, the French National Center for Scientific Research (CNRS), the National Institute of Health and Medical Research (Inserm), the High Council for Evaluation of Research and Higher Education (Hcéres), the National Research Agency (ANR), the University of Lorraine and the University of Nantes.

The work environment is an environment at risk for the psychological well-being of workers. This research is conducted on a population of 348 workers from the Ministry of Higher Education and Scientific Research (MESRS) in Benin. It was a cross, descriptive study, with an analytical goal, with non-probabilistic sampling, and by convenience. The research tools were documentation, SATIN scales, interview and observation. The results processed and analyzed by the Excel software, and R show that the general health is poor in 14.7% of workers, average in 27.9%, and good in 57.5%. Psychological health is poor in 10.3%, average in 18.1%, and good in 71.6%. Physical health is poor in 6.1% of workers, average in 24.4%, and good in 69.6%. Similarly, stress is bad for 13.5% of workers, average for 37.7%, and good for 48.8%. Psychosomatic symptoms are poor in 19.6% of workers, average in 21.1% and 59.2%. The symptoms are poor in 31.0% of workers, average in 16.5%, and good in 52.5%. The well-being of this population is attributable to several factors, the predominant element of which is the organizational environment and its conditions. Better consideration of the factors that strengthen human capital is essential for the physical and psychological well-being of MESRS workers.

University educational institutions in Jordan, in general, have quickly dealt with emergency situations facing education, such as the Corona pandemic, in which they needed to move from traditional learning to online learning (in its fully and blended forms) during the previous period. This led the public and private educational institutions in Jordan to implement the executive action plan that was prepared by the Ministry of Higher Education and Scientific Research (MOHESR) for integrating online learning into the higher education system and reflect it on their programs in order to keep pace with developments at the local, regional and international levels. This study includes a specification of the components relevant to online learning management system, and aims to determine the percentages of achievement at the level of fully online learning and blended learning for all components of the online learning management system in public and private Jordanian universities and also determine the percentages of achievement for each one of these components at the university level, and the most important actions that should be taken by universities to achieve them. The study also aims to benefit the integration of online learning within the Jordanian higher education system in an effective manner that achieves high levels of educational quality for online learning in its both forms and ensure the desired shift in the performance of Jordanian higher education institutions and the quality of its output, keeping pace with global developments in this field. The study concludes with a set of results that will benefit decision-makers in the Accreditation and Quality Assurance Commission for Higher Education Institutions (AQACHEI), the Ministry of Higher Education and Scientific Research (MOHESR), and Jordanian higher education institutions.

The study aimed at revealing the challenges that face the implementation of e-government in the Ministry of Higher Education and Scientific Research in Jordan and proposing prominent mechanisms to overcome them. The study sample which included randomly selected 175 employees adopted the analytic descriptive approach and used a questionnaire for data collection. The results unveiled major challenges that face the implementation of e-government; the first was the financial challenges followed by human resources challenges then the administrative challenges, while technical challenges were the last. The results concluded that the futuristic perspectives to overcome these obstacles are looking for funding to the e-government project at the kingdom’s level. Based on the results, a set of recommendations were derived hoping the concerned entities get benefit of them.

This qualitative paper presents the preliminary findings of an ongoing education-focused project JOVITAL an international cooperation project co-funded by the Erasmus + Capacity Building in HE programme of the European Union during the period October 2017 - 2020 involving four European institutions and five Jordanian universities1. Our paper outlines how new and emerging technologies are being innovatively used in institutions around the world and on this basis, how they are being adapted and implemented in Jordan as part of JOVITAL. Regulations and instructions on an institutional and national level have been continuously changing over the years, with the Ministry of Higher Education and Scientific Research (MOHESR) approving the blended model within 25% of programmes, placing a cap on the amount of online learning that take place within a HE programme. However, an alliance of three or more Jordanian universities can establish a fully online programme as well. That being said, MOHESR has expressed some constraints regarding quality assurance including the way exams are conducted, how learning outcomes are measured and how course funding and cultural perceptions are considered. Challenges in the open education methodology, therefore, still exist in the academic medium in Jordan, where three main issues are of particular note: the governmental policies instructed by Ministry of Higher Education and Scientific Research; the alignment of these policies with regulations published by Jordanian accreditation institutes; and the cultural acceptability of open education and distance learning in general. The ideas we present here include applications of technology for domestic online learning, as well as global partnerships that support the development of intercultural competencies through the use of Virtual Collaborative Learning (VCL) or Collaborative Online International Learning (COIL). This paper presents the activities and the findings of our project work to date and provides a snapshot of the JOVITAL project during its delivery.

The objectives of this qualitative research are to study problems and factors promoting success in the career path of government officials in the Ministry of Higher Education, Science, Research, and Innovation (MHESI) in Thailand. The study also finds out career path model to opinions between executives and government officials. This qualitative employed in-depth interview and focus group discussion with executives, academics, and civil servants. It found that the problem was the planning and management of career path due to lacking of standard pattern. Also, it found that the model of career path provides practitioners with career advancement opportunities and job titles from the very beginning to the very top where they can advance and can plan their career progression. The model also provides an opportunity to explore officers’ competencies, aptitudes, and interests that are appropriate for any type of work in the organization and able to prepare them to perform the job, which will affect the success of civil servants’ work and human resource management to create career path and develop oneself to be able to compete for academic and professional excellence, as well as prepare the government officers for appropriate positions in the future.

The COVID-19 pandemic has caused an unprecedented humanitarian, social, and health disaster. In its aftermath, countries and organizations are striving to transform and acquire 21st-century skills to adapt to the current era. Organizational change has thus become crucial not only for sustainable development but also to survive crises. Consequently, this study investigates the critical factors affecting employees’ resistance to organizational change in Oman's Ministry of Higher Education, Research, and Innovation (MOHERI). Using Lewin's Change Management Model as the theoretical framework, survey data was collected from 344 MOHERI employees and analyzed using structural equation modeling. The findings indicate that leadership and SMART quality service significantly influence resistance to change. Additionally, it is revealed that organizational practices play vital roles in shaping employees' attitudes toward change, whereas employees’ talent and knowledge moderate their resistance towards change. By providing empirical evidence on the elements that influence successful organizational transformation in Oman's public sector, this study provides policymakers, managers, and the Omani government with a better understanding of this phenomenon, enabling them to design more effective change strategies and policies. The study also adds value to the organizational change literature, offering directions for future research to focus on these crucial factors for successful change.

The research studies the effect of soft leadership skills on organizational longevity within the Ministry of Higher Education and Scientific Research. The study seeks to diagnose the effectiveness that leadership competency may have in communication, initiatory capability, training, and team building for the sustenance of institutional performance and adaptability. Using a descriptive-analytical approach, data were collected using a structured questionnaire from 120 administrative leaders. The questionnaire was adapted from validated scales, while the analysis was conducted through SPSS and AMOS software. There was a statistically significant positive association with some of the soft skills of leadership towards organizational longevity, with communication, training, and team-building skills considered to exert the maximum influence. The results also revealed that the study model accounted for 74% of the variance in organizational longevity, clearly indicating the strategic importance of non-technical leadership traits in building resilience, innovativeness, and long-term success of an institution. These findings imply that the development of soft leadership skills should hence be embedded in leadership development and organizational strategy. This research contributes to the continuing discourse on public-sector leadership and provides useful recommendations to promote institutional sustainability in higher education systems. Focusing on soft leadership as a process of transformation, this study tries to inform policy and practice in managing higher education.
