Abstract

The development of standards for the safe use of electromagnetic (EM) energy has been marred by the blurring of exposure standards and a surrogate for environmental standards. By establishing environmental standards formally, there are more rational application of safe exposure limits and more socially responsive regulation of the environment, in turn leading to international harmonization and improved global trade.
