Abstract

El mandato representativo, recogido en el artículo 67.2 de la Constitución, se debate entre el derecho de los diputados y senadores a ejercer su función de forma independiente y su deber de lealtad al partido político en cuya lista han sido elegidos. Este difícil equilibrio se ha quebrado, en la mayoría de las ocasiones, a favor del partido que ejerce una férrea disciplina condicionando la acción parlamentaria.
 Unas Cámaras del siglo XXI exigen el fortalecimiento del parlamentario individual y que se prestigie su función representativa, buscando un equilibrio entre los legítimos intereses de los partidos políticos por cumplir sus criterios programáticos y el trabajo individual de los parlamentarios. El objetivo de este artículo es describir y destacar algunas medidas que fortalezcan la función de los diputados y senadores y que contribuyan a prestigiar su labor y su relación con los electores.
