Many people fail to take appropriate protective actions upon receiving an Earthquake Early Warning (EEW), which has emerged as an important concern. This study examined aspects of disaster literacy that promote appropriate protective actions in response to EEWs. Drawing on dual-process theory, we hypothesized that EEW responses would rely more on intuitive processes than on deliberative processes, because immediate reactions are required when an EEW is issued. This study used nationwide survey data collected in Japan in August 2022. Data from 491 respondents who had previously received EEWs were analyzed. The variables included reactions to EEWs, means of receiving EEWs, activity status when receiving an EEW, experience of victims of past disasters, expectation of an earthquake, recognition of hazard map, daily disaster-preparedness, and demographics. The results indicated that only 35% of participants reported taking concrete protective actions upon receiving EEWs. The experience of victims of past disasters, expectations of an earthquake, and daily disaster-preparedness were associated with reactions to EEW. Each of these variables reduced the likelihood of choosing inaction and increased the likelihood of selecting protective actions. These findings suggest that the experience of victims of past disasters, expectation of an earthquake, and daily disaster-preparedness experience function as intuitive factors related to disaster imagery, thereby facilitating immediate protective actions. In conclusion, this study highlights the importance of designing disaster literacy strategies that target intuitive factors to enhance the effectiveness of EEWs.

Understanding the social aspects of earthquake early warning: A literature review

Earthquake early warning (EEW) systems aim to warn end-users of incoming ground shaking from earthquakes that have ruptured further afield, potentially reducing risks to lives and properties. EEW is a socio-technical system involving technical and social processes. This paper contributes to advancing EEW research by conducting a literature review investigating the social science knowledge gap in EEW systems. The review of 70 manuscripts found that EEW systems could benefit society, and the benefits may go beyond its direct function for immediate earthquake response. The findings also show that there are social processes involved in designing, developing, and implementing people-centered EEW systems. Therefore, social science research should not just be concerned with the end-user response but also investigate various stakeholders' involvement throughout the development process of EEW systems. Additionally, EEW is a rapidly evolving field of study, and social science research must take a proactive role as EEW technological capacities improve further and becomes more accessible to the public. To improve EEW effectiveness, further research is needed, including (1) advancing our understanding of why people take protective action or not, and ways to encourage appropriate action when alerted; (2) enhancing public understanding, investigating best practices for communicating, educating, and engaging with the public about EEW and overall earthquake resilience; and (3) keeping up with technological advances and societal changes and investigating how these changes impact communities' interactions with EEW from various standpoints including legal perspectives.

Impact assessment of earthquake early warning systems in Central America

Earthquake Early Warning (EEW) systems aim to alert users in advance of imminent shaking, enabling them to take action. In collaboration with local seismic agencies, the Swiss Seismological Service (SED), has developed national EEW systems across Central America. Public EEW alerts are now available, considering the frequent seismic activity and the vulnerability of the building stock, EEW has the potential to reduce casualties (i.e. fatalities and injuries). In this study, we build upon a probabilistic framework to quantify the potential benefits of EEW systems in reducing casualties. For each event generated in the stochastic catalog (100,000 event sets), we estimate the number of casualties in the absence of EEW. The framework evaluates the potential casualty reduction attributable to an operational EEW system, considering the expected warning times in each event at the target site, the subsequent actions taken upon receiving the alert, and system performance. For a return period of 475 years, the fatality reduction could reach ∼14% to 17% corresponding to hundreds fewer fatalities in Costa Rica and Nicaragua, and thousands fewer fatalities in El Salvador and Guatemala. From this baseline scenario, we explore strategies to improve casualty reduction: (1) increase warning time by densifying the seismic network; and (2) compare the effectiveness of Drop, Cover, And Hold On (DCHO) versus evacuation as recommended protective actions. Our results suggest that evacuation is a suitable strategy for reducing fatalities in this region, given the prevalence of single-story structures. Given the available warning time, evacuation is advised for occupants on the first floor, and those on upper floors should adopt DCHO. Our findings indicate that the implementation of EEW leads to a ∼10% reduction in average annual fatalities. A cost–benefit analysis reveals that the economic benefits of public EEW systems significantly outweigh the associated costs, making EEW a cost-effective mitigation strategy.

Earthquake early warning (EEW) systems are becoming increasingly available or are in development throughout the world. As these systems develop, it is important to provide evidence-based recommendations for protective action so people know how to protect themselves when they receive an alert. However, many factors need to be considered when developing contextually relevant and appropriate recommendations. We have reviewed earthquake injury reports, protective action and communication theories, and behavioral research to determine what factors can guide inquiry and decision making when developing protective action guidelines. Factors that emerge from relevant literature include: (1) social, cultural, and environmental context, such as which people are present, what their social roles are, and in what type of building they are located when an earthquake happens, (2) demographic and experiential variables, such as gender and age as well as previous history with earthquakes; and (3) magnitude and intensity that influence the duration and impacts of the earthquake itself. Although we examine data from around the world, we focus largely on evidence-based recommendations for the U.S. system, ShakeAlert, because it provides a timely case study for understanding how people receive and respond to EEW messages. In addition to synthesizing relevant literature, we recommend pathways forward for this interdisciplinary research community that explores EEW and its application around the world. Consistency in collecting and reporting injury data globally may assist in aligning this fragmented literature to develop a richer understanding of how demographic, cultural, seismic, engineering, and technological issues can be addressed to reduce human suffering due to earthquakes.

Earthquake early warning (EEW) is the delivery of ground shaking alerts or warnings. It is distinguished from earthquake prediction in that the earthquake has nucleated to provide detectable ground motion when an EEW is issued. Here we review progress in the field in the last 10 years. We begin with EEW users, synthesizing what we now know about who uses EEW and what information they need and can digest. We summarize the approaches to EEW and gather information about currently existing EEW systems implemented in various countries while providing the context and stimulus for their creation and development. We survey important advances in methods, instrumentation, and algorithms that improve the quality and timeliness of EEW alerts. We also discuss the development of new, potentially transformative ideas and methodologies that could change how we provide alerts in the future. ▪ Earthquake early warning (EEW) is the rapid detection and characterization of earthquakes and delivery of an alert so that protective actions can be taken. ▪ EEW systems now provide public alerts in Mexico, Japan, South Korea, and Taiwan and alerts to select user groups in India, Turkey, Romania, and the United States. ▪ EEW methodologies fall into three categories, point source, finite fault, and ground motion models, and we review the advantages of each of these approaches. ▪ The wealth of information about EEW uses and user needs must be employed to focus future developments and improvements in EEW systems.

The Effects of Earthquake Experience on Intentions to Respond to Earthquake Early Warnings

Warning systems are essential for providing people with information so they can take protective action in response to perils. Systems need to be human-centered, which requires an understanding of the context within which humans operate. Therefore, our research sought to understand the human context for Earthquake Early Warning (EEW) in Aotearoa New Zealand, a location where no comprehensive EEW system existed in 2019 when we did this study. We undertook a survey of people's previous experiences of earthquakes, their perceptions of the usefulness of a hypothetical EEW system, and their intended responses to a potential warning (for example, Drop, Cover, Hold (DCH), staying still, performing safety actions). Results showed little difference in perceived usefulness of an EEW system between those with and without earthquake experience, except for a weak relationship between perceived usefulness and if a respondent's family or friends had previously experienced injury, damage or loss from an earthquake. Previous earthquake experience was, however, associated with various intended responses to a warning. The more direct, or personally relevant a person's experiences were, the more likely they were to intend to take a useful action on receipt of an EEW. Again, the type of experience which showed the largest difference was having had a family member or friend experience injury, damage or loss. Experience of participation in training, exercises or drills did not seem to prompt the correct intended actions for earthquake warnings; however, given the hypothetical nature of the study, it is possible people did not associate their participation in drills, for example, with a potential action that could be taken on receipt of an EEW. Our analysis of regional differences highlighted that intentions to mentally prepare on receipt of a warning were significantly higher for Canterbury region participants, most likely related to strong shaking and subsequent impacts experienced during the 2010–11 Canterbury Earthquake Sequence. Our research reinforces that previous experience can influence earthquake-related perceptions and behaviors, but in different ways depending on the context. Public communication and interventions for EEW could take into consideration different levels and types of experiences of the audience for greater success in response.

Knowledge, perceptions, and behavioral responses to earthquake early warning in Aotearoa New Zealand

IntroductionAotearoa New Zealand (NZ) experiences frequent earthquakes, with a history of damaging and fatal events, but currently does not have a national, official earthquake early warning (EEW) system. Since April of 2021, Google's Android Earthquake Alert System has operated independently in NZ. While recent work has identified general public support for such a system, it is important to assess public knowledge of EEW as well as typical responses to receiving an alert. The protective actions “Drop, cover, and hold” are recommended and taught in NZ and previous research found strong intentions to undertake these and other protective actions in response to an alert.MethodHowever, it is important to explore a range of responses to these novel EEWs, including how much people know about them, what actions they took in response to the warning, and their overall judgment of the system including its usefulness. We undertook surveys following two widely received alerts from the Android Earthquake Alert System to assess public knowledge, perceptions, and responses to these alerts with a total sample size of 3,150.ResultsWhile most participants who received the alert found it useful, knowledge of both EEW generally and the Android System specifically was low and few participants used the time to protect themselves from shaking.DiscussionThese findings reiterate the importance of education and communication around a warning system, so that the public know how to act when they receive an alert.

From Warnings to Actions: Factors Influencing Response to Earthquake Early Warning—A Systematic Literature Review

Earthquake early warning (EEW) systems offer critical seconds for protective actions, yet their effectiveness ultimately depends on human interpretation and response. This article presents a systematic literature review of factors shaping public behavior during earthquakes and in response to EEW alerts. Following PRISMA guidelines and the structured approach of Petticrew and Roberts, a comprehensive search was conducted using the Massey University Library Discover platform (1975–2024) and Scopus (1978–2024). Systematic keyword queries targeting EEW, human, and behavioral response dimensions produced 844 records. After duplicate removal and multistage screening, a final set of 45 studies relevant to social aspects of EEW was reviewed and thematically analyzed. The findings demonstrate that behavioral responses to EEW are shaped by interacting demographic, sociocultural, cognitive, and environmental factors. Key influences include age, gender, education, cultural norms, trust, prior experience, perceived efficacy, socioeconomic status, and geographic context. While education and effective risk communication generally strengthen preparedness and protective action, social dynamics, cognitive biases, unequal resource access, and structural constraints can delay or inhibit timely response. The review further reveals a strong geographic concentration of existing research in developed countries, with limited attention to vulnerable contexts, real‐time situational pressures, and decision‐making under extreme time constraints. These findings indicate that EEW effectiveness extends beyond technical performance and requires close integration with social, cultural, and institutional contexts. Advancing EEW practice, therefore, depends on inclusive communication strategies and context‐sensitive system design that better translate warnings into timely, life‐saving action.

Residents' Reactions to Earthquake Early Warnings in Japan.

This article empirically examines the effectiveness of earthquake early warning (EEW) in Japan based on experiences of residents who received warnings before earthquake shaking occurred. In Study 1, a survey (N = 299) was conducted to investigate residents' experiences of, and reactions to, an EEW issued in Gunma and neighboring regions on June 17, 2018. The main results were as follows. (1) People's primary reactions to the EEW were mental, not physical, and thus motionless. Most residents stayed still, not for safety reasons, but because they were focusing on mentally bracing themselves. (2) Residents perceived the EEW to be effective because it enabled them to mentally prepare, rather than take physical protective actions, before strong shaking arrived. (3) In future, residents anticipate that on receipt of an EEW they would undertake mental preparation as opposed to physical protective actions. In Study 2, a survey (N = 450) was conducted on another EEW issued for an earthquake offshore of Chiba Prefecture on July 7, 2018. Results were in line with those of Study 1, suggesting that the findings described above are robust. Finally, given people's lack of impetus to undertake protective action on receipt of an EEW, this article discusses ways to enhance such actions.

From alert to action: earthquake early warning and deaf communities

Earthquake early warning (EEW) alerts may give people valuable seconds to take protective action, such as drop, cover and hold on, before earthquake shaking starts. In order for individuals to take protective action, they need to receive the alert, understand the alert message, and have enough contextual knowledge to take appropriate protective action. Deaf and hard of hearing (DHH+) persons do not have equitable access to earthquake information, warning systems, training, and participation in disaster decision-making at all levels. Despite international policies for emergency alerts to be accessible to people with disabilities, there are no research publications that specifically address the effectiveness of EEW alerts for DHH+ communities. Missed notifications and misunderstandings about elements of the EEW alert message can delay the response time of DHH+ persons. Furthermore, unequal access to earthquake drills and preparedness information can leave DHH+ persons with insufficient context to take protective action when receiving alerts. The existing gaps in effectiveness of the EEW alerts stem from language inequities for DHH+ persons in our schools, workplaces and families, which we analyze by applying linguistic anthropological and sociolinguistic frameworks to examine the nexus of DHH+ communities’ languages and EEW messaging. To advance language equity in EEW alerting, inclusion of DHH+ communities can improve messaging and reduce misunderstandings so that DHH+ persons can quickly take protective action when they receive an alert.

Earthquake early warning in Central America: The societal perspective

Central America has an elevated seismic risk, resulting from the vulnerability of the building stock and steady population growth. Earthquake Early Warning (EEW) aims to provide warning in advance of imminent shaking, allowing recipients to take action and reduce casualties during damaging motions. The Swiss Seismological Service (SED) has been collaborating with local seismic agencies to develop national EEW systems across Central America, which can potentially benefit nearly 47 million inhabitants. We conducted a public survey to comprehend the desire for EEW, the preferences for EEW attributes, and the current behaviour of people during earthquakes and the driving factors behind it. We recruited participants from Nicaragua (N = 513), Costa Rica (N = 1350), Guatemala (N = 559), and El Salvador (N = 491). In all four countries, participants consider it necessary to have an EEW system, are tolerant of false alerts, and are likely to react promptly to alerts. The desirable alert threshold is for low felt intensities, ranging between MMI III to IV. We found that a significant number of respondents already take protective action when earthquakes strike, and appropriate reactions are expected to increase when EEW is available. Our survey is unique in providing insights into the social dimension of EEW systems in low-income regions with high earthquake risk and where no operational EEW system yet exists.

Earthquake early warning in Aotearoa New Zealand: a survey of public perspectives to guide warning system development

Earthquake early warning (EEW) can be used to detect earthquakes and provide advanced notification of strong shaking, allowing pre-emptive actions to be taken that not only benefit infrastructure but reduce injuries and fatalities. Currently Aotearoa New Zealand does not have a nationwide EEW system, so a survey of the public was undertaken to understand whether EEW was considered useful and acceptable by the public, as well as perceptions of how and when such warnings should be communicated, before making an investment in such technology. We surveyed the public’s perspectives (N = 3084) on the usefulness of EEW, preferred system attributes, and what people anticipated doing on receipt of a warning. We found strong support for EEW, for the purposes of being able to undertake actions to protect oneself and others (e.g. family, friends, and pets), and to mentally prepare for shaking. In terms of system attributes, respondents expressed a desire for being warned at a threshold of shaking intensity MM5–6. They suggested a preference for receiving a warning via mobile phone, supported by other channels. In addition to being warned about impending shaking, respondents wanted to receive messages that alerted them to other attributes of the earthquake (including the possibility of additional hazards such as tsunami), and what actions to take. People’s anticipated actions on receipt of a warning varied depending on the time available from the warning to arrival of shaking. People were more likely to undertake quicker and easier actions for shorter timeframes of <10 s (e.g., stop, mentally prepare, take protective action), and more likely to move to a nearby safe area, help others, look for more information, or take safety actions as timeframes increased. Given the public endorsement for EEW, information from this survey can be used to guide future development in Aotearoa New Zealand and internationally with respect to system attributes, sources, channels and messages, in ways that promote effective action.
